EXECUTIVE MANAGER: INVESTMENT PROMOTION AND ECONOMIC DEVELOPMENT
FIVE (5) YEAR FIXED TERM CONTRACT: GRADE 22 (TOTAL COST TO COMPANY)
Purpose of the Position
The Eastern Cape Development Corporation (ECDC) invites applications from suitably qualified and experienced professionals for the position of Executive Manager: Investment Promotion and Economic Development.
Reporting to the Chief Executive Officer, the successful candidate will provide strategic leadership in driving investment promotion, economic development, industrialisation and resource mobilisation initiatives that contribute to inclusive economic growth, increased investment, job creation and the long-term competitiveness of the Eastern Cape economy.
The role is responsible for positioning the Eastern Cape as a preferred investment destination by attracting domestic and foreign direct investment, facilitating catalytic development initiatives, strengthening strategic partnerships and coordinating programmes that advance provincial economic development priorities.
Key Responsibilities
Strategic Leadership and Corporate Governance
· Provide strategic leadership in the development and implementation of the Corporation's investment promotion and economic development strategy.
· Contribute to the development and execution of the ECDC's corporate strategy.
· Ensure sound governance, risk management and regulatory compliance within the division.
· Provide strategic advice to Executive Management and the Board on investment and economic development matters.
Investment Promotion
· Develop and implement investment promotion strategies that position the Eastern Cape as a competitive investment destination.
· Lead initiatives to attract domestic and foreign direct investment.
· Facilitate investor attraction, investor aftercare and investment facilitation services.
· Coordinate provincial investment missions, conferences and promotional activities.
· Develop investment opportunity packages and marketing material for priority sectors.
Economic Development and Industrialisation
· Lead the development and implementation of sector development and industrialisation strategies.
· Promote industrial development, localisation and value-chain development across priority sectors.
· Facilitate the development of industrial hubs and catalytic economic development initiatives.
· Support regional economic development programmes that stimulate inclusive growth and employment.
Resource Mobilisation and Strategic Partnerships
· Develop and implement a comprehensive resource mobilisation strategy in support of provincial economic development priorities.
· Mobilise financial and technical resources from government, development finance institutions, donor agencies and strategic partners.
· Establish and maintain strategic partnerships with local and international stakeholders.
· Facilitate collaboration between the public and private sectors to unlock investment opportunities.
Research, Policy and Strategic Project Development
· Lead economic research and sector analysis to identify emerging investment opportunities.
· Facilitate the development of bankable projects through feasibility studies and business case development.
· Provide policy input on matters affecting investment, industrialisation and economic development.
· Monitor global and domestic investment trends and advise on strategic interventions.
Financial and People Management
· Provide effective financial management of the division.
· Lead, develop and inspire a high-performing multidisciplinary team.
· Promote a culture of accountability, innovation and continuous improvement.
Minimum Requirements
· A Master's Degree (NQF Level 9) in Economics, Commerce, Development Studies, Business Administration, Public Administration or a related field.
· Minimum of ten (10) years' relevant experience in investment promotion, economic development, industrial development or trade promotion.
· At least five (5) years' experience at senior management or executive management level.
· Demonstrated experience in strategic leadership, stakeholder management and partnership development.
· Sound understanding of South Africa's economic development landscape and development finance environment.

EXECUTIVE MANAGER: ENTERPRISE FINANCE, SUPPORT AND FUND MANAGEMENT
FIVE (5) YEAR FIXED TERM CONTRACT: GRADE 22 – TOTAL COST TO COMPANY
Purpose of the Position
The Eastern Cape Development Corporation (ECDC) seeks to appoint an accomplished development finance executive to lead the Corporation's enterprise finance, business support and fund management portfolio.
Reporting to the Chief Executive Officer, the successful candidate will provide strategic leadership in the design, implementation and management of development finance solutions, enterprise support programmes and development funds that improve access to finance, strengthen enterprise sustainability, promote entrepreneurship and contribute to inclusive economic growth across the Eastern Cape.
The role is responsible for ensuring that the Corporation's development finance interventions are financially sustainable, developmentally impactful and aligned with the Corporation's mandate.
Key Responsibilities
The successful candidate will be responsible for:
Strategic Leadership and Corporate Governance
· Develop and implement the Corporation's enterprise finance and fund management strategy.
· Contribute to the development of corporate strategy and organisational performance.
· Ensure sound governance, risk management and regulatory compliance across all funding programmes.
· Provide strategic advice on development finance and enterprise support matters.
Enterprise Finance
· Lead the Corporation's development finance and lending portfolio.
· Oversee business finance, credit assessment, loan origination and portfolio management.
· Develop and implement lending policies and funding products.
· Ensure prudent portfolio management and effective post-investment monitoring.
· Lead portfolio restructuring and recoveries where required.
Enterprise Support
· Provide strategic oversight of enterprise development and business support programmes.
· Drive entrepreneurship development and SMME support initiatives.
· Strengthen business advisory, mentorship and incubation programmes.
· Ensure that funded enterprises receive appropriate non-financial support to improve sustainability and growth.
Fund Management
· Lead the management and governance of the Enterprise Development Fund and other development funding instruments administered by the Corporation.
· Ensure effective fund governance, compliance, reporting and performance monitoring.
· Develop innovative funding mechanisms and blended finance solutions.
· Ensure optimal utilisation and sustainability of development funds.
Product Development and Innovation
· Lead the design of innovative development finance products that respond to the needs of enterprises.
· Promote digital transformation and continuous improvement within the funding environment.
· Identify opportunities for product innovation and operational efficiency.
Portfolio Performance and Development Impact
· Monitor financial and developmental performance of the Corporation's funding portfolio.
· Measure enterprise growth, job creation and developmental outcomes.
· Ensure achievement of financial sustainability and development impact targets.
Financial and People Management
· Provide effective financial leadership of the division.
· Build and lead a high-performing team.
· Promote sound governance, accountability and a culture of continuous improvement.
Minimum Requirements:
· A Master's Degree (NQF Level 9) in Development Finance, Finance, Economics, Commerce, Business Administration or a related discipline.
· Minimum of ten (10) years' relevant experience in development finance, commercial banking, enterprise finance or business finance.
· At least five (5) years' experience at senior management or executive management level.
· Demonstrated experience in fund management, development finance and enterprise support.
· Strong knowledge of credit risk, portfolio management and development finance principles.

REQUIREMENTS
· A Masters’ degree in Commerce or Development Studies.
· A degree in Commerce and/or Development studies or an equivalent
· Minimum of 10 years work experience of which 5 years should be at senior management and/or senior consultancy level in enterprise finance and fund management
