Job Purpose
The HWSETA is seeking to appoint a Provincial Administrator to provide administrative, operational and stakeholder support within the Free State Provincial Office. The successful candidate will be responsible for coordinating administrative processes, maintaining records, supporting programme implementation, assisting stakeholders, and ensuring efficient office operations in line with organisational policies and service delivery standard.
Minimum Requirements
Education
- National Diploma in Office Administration/Technology, Business Administration, Public Management or an equivalent qualification.
Experience
- 2 to 3 years' experience in Office Administration or a related field.
Key Responsibility Areas
1. Administrative Support
- Provide administrative support to the Provincial Office.
- Prepare correspondence, reports, presentations and meeting documentation.
- Maintain efficient filing and record management systems.
- Manage incoming and outgoing correspondence.
- Coordinate meetings, workshops and stakeholder engagements.
- Ensure effective office administration and document control.
2. Programme Administration
- Support the implementation of learning programmes and other HWSETA initiatives.
- Assist with the coordination of workshops, site visits and stakeholder events.
- Maintain accurate programme records and databases.
- Monitor submission and tracking of required documentation.
3. Stakeholder Support
- Respond to stakeholder enquiries and provide administrative assistance.
- Assist employers, training providers and stakeholders with administrative processes.
- Ensure excellent customer service and timely communication.
- Escalate unresolved queries where necessary.
4. Records and Information Management
- Maintain electronic and manual filing systems.
- Ensure accurate capturing and safekeeping of documents.
- Support compliance with information management and record-keeping requirements.
- Prepare reports and statistical information as required.

- Implement and adhere to organisational policies and procedures.

Job Purpose
The HWSETA is seeking to appoint a Learning Programme Manager to develop and monitor the implementation of operational plans for the Learning Programmes sub-division (Discretionary Grants) to achieve targets and performance requirements as outlined in the Sector Skills Plan (SSP), Annual Performance Plan (APP), Service Level Agreement (SLA) and Strategic Skills Sector Plan (SSSP). The incumbent will also provide support and capacity building to provincial personnel.
Minimum Requirements
Education:
- Matric / Grade 12.
- Three-year Bachelor's Degree with Honours in Project Management, Business Administration or a related qualification.
Experience:
- 6 to 8 years' experience in a project management environment.
- 4 to 6 years management experience within a national or regional environment.
- Broad understanding of the SETA environment.
- Experience in working with and manipulating large datasets and applicable software.
Additional Requirements:
- Valid Code 08 Driver's Licence.
- Own vehicle.
Key Responsibility Areas
1. Policy Planning and Implementation
- Develop and oversee the implementation of operational plans to achieve divisional and organisational targets.
- Advise management, committees, and stakeholders on trends and developments impacting the discretionary grants environment.
- Review, develop and improve policies, systems, procedures, templates, and operational processes.
- Conduct research and benchmarking on national and international best practices.
- Ensure alignment and collaboration across divisions.
- Review and update discretionary grant policies and guidelines.
- Build capacity within the Learning Programmes sub-division and provincial offices.
2. Project Design, Leadership and Management
- Lead the planning, development and implementation of learning programme projects.
- Collaborate with Provincial Managers on project planning, employer approvals and budget allocation processes.
- Oversee the evaluation of proposals and recommendations for funding approvals.
- Design and manage Expressions of Interest (EOIs), Requests for Quotations and employer participation initiatives.
- Oversee Memorandums of Agreement and project implementation plans.
- Monitor programme performance and project deliverables across provinces.
- Provide strategic direction and support to project teams and provincial personnel.
- Recommend interventions and corrective actions to improve programme performance.
3. Registration and Certification
- Manage the registration and implementation of Learnership Programmes.
- Facilitate qualification registrations with the Department of Higher Education and Training.
- Facilitate trade certificate certification processes with QCTO and NAMB.
4. Quality Assurance, Monitoring and Evaluation
- Ensure site validations are conducted prior to programme implementation.
- Monitor compliance and quality assurance standards.
- Identify and manage project risks and report findings.
- Develop monitoring and evaluation systems and procedures.
- Facilitate internal audit processes within the sub-division.
5. Funding Allocation Management
- Develop and manage funding models and agreements.
- Manage tranche payment administration for national and large-scale projects.
- Monitor programme budgets and grant disbursements.
- Review budget variance, audit and compliance reports.
- Review monthly project reports and final payment requests.
6. Stakeholder Engagement
- Provide guidance and support to stakeholders on Learning Programme initiatives.
- Promote awareness of discretionary grant opportunities and learning programme interventions.
- Facilitate workshops, forums and stakeholder engagements.
- Manage strategic stakeholder relationships and contracts.
- Identify sector skills needs and support workforce development initiatives.
- Ensure sector-wide capacity building and knowledge sharing.
7. Reporting
- Analyse and report on project performance against APP targets.
- Consolidate and review provincial performance reports.

Job Purpose
The HWSETA is seeking to appoint a Risk and Compliance Manager to lead and coordinate the organisation's Enterprise Risk Management (ERM) and Compliance functions by developing, implementing and monitoring effective risk management and compliance frameworks, policies, systems and processes. The incumbent will provide management and governance structures with independent, objective and timely advice on material risks, regulatory compliance, internal controls and emerging threats that may affect the achievement of organisational objectives.
Minimum Requirements
Education
- Matric / Grade 12.
- Postgraduate qualification in Risk Management, Compliance, Governance, Auditing, Law or a related discipline.
- An MBA or equivalent qualification will be an added advantage.
Professional Registration
Professional certification such as:
- Certified Risk Management Professional (CRMP)

or an equivalent certification will be advantageous.
Experience
