Job Description
The Contract Management Specialist leads the contract management function by providing legal advisory support and embedding a robust monitoring and evaluation mechanism for contract lifecycle performance. Manages organisational compliance with contractual obligations, drives consistent contract standards, and enables performance visibility through reporting and analysis.
Key Responsibilities
Contract Management
- Prepare, maintain, and manage accurate contract files, registers, and centralised repositories, ensuring proper classification, version control, audit readiness, and secure record storage.
- Track key contract milestones, deliverables, expiry dates, renewals, termination periods, guarantees, insurance requirements, and other contractual obligations.
- Coordinate contract signature processes and ensure all contractual documentation is complete, compliant, and properly archived.
- Liaise with internal stakeholders, service providers, contractors, suppliers, and third parties to obtain required documentation and facilitate contract execution.
- Provide contract management advice and support in the drafting, review, negotiation, execution, and administration of project-specific contracts and agreements.
- Develop, maintain, standardise, and periodically review contract templates, clause banks, and standard agreements for the Division.
- Review and analyse contract terms, conditions, and obligations to ensure compliance with legislation, regulatory requirements, internal policies, governance standards, and industry practices.
- Monitor and manage the full contract lifecycle, including amendments, addenda, variations, renewals, and terminations.
- Conduct contract risk assessments and trend analysis, and recommend mitigation strategies to safeguard organisational and project interests.
- Track contractor and service provider performance against contractual deliverables, milestones, KPIs, and service level agreements.
- Communicate contractual obligations, implementation requirements, and compliance updates to programme and project delivery teams.
- Lead and support complex contract negotiations, dispute resolution processes, and mediation, adjudication, or arbitration matters, including the management of external legal counsel.
- Prepare and evaluate contractual claims, including extensions of time, prolongation costs, acceleration costs, and professional service claims, and provide strategic recommendations.
- Liaise with stakeholders on contractual matters relating to delays, variations, extensions of time, disputes, and compliance requirements.
- Escalate and manage potential contract-related legal risks and disputes in collaboration with Legal and Risk functions.
- Perform post-tender award activations including with the generation of orders on the ERP System.
- Assist in informing and feeding into the Demand Management cycle regarding the organisation’s contract management needs, including identification of current and future contract requirements.
Contract Performance Monitoring and Evaluation
- Develop and implement KPIs and performance measures for contracts, projects, and service providers.
- Monitor contract compliance, performance milestones, deliverables, and service level agreements.
- Conduct regular contract audits and performance reviews to identify risks, trends, variances, and underperformance.
- Analyse contractor and service provider performance data and implement corrective action plans where required.
- Generate dashboards, reports, and performance insights to support informed decision-making and continuous improvement.
- Drive continuous improvement initiatives to enhance contract performance, compliance, governance, and value realisation.
Governance, Risk, and Compliance
- Contribute to the development, implementation, and continuous improvement of contract management frameworks, policies, procedures, controls, and governance standards.

- Monitor adherence to governance, documentation, approval, and record-keeping requirements.

Vendor Management and Performance Support
- Provide support to the contract owner on monitoring contract performance against agreed deliverables, milestones, service levels, and timelines.
- Collate service provider performance data and evidence against service level agreements and key performance indicators.
- Support the scheduling and logistics of performance review sessions with internal teams and providers.
- Prepare draft performance reports, dashboards, and escalation documentation for review.

Reporting and Document Management

Minimum Qualification
- A Bachelor’s Degree in Law, Supply Chain Management, Business Administration/Management or related field.
Minimum Experience
- A minimum of 8 years of experience in contract management in the procurement context or legal/contracts management.
- Experience in managing high-value and complex contracts across the full contract lifecycle.
- Demonstrated experience in contract performance monitoring, compliance management, governance reporting, and audit support.
- Experience engaging with internal and external stakeholders, including legal advisors, contractors, consultants, and service providers.

Job Description
The ICT Contracts Specialist is accountable for the end-to-end lifecycle management of ICT contracts, including contract planning, drafting support, review, negotiation facilitation, execution, performance monitoring, renewal, variation, issue resolution and close-out. The role ensures that ICT services, software, hardware, cloud, cybersecurity and managed service contracts are commercially sound, legally and regulatory compliant, risk-managed, auditable and aligned to DBSA governance, SCM requirements, service delivery objectives and value-for-money principles. The incumbent acts as the central contract and vendor-performance specialist for ICT, working with ICT, SCM, Legal, Risk, Finance, business stakeholders and service providers to ensure contractual obligations, SLAs, KPIs, data protection, security, licensing, service credits, penalties, exit provisions and renewal decisions are actively managed.

Minimum Qualification

Job Description

The IPPO was established in 2010 to provide rapid solutions to South Africa’s severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs). The IPPO was created as a project office hosted by the Development Bank of Southern Africa (DBSA) under a Memorandum of Agreement (MoA) between the Department of Electricity and Energy (DEE), National Treasury and the DBSA. The mandate of the IPP Office is to provide specialised services to government, including a) IPP Energy Procurement Management, b) Monitoring, Evaluation and Contract Management, and c) Professional Advisory Services. The IPPO’s skills, expertise and success in mobilising and delivering on time is recognised domestically and globally.
The role has been necessitated for the purpose of overseeing and managing end-to-end IPP project contracts entered into between the Department of Electricity and Energy (DEE), Eskom, and the Independent Power Producers. The portfolio of commercial agreements spans multiple technologies including Renewable Energy, Battery Energy Storage, Gas to Power and Hybrid energy facilities.
Reporting to the Senior Specialist: Contract Management, Economic Development, and Monitoring & Evaluation, the Manager: Contract Management will be responsible for leading the strategic execution, implementation, and compliance monitoring of high-value, complex contract portfolios.
The Manager: Contract Management will further ensure absolute regulatory compliance with frameworks like the PFMA and PPPFA, lead a high-performing team of contract administrators, manage formal dispute resolution processes, and effectively handle strategic partnerships and stakeholder expectations across Eskom, government departments, and private sector IPPs.

- Strategic Contracts Management Input and Oversight

The minimum requirements of the role are:
Bachelor’s Degree in Law (LLB or equivalent).
Postgraduate qualification (Honours, Postgraduate Diploma, or master’s degree) is advantageous.
Professional certification in Contract Management, Procurement, or Supply Chain Management is preferred.
8-10 years' relevant experience in contract management, commercial management, procurement, or legal contract administration.
Must have at least 3 years experience working in public sector procurement environment with knowledge and application of relevant applicable legislations
5 years' management experience leading contract management teams.
Proven experience managing high-value, complex contracts and service-level agreements preferably in the public sector.
Experience in contract negotiations, supplier relationship management, and dispute resolution.

Job Description
The Head: Information Security & GRC provides enterprise-wide leadership for the Bank’s ICT environment, information and systems security, cyber resilience, technology risk, governance, compliance and assurance. The role is accountable for establishing and maintaining a secure, resilient, compliant and business-aligned technology environment across infrastructure, cloud, applications, data, identity, third-party platforms and emerging technologies. The incumbent develops and executes integrated ICT and information security strategies, policies, standards, controls and operating models aligned to the Bank’s mandate, business strategy, risk appetite, regulatory obligations and recognised frameworks such as ISO/IEC 27001, NIST Cybersecurity Framework, COBIT, ITIL, POPIA and King V. 1. Strategic Delivery
- Develop and execute a comprehensive ICT, information security, and GRC strategy aligned to the organisation’s overall business objectives and long-term vision.
