EASTERN CAPE PARKS AND TOURISM AGENCY (ECPTA)

 

 

CHIEF EXECUTIVE OFFICER 

Duration: 5 YEAR FIXED TERM CONTRACT 

Centre: Head Office (East London) 

Band: E - Upper (Minimum R1 851 900 – Maximum R3 148 250 

 

Purpose 

To provide strategic leadership to the ECPTA and implement Board of Director’s decisions in accordance with the mandate of the ECPTA as provided for in the Eastern Cape Parks and Tourism Act (2010) and related Legislation. 

 

Requirements

·       Matric certificate 

·       Driver’s License 

·       An appropriate post graduate qualification (NQF Level 8) with preference for a Master’s degree, MBA or MBL (NQF Level 9). 

·       A minimum of 10 (ten) years relevant experience of which 5 (five) years at senior/executive management level. 

·       A minimum of 10 years relevant experience in eco-tourism operations within commercial settings and/or experience in biodiversity management linked to the green economy would be advantageous. 

 

Key Performance Areas 

1. Develop a strategic plan for the ECPTA. 

·       Provide direction to the executives on the successful implementation of the plan. 

·       Ensure alignment of the strategies across various functional areas in ECPTA. 

·       Monitor, evaluate and report on progress against the strategic plan and take corrective action to keep plans on track in the light of new challenges in the environment. 

·       Lead changes required in the ECPTA. 

·       Develop and implement an organisation performance framework. 

·       Provide direction on strategic resourcing of ECPTA. 

·       Establish and maintain strategic relationships on local, provincial, national government level, international level and/or other external stakeholders. 

·       Ensure the organisational structure is aligned with the strategy of ECTPA. 

·       Develop a strategic risk management vision and make decisions on risk management issues that directly impact on the strategic direction of ECPTA. 

·       Evaluate all activities to determine value added and alignment with the ECPTA strategic goals. 

 

2. Stakeholder Management 

·       Engage with stakeholder groups on biodiversity, tourism and heritage. 

·       Engage with executive authorities on local, provincial and national level. 

·       Promote the ECPTA’s mission and vision to all relevant stakeholders. 

 

3. People Management 

·       Create processes to ensure accountability for people management and development. 

·       Develop comprehensive and integrated strategies and approaches for managing human resources. 

·       Create an environment conducive to effective management of diversity. 

·       Inspire a culture of performance excellence by providing constructive and positive feedback. 

·       Oversee the implementation of skills and training initiatives in accordance with the skills development plan. 

·       Ensure performance management of staff in accordance to ECPTA policies and procedures.

·       Ensure organisation structure is appropriately resourced. 

·       Ensure employee relations are managed in accordance with ECPTA policies and regulations. 

·       Share knowledge of the big picture to help subordinates understands their roles. 

 

4. Financial management 

·       Evaluate the financial impact of strategic decisions across ECTPA. 

·       Develop long-term plans, performance measures and budgets that are aligned to the strategic objectives. 

·       Allocate financial resources according to competing internal and external objectives in compliance with relevant legislations and policies. 

·       Ensure compliance with supply chain management processes as required by the PFMA. 

·       Discharge responsibilities as accounting officer as set out in the PFMA.

EXECUTIVE DIRECTOR: CORPORATE SERVICES 

Duration : 5 YEAR FIXED TERM CONTRACT 

Centre : Head Office (East London) 

Band : E – Lower (Minimum: R1 333 350 - Maximum: R2 266 700) 

 

Purpose

To provide strategic leadership and management in respect of the Human Capital Management and Development, IMCT/Knowledge Management, and Head Office Facilities Management functions within the ECPTA. 

 

Requirements

·       Matric Certificate (Grade12) 

·       Driver’s license (Minimum Code 8) 

·       Minimum three-year relevant tertiary qualification with a post graduate qualification (NQF Level 8) in Human Capital Management. 

·       Relevant NQF 9 would be an added advantage. 

·       A minimum of 10 (ten) years relevant experience of which 5 (five) years must be at senior/executive management, in a Corporate Services environment.

 

Key Performance Areas 

·       Human Capital Management - Manage Employee Relations, Employee Wellness, Occupational Health & Safety, Benefits, Reward, Recruitment, Human Capital Administration, Organisational Development and Human Capital Development functions. 

·       IMCT Management - Manage ECPTA IMCT function. 

·       Facilities Management - Manage Head Office facilities, including Security, Maintenance & Cleaning functions. 

·       Stakeholder management – for example Unions, CATHSETA. 

·       People Management. 

·       Financial Management.

EXECUTIVE DIRECTOR: BIODIVERSITY AND CONSERVATION

Purpose

Reporting to the CEO, the Executive Director: Biodiversity and Conservation shall be responsible to provide strategic leadership towards achievement of biodiversity and conservation for the benefit of current and future generations. To guide the Agency in relation to scientific services, conservation management, protected area expansion and stewardship, project management of infrastructure and social responsibility projects. Oversee the protected areas (Nature Reserves) of the ECPTA in accordance with the ECPTA Act No. 2 of 2010 and related applicable National Legislation. 

 

Requirements

·       Matric certificate (Grade 12) 

·       Driver’s license (minimum code 8) 

·       3-year relevant tertiary qualification with a post-graduate qualification (NQF Level 8) in Business Management/ Conservation/ Tourism. 

·       A post-graduate NQF level 9 qualification in Conservation/ Tourism would be an added advantage. 

·       A minimum of 10 (ten) years relevant experience, of which 5 (five) years must be at senior/executive management level in biodiversity conservation, or commercial operations. 

 

Key Performance Areas 

·       Conservation research, Knowledge Management, Strategic Development and Management: Lead the strategic direction of biodiversity conservation within the ECPTA in support of the Agency’s strategic outcomes and relevant national and provincial legislation. 

·       Biodiversity Conservation Planning and Stewardship: Provide direction to provincial and national protected area expansion strategy processes. 

·       Effective Management of Protected Areas: Provide strategic direction and direct the management of ECPTA’s reserves. Guide the implementation of reserve-specific management plans aligned to the METT-SA system. 

·       Reserve infrastructure management and development: Ensure maximisation of current assets efficiency before investing in capital expenditures. 

·       Financial Management: Critical review of the monthly reporting and analyse and investigate and or action all areas of discrepancy. Responsible for Operations budget preparation and ownership of adherence to budget. 

·       People Management: Responsible for strategic planning of human resource capabilities technical and leadership structures to ensure alignment with the business strategy. Ensure an effective and efficient organisation structure for the Operation's Department is in place to achieve the organisation objectives.
