FINANCIAL SECTOR CONDUCT AUTHORITY (FSCA)

 

 

ANALYST AML/CFT SUPERVISION DEPARTMENT (Pretoria)

Description

Purpose of the Job:

To supervise and/or enforce compliance with the Financial Intelligence Centre Act, 2001 (FIC Act), by the Financial Institutions regulated by the FSCA. The persons appointed to this position will report to the Manager: AML/CFT Supervision Department.


Key Performance Areas:

• Monitor compliance with the FIC Act by the financial institutions regulated by the FSCA;

• Enforce non-compliance by financial institutions where contraventions of the FIC Act have been identified;

• Identify and report trends in the financial services sector with possible impact on the FSCA’s ability to discharge its duties as a Supervisory Body;

• Conduct on-site and/or offsite inspections and other supervisory activities in terms of the FIC Act;

• Assist with investigations of FIC Act related enquiries/complaints relating to financial institutions;

• Actively participate in and contribute to industry and FSCA committees as and when required;

• Liaise with internal and external stakeholders in respect of regulatory and supervisory matters; and

• Perform administrative or other supervisory activities relating to the regulatory framework.

Requirements

A Bachelors’ Degree (NQF 7) in Accounting, Audit, Law, Risk Management, or other relevant discipline with at least 2 years working experience within the financial services industry. Working experience in the collective investment, crypto asset or financial markets sectors will be an added advantage. A good understanding of the FIC Act is essential. Excellent report writing skills are essential.

TRAINING SPECIALIST HUMAN RESOURCES DEPARTMENT (Pretoria)

Description

Purpose of the Job:


To plan, administer and implement learning programmes that empower employees and improve their competence level.


Key Performance Areas:

•Manage the BBBEE process.

•Assist the FSCA to meet transformational goals outlined in the BBBEE codes.

•Responsible for the BBBEE verification process.

•Plan and Develop the Workplace Skills Plan and the Annual Training Plan.

•Liaise with various SETAs and the QCTO for provision of accredited learning programmes.

•Identify and manage the professional development programmes of the unemployed and the employed learners.

•Manage the internal and external bursary programmes.

•Manage the identification and development of people with disabilities.

•Manage the learnership programmes/ Work Integrated Learning etc.

•Manage the LMS and digitalisation of learning in the workplace.

•Manage the accreditation process of the workplace and learning programmes.

•Conduct Leaming Needs Analysis.

•Advice employees and line managers on learning and development policies, practices and procedures.

•Advice line managers on appropriate learning programmes to address performance gaps and improve competence.

•Update the FSCA course catalogue and monitor the usage of digital learning platforms.

•Produce various reports for different stakeholders.

•Manage relationships with external training vendors.

•Participate in the FSCA project related initiatives.


Other Key Competencies:


The candidate must demonstrate the following skills: People management, problem solving and analysis, interpersonal, strong understanding of the BBBEE and Skills Development Legislations. Ability to perform consistently under pressure and have strong numerical and report writing skills.

Requirements

A bachelor's degree in human resources: HRD/HRM (NQF 7) or equivalent. The person must have at least 5 – 7 years working experience in Leaming and Development with sound understanding of the SETA landscape skills development legislations and BBBEE legislation and codes. The candidate must have worked on the BBBEE scorecard and reporting. Registration as a Skills Development Facilitator, Facilitator and Assessor will be an added advantage.
