The Gauteng Growth and Development Agency (GGDA) is the implementation arm of the Department of Economic Development created in terms of the Blue IQ Investment Holdings (Pty) Ltd Amended Act (2012) merging Blue IQ Investment Holdings and the Gauteng Economic Development Agency (GEDA.)
The GGDA is a group of companies made up of a Holding company and four subsidiaries i.e.
- Automotive Supply Park t/a Automotive Industry Development Centre (AIDC)
- The Innovation Hub Management Company (TIHMC)
- Constitution Hill (ConHill)
- Gauteng Industrial Development Zone (GIDZ)
The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:
- Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of action.
- Strategically positioning the province into a globally competitive city region.
- Facilitating partnerships and creating linkages across the province to maximise service delivery outcomes.
- Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:
- Business enablement
- Establishment of capital projects
- Land development
- Trade and investment promotion
The successful incumbent will be reporting to the Senior Manager: Internal Audit and will be expected to execute the following tasks:
Key responsibilities
- Conduct and lead forensic investigations arising from whistle-blower reports, fraud allegations, ethics complaints, and management requests.
- Develop investigation plans, methodologies, and investigation strategies.
- Perform forensic reviews of procurement, contract management, payroll, financial management, and governance processes.
- Execute interviews and obtain witness statements.
- Gather, analyse and preserve documentary, digital and financial evidence.
- Review high-risk transactions and identify indicators of fraud, corruption and financial misconduct.
- Liaise with legal advisors, law enforcement agencies, forensic specialists and external service providers.
- Develop forensic investigation reports containing findings, root causes, conclusions, recoverability assessments and recommendations.
- Present investigation findings to Executive Management, Audit and Risk Committee, Social and Ethics Committee and Board structures.
- Assist with criminal, civil, disciplinary and recovery proceedings resulting from investigations.
- Support the development and implementation of forensic investigation methodologies and standards. Contribute to strategic fraud prevention initiatives and ethics programmes.
- Contribute to the preparation and management of the Internal Audit and Forensic Investigation budget.
- Monitor expenditure relating to forensic investigations and outsourced forensic service providers. Promote efficient, economical and effective use of resources.
- Identify opportunities to minimise financial losses arising from fraud and corruption.
- Support asset recovery initiatives where losses have been incurred.
- Establish and maintain effective relationships with management, executives, Board Committees and external stakeholders.
- Build relationships with law enforcement agencies including SAPS, SIU, Hawks, NPA and other regulatory bodies.
- Facilitate communication between investigators, legal advisors and management.
- Provide advisory support on fraud prevention, corruption controls and ethical conduct.
- Participate in combined assurance activities and initiatives.
- Create awareness regarding fraud reporting channels and whistle-blower mechanisms.
- Monitor compliance with PFMA, Treasury Regulations, SCM legislation and organisational policies. Assess fraud and corruption risks across the organisation.
- Perform forensic reviews of compliance breaches and irregular expenditure matters.
- Assist in the development and implementation of the Fraud Prevention Plan.
- Monitor implementation of fraud prevention recommendations and conduct fraud risk assessments and ethics reviews.
- Support investigation activities relating to financial misconduct and disciplinary processes.
- Ensure investigations comply with legal requirements and principles of natural justice.
- Conduct proactive fraud detection reviews using forensic data analytics.
- Identify control weaknesses and recommend corrective actions.
- Assess effectiveness of anti-fraud controls and governance mechanisms.
- Develop management reports and dashboards relating to investigations and trends.
- Assist management in strengthening fraud detection and prevention controls.
- Support Internal Audit assignments with forensic expertise.
- Maintain investigation records, chain-of-custody documentation and evidence repositories.
- Perform follow-up reviews on implementation of management action plans.
- Mentor junior auditors in forensic auditing techniques and investigation methodologies.
- Contribute to continuous improvement of forensic practices and investigative capabilities.
Minimum requirements
As a minimum applicants should have the following requirements:
- Degree (NQF 7 or higher) in Forensic Accounting, Internal Auditing, Investigation, Risk Management or Law.
- Certified Fraud Examiner (CFE).
- Certified Internal Auditor (CIA).
- Certified Forensic Practitioner (FP(SA)) or equivalent.
- Certified Information Systems Auditor (CISA) will be advantageous.
- 5 years' forensic investigation experience within the public sector, SOEs or large corporates.
- Experience investigating:
- Supply Chain Management irregularities.
- Fraud and corruption, financial misconduct and whistle-blower allegations.
- Irregular, fruitless and wasteful expenditure matters.
- Procurement fraud and contract irregularities.
- Digital forensic awareness.
- Advanced data analytics and fraud detection techniques.
- Litigation support experience.
- Case management systems knowledge.
- Investigative interviewing certification.
- Knowledge of anti-corruption legislation and public sector governance frameworks.

Key responsibilities
- Assess significant activities of the GGDA, in terms of the adequacy of internal controls relative to the risk profile to ensure that emerging risks and control deficiencies are identified and addressed effectively, efficiently and timely
- Analyse operational and management processes and system controls effectiveness and efficiency to improve them and propose value-added recommendations
- Perform reviews of significant activities of the GGDA and ascertain the level of risk, and appropriately set the audit priority for such activities
- Evaluate new or changing services, processes and operations
- Act as an integral relationship person with the Auditor-General
- Develop links and reliance of external audit on the internal audit function
- Maintain continuous surveillance to keep abreast with changes to business strategies affecting the risk profile
- Contribute to keeping the Audit and Risk Committee informed of emerging trends and successful practices in internal audit
- Conduct internal audit of significant activities of line departments to ensure compliance, and mitigate risks
- Plan and execute internal audit project with minimal supervision
- Prepare draft Internal audit reports for review by the supervisor
- Perform investigation on an ad-hoc basis
- Preparation of audit findings and recommendations, discuss/present to management and obtain management comments and action plans
- Contribute to the preparation of the annual internal auditing plan in line with IIA standards for approval by the Audit Committee
- Promote a high level of control awareness throughout the GGDA and assist in the deterrence of fraud by evaluating the adequacy of internal controls in mitigating fraud risks
- Perform follow-up on the progress of the implementation of recommendations and monitor the rectification actions taken by the line departments in addressing audit issues
- Building and maintaining professional relationships with management in the organisation via regular liaison to address concerns, audit findings, recommendations and other pertinent matters
Minimum requirements and competencies
As a minimum applicants should have the following requirements:
- Degree (NQF Level 7 or higher) in Internal Audit, and/or iAccounting or Finance and Certified Internal Auditor (CIA) is an added advantage
- Registration with the Institute of Internal Auditors
- 5 years' experience in Internal Auditing
- Knowledge of the standards for the professional practice of internal audit; PFMA & Treasury Regulations.
- Knowledge of and skills in applying internal audit principles and practices, management principles, financial systems and Risk Management
- Communication: Structures complex documents in a logical, clear and concise way shows alternative viewpoints. Accurately reviews & edits documents created by others.

Purpose of the Role
The Executive Manager: Operations will be responsible for leading and managing the organisation's day-to-day operations, including Facilities Planning and Development, Facilities Maintenance, Business Support Services, Safety, Health, Environment and Quality (SHEQ), and Information and Communication Technology (ICT). The role ensures effective execution of the organisation's strategy and business plan in support of key organisational objectives.
Key Responsibilities
- Develop and implement operational strategy and divisional roadmaps
- Manage strategic stakeholder relationships across government, industry, and partners
- Oversee divisional budgeting, financial management, and expenditure control
- Provide strategic oversight of office administration and facilities management
- Ensure operational efficiency, risk management, compliance, and governance adherence
- Lead infrastructure development, maintenance, Information and Communication Technology (ICT), Safety, Health, Environment and Quality (SHEQ), and security functions
- Oversee organisational reporting, including non-financial performance reporting
- Drive strategic projects, innovation, and continuous improvement initiatives
- Lead and manage a multidisciplinary team
Minimum Requirements
- Matric (Grade 12) and a Bachelor's Degree (NQF Level 7) in the Built Environment (e.g. Quantity Surveying, Property Management, Facilities Management, Construction Management, Real Estate, Architecture e.tc or related field) and
- Postgraduate qualification (NQF Level 8) in Built Environment/ Business Management/ Operations Management/Project Management or related field
- Professional registration with the relevant Built Environment Council (e.g. PrQS, PrCPM, PrCM, PrArch, etc.) will be an added advantage
- Minimum 10 years' management experience, with at least 5 years at an Executive or Senior Management level in the industrial park or property management.
- Experience in Facilities Development and Planning, Facilities Maintenance, Business Support Services, Safety, Health, Environment and Quality (SHEQ), and Information and Communication Technology (ICT) will be advantageous.
- Strong background in strategic and financial management, operations and administrative leadership
- Knowledge of process optimisation, integration, and continuous improvement
- Knowledge of project management, corporate governance, business controls, and Board-level reporting
