SECTION 56 APPOINTMENT – LOCAL GOVERNMENT: MUNICIPAL SYSTEMS ACT 32 OF 2000 (AS AMENDED BY THE LOCAL GOVERNMENT: MUNICIPAL SYSTEMS AMENDMENT ACT 3 OF 2022)

 

Enoch Mgijima Local Municipality is a Category B local municipality (Grade 5) comprising the towns of Komani, Whittlesea, Tarkastad, Hofmeyr, Sterkstroom and Molteno, situated in the northern part of the Eastern Cape Province. The Municipality invites applications from committed, suitably qualified, experienced and highly motivated candidates for the Senior Management post set out below.

The Enoch Mgijima Local Municipality invites applications from suitably qualified candidates for the Senior Management post set out below. The post carries responsibility for the strategic leadership, planning and overall management of the administration of the Municipality.

 

Remuneration Package (all positions): In terms of Government Gazette No. 54505 dated 14 April 2026, being the Upper Limits of Total Remuneration Packages payable to Municipal Managers and Managers Directly Accountable to Municipal Managers, for a Grade 5 Municipality. A remote allowance of 4 per cent of the total annual remuneration package is payable as provided in Annexure A of the Gazette. The remuneration package is all-inclusive. The successful candidate must structure the package in accordance with the applicable regulations.

 

 

1. MUNICIPAL MANAGER

Fixed-term contract In terms of section 57(6)(a) of the Local Government: Municipal Systems Act 32 of 2000, running from appointment until ONE YEAR after the election of the next Municipal Council.

Key Performance Areas: • Carry out the duties of the Municipal Manager as set out in section 55 of the Municipal Systems Act 32 of 2000 and serve as the Accounting Officer of the Municipality in terms of the Municipal Finance Management Act 56 of 2003. • Implement the municipality’s Integrated Development Plan and monitor progress against implementation targets. • Establish and develop an economically effective, efficient and accountable administration. • Manage the municipality’s administration in accordance with the Municipal Systems Act and all other applicable legislation. • Manage the provision of services to the local community in a sustainable and equitable manner. • Appoint staff other than those referred to in section 56 of the Municipal Systems Act, subject to the Employment Equity Act 55 of 1998. • Ensure effective utilisation, training and discipline of staff. • Provide sound and strategic advice to the political structures and political office-bearers of the municipality. • Manage communication between the municipality’s administration and its political structures. • Exercise any powers and duties delegated by the Municipal Council or sub-delegated by other delegating authorities. • Ensure the implementation of national and provincial legislation applicable to the municipality. • Manage the municipality’s financial administration in accordance with the Municipal Finance Management Act 56 of 2003 and related regulations. • Ensure compliance with all applicable local government legislation, policies, by-laws and frameworks. • Oversee risk management, internal audit and governance systems. • Facilitate community engagement, public participation and intergovernmental relations. • Perform any other functions assigned by the Municipal Council.

 

Minimum Requirements (Annexure B of the 2014 Appointment Regulations): • Matric (National Senior Certificate). • A Bachelor’s degree in Public Administration, Political Science, Social Sciences, Law or an equivalent qualification at NQF Level 7 (360 credits), as prescribed in Annexure B of the 2014 Appointment Regulations. • A postgraduate qualification in a relevant field is an added advantage. • A minimum of five (5) years’ relevant experience at senior management level, with proven successful institutional transformation within the public or private sector, as prescribed in Annexure B of the 2014 Appointment Regulations. • Advanced knowledge and understanding of relevant policy and legislation, institutional governance systems, Council operations, the system of delegation of powers, and budget and financial management. • Compliance with the minimum competency levels prescribed in the Local Government: Municipal Regulations on Minimum Competency Levels (GN R.493 in GG 29967), including the Certificate in Municipal Financial Management (SAQA ID 48965 at NQF Level 6). (A candidate not yet in possession of the Certificate qualifies for conditional appointment only where a signed undertaking is given to achieve the competency within 18 months of appointment.) • A valid Code B (EB) driver’s licence. • Computer literacy.

Additional Conditions of Appointment: • The successful candidate must sign an employment contract before the commencement of duty, in terms of section 57(1)(a) of the Local Government: Municipal Systems Act 32 of 2000 (as amended by the Local Government: Municipal Systems Amendment Act 3 of 2022). • A performance agreement must be concluded within 60 days of assumption of duty, in terms of section 57(1)(b) read with section 57(2) of the Municipal Systems Act and Regulation 32 of the 2014 Appointment Regulations. • The successful candidate must disclose financial interests in terms of Schedule 2 of the Municipal Systems Act read with Regulation 43 of the 2014 Appointment Regulations. • The name of the recommended candidate will be verified against the national record of staff members dismissed for misconduct, maintained in terms of section 57A of the Municipal Systems Act. • Shortlisted candidates will be subjected to a competency assessment by an accredited service provider in terms of the Competency Framework for Senior Managers, reference checks and verification of qualifications, criminal and credit records. • Foreign qualifications must be evaluated by the South African Qualifications Authority (SAQA). • The successful candidate must be a South African citizen. 2. DIRECTOR: INTEGRATED PLANNING AND ECONOMIC

DEVELOPMENT (IPED)

Permanent Appointment

Vacancy Reference: Ref No. MM 02/2026 (IPED)

 

Key Performance Areas (include but are not limited to): • Provide strategic direction and leadership to the Integrated Planning and Economic Development Directorate (IPED), and ensure the effective functionality, integration and performance of its units. • Develop, coordinate and monitor a credible, implementable and legally compliant Integrated Development Plan (IDP) for the Municipality, in terms of Chapter 5 of the Municipal Systems Act 32 of 2000, and ensure alignment with district, provincial and national development priorities. • Manage the annual review and adoption of the IDP, and ensure the integration of sector plans, community priorities and the municipal budget. • Develop, implement and maintain an effective organisational Performance Management System (PMS) in terms of Chapter 6 of the Municipal Systems Act and the Local Government: Municipal Planning and Performance Management Regulations, 2001. • Coordinate the preparation, implementation and monitoring of the Service Delivery and Budget Implementation Plan (SDBIP) and of institutional and individual performance agreements. • Oversee performance monitoring, measurement, reporting and evaluation, including quarterly, mid-year (section 72) and annual performance reporting in terms of the Municipal Finance Management Act 56 of 2003 and the Municipal Systems Act. • Provide strategic direction for Local Economic Development (LED) and drive economic transformation, investment attraction, enterprise and cooperative development, and job creation within the municipal area. • Develop, implement and review the Local Economic Development Strategy, and facilitate regional and local economic initiatives to ensure the viability and sustainability of the Municipality. • Develop and drive the tourism strategy, and promote the tourism potential of the municipal area in partnership with relevant stakeholders and spheres of government. • Provide support to other directorates and sector departments in unlocking the economic development potential of the municipal area. • Facilitate stakeholder engagement, public participation and intergovernmental relations with other local municipalities, the district, the provincial and national spheres, and development partners. • Manage and ensure the coordination and implementation of directorate programmes and projects in line with the IDP and budget. • Identify, review and monitor the strategic and operational risks affecting the performance of the overall institution, and develop, implement and report on appropriate risk mitigation measures in line with the Municipality’s risk management framework and policy. • Implement the Audit Action Plan to reduce internal audit and Auditor-General of South Africa (AGSA) findings and to improve the audit outcomes of the Municipality. • Ensure the implementation of IDP strategic objectives, the Directorate’s budget and the SDBIP. • Oversee the management of the Directorate’s budget and performance.• Execute delegated functions as recorded in the delegation register. • Uphold the values of Enoch Mgijima Local Municipality, including honesty, integrity and service.

 

Minimum Requirements: • Matric (National Senior Certificate). • A Bachelor’s degree in Development Studies, Economics, Commerce, Public Administration or a related field at NQF Level 7. • A postgraduate qualification in a relevant field is an added advantage. • Registration or certification with a relevant professional body is an added advantage. • Compliance with the minimum competency levels prescribed in the Local Government: Municipal Regulations on Minimum Competency Levels (GN R.493 in GG 29967), including the Certificate in Municipal Financial Management (CPMD/MFMP). (A candidate not yet in possession of the Certificate qualifies for conditional appointment only where a signed undertaking is given to achieve the competency within 18 months of appointment.) • A minimum of five (5) years’ experience at middle management level in integrated development planning, performance management, local economic development or a related environment, as prescribed in Annexure B of the 2014 Appointment Regulations. Experience in the local government sphere is an added advantage. • A valid Code B (EB) driver’s licence. • Computer literacy.

 

Competencies and Skills Required: • Strategic leadership and direction in integrated development planning and economic development. • Integrated development planning and organisational performance management. • Local economic development, tourism promotion and investment facilitation. • Advanced understanding of institutional governance systems and performance management. • In-depth knowledge of relevant legislation, including the Municipal Systems Act 32 of 2000, the Municipal Finance Management Act 56 of 2003 and the Local Government: Municipal Planning and Performance Management Regulations, 2001. • Advanced understanding of Council operations and financial delegations. • Stakeholder engagement, community facilitation and intergovernmental relations. • Financial and performance management within a public sector environment. • Strategic risk management and audit remediation. • Written and verbal communication in at least two of the three official languages of the Eastern Cape.
