Job Description

Lead the integration and implementation of environmental, social, and governance (ESG) principles across the Bank’s investment activities by applying robust safeguard policies and procedures. The role is responsible for appraising, structuring, and monitoring transactions to ensure alignment with the Bank’s Environmental and Social Safeguard Standards (ESSS) and international best practice.

It further supports the Bank and its partners in delivering sustainable infrastructure and financing solutions that drive longterm developmental impact, strengthen institutional governance, and contribute to inclusive and resilient economic growth.

 

Key Responsibilities

  • Environmental, Social and Governance (ESG) Advisory, Transaction Support and Oversight
  • Support the development and implementation of sustainability policies, strategies, financing instruments, and products aligned with international best practice, sustainable infrastructure delivery, and the Sustainable Development Goals (SDGs).
  • Ensure consistent application of the Bank’s Environmental and Social Safeguard Standards (ESSS) across the project lifecycle, from origination to exit.
  • Lead ESG due diligence for investment transactions, including identification of environmental, social, governance, and climate-related risks and opportunities; define mitigation measures and value-creation actions.
  • Present ESG findings and recommendations to internal decision-making structures (e.g., Investment Committees and Board Credit Committees), ensuring ESG considerations are embedded in investment decisions.
  • Integrate cross-cutting priorities such as gender, climate resilience, biodiversity, and social inclusion into project appraisal through tools such as the Gender Marker System and climate risk screening methodologies.
  • Provide ongoing portfolio monitoring of ESG compliance and performance, including tracking of covenants, action plans, and development outcomes; recommend corrective actions where required.
  • Support clients and investees with ESG advisory services to strengthen environmental and social performance, institutional governance, and sustainable infrastructure delivery.
  • Contribute to the structuring of sustainable finance solutions (e.g., green, social, sustainability-linked instruments) to enhance development impact and crowd in private capital.
  • Conduct research and apply global best practices and emerging trends (e.g., climate finance, just transition, nature-based solutions) to continuously strengthen ESG integration.
  • Mentor and support junior staff and graduates, building institutional ESG capability and technical depth.

Impact Measurement, Reporting & Portfolio Analytics

  • Contribute to the development and implementation of the Bank’s Impact Framework, including indicators, methodologies, and tools to measure development effectiveness.
  • Assess and track environmental, social, institutional, and governance outcomes of investments to evaluate overall development impact.
  • Produce high-quality ESG and impact reports for internal governance structures and external stakeholders, including development partners and platforms such as the International Development Finance Club (IDFC).
  • Monitor portfolio-level ESG risks, trends, and performance metrics; generate insights to inform strategic decision-making and portfolio optimisation.
  • Ensure alignment of reporting with international frameworks and standards (e.g., impact measurement, climate disclosure, and sustainable finance taxonomies where applicable).
  • Strengthen data quality, integrity, and consistency in ESG and impact reporting systems.
  • Provide evidence-based recommendations to enhance sustainability integration in strategic and investment planning.

Bank-wide Capacity Building and Integration

  • Design and deliver ESG and sustainability training programmes tailored to investment teams and operational units.
  • Promote awareness and consistent application of ESG principles, safeguard standards, and sustainability frameworks across the Bank.
  • Embed sustainability considerations into processes, tools, and decision-making frameworks to support a culture of responsible investing.
  • Facilitate knowledge-sharing and learning initiatives to drive continuous improvement in ESG practices.
  • Stay abreast of global developments in sustainability, climate finance, and regulatory frameworks, ensuring institutional relevance and thought leadership.

Stakeholder Engagement and Thought Leadership

  • Build and maintain strategic partnerships with investors, lenders, development partners, and technical experts to strengthen ESG integration and co-financing opportunities.
  • Represent the Bank in technical forums, industry platforms, and sustainability networks to promote thought leadership and collaboration.
  • Support engagement with clients, regulators, and industry bodies on ESG-related matters, including policy alignment and best practice adoption.
  • Contribute to positioning the Bank as a leader in sustainable infrastructure and development impact.

Expertise & Technical Competencies

Minimum Qualification

  • A relevant postgraduate qualification (Master’s degree or equivalent) in Environmental Science, Sustainability, Development Studies, Economics, Finance, Engineering, or a related field.

Minimum Experience

  • A minimum of 8 years’ experience in preparing and appraising projects for investment, quantifying development outcomes, identifying and mitigating environmental, social/governance risks.
  • The experience must include a minimum of 4 years’ experience in assessing climate-related risks at a transaction/investment level.
  • Extensive experience in the development and/or infrastructure sectors (sustainable infrastructure, social infrastructure, biodiversity, water, energy, transport or similar).
  • Demonstrate experience/ understanding in the application of good international industry practice principles in ESG, such as but not limited to the UN Principles for Responsible Investment, UN Global Compact, the IFC Performance Standards, the Equator Principles, and relevant national legislation such as the National Environmental Management Act 107 of 1998.
  • Demonstrate knowledge of the rule of law, justice, applicable environmental and social legislative requirements, and their application to investment processes in Africa.
  • Demonstrate knowledge of corporate governance and its principles (particularly within a public sector, municipal and utilities context), ESG, and responsible investing.
  • Working knowledge of BBBEE and gender considerations.
  • Innovative approaches/experience on how to improve sustainability within development finance institutions and the financial services sector.
  • Good knowledge of financial markets and ESG considerations in the development finance, financial services, and investment sector.

Job Description

The Accountant is responsible for providing end-to-end financial management, reporting, and project accounting support within the infrastructure delivery environment by applying sound financial controls, accurate reporting, and strategic financial insight to enable effective project execution and programme sustainability.

 

Key Responsibilities

 

1. Programme and Agency Financial Management

  • Conduct detailed reviews of programme budgets and agency agreements to identify recoverable costs and management fees.
  • Calculate management fees and programme profitability based on programme type, including time-based and cost-of-work models.
  • Prepare management fee calculations covering subsistence, travel disbursements, and recoverable costs for billing purposes.
  • Create and maintain programme account codes, cost structures, and budget uploads on the project management system.
  • Review and approve project disbursement requests, purchase orders, and payment submissions to confirm correct financial allocation.
  • Monitor open commitments by tracking outstanding purchase orders and following up on unresolved items. Prepare project and programme financial reports, cost reports, cash flow statements, and close-out reports.
  • Manage project and programme financial close-out processes in line with organisational policies. Authorise transfers of expenses into and out of project-related accounts where required.
  • Maintain up-to-date knowledge of accounting standards, construction industry practices, project accounting methodologies, and financial systems to support effective financial management.
  • Interpret financial and project information to translate technical data into practical insights for operational and programme teams.

2. Budgeting and Forecasting

  • Facilitate the development of annual project, programme, and operational budgets aligned to approved business and construction plans.
  • Compile forecasts and cash flow projections to support proactive financial planning and funding decisions.
  • Analyse actual expenditure against budgets and forecasts to identify variances, cost overruns, or underspending trends.
  • Provide variance analysis and financial commentary to support corrective action and strategic decision-making.

3. Transactional Processing and General Ledger Management

  • Oversee accounts payable, receivable, payroll-related transactions, and project-related disbursements to support operational continuity and healthy cash flow.
  • Maintain accurate general ledger records as the foundation for reliable financial reporting and compliance. Perform monthly reconciliations, journal entries, and balance sheet reviews to maintain data integrity and detect errors or irregularities.
  • Review transactional postings to confirm correct allocation to projects, programmes, cost centres, and accounts.

4. Financial Reporting and Compliance

  • Prepare accurate and timely inputs to the financial statements in line with IFRS, statutory requirements, and organisational reporting standards.
  • Apply regulatory and tax requirements, including SARS compliance, to all financial transactions and reports.
  • Maintain audit readiness by compiling supporting documentation and responding to internal and external audit queries.
  • Prepare accurate, timely reports on recoveries, variances, and fee income for management and stakeholders.
  • Review financial records and supporting schedules to promote transparency, credibility, and consistency in financial reporting.

5. Internal Control and Risk Management

  • Implement and monitor financial control processes to safeguard assets and promote data accuracy.
  • Identify financial risks related to projects, programmes, and operational activities and recommend mitigation actions.
  • Apply governance frameworks, delegated authorities, and compliance standards across all financial activities.
  • Review expenditure patterns and financial practices to detect potential control weaknesses or process gaps.

6. Stakeholder Management and Reporting

  • Provide programme leads, project managers, and business performance teams with relevant financial information to support planning and control.

Minimum Qualification

  • A Bachelor’s Degree in Accounting or a related discipline.
  • Completion of auditing articles at an audit or TOPP (training outside public practice) firm.

Minimum Experience

  • A minimum of 5 years’ experience in financial accounting in a complex organisation with the built environment, working on programme development or a large to medium complex organisation with multidimensional businesses.
  • Working experience in taxation computations and SARS e-filing submissions (value-added tax and PAYE).
  • Experience in working with financial management systems, e.g. SAP.
  • Strong understanding of and a strong commitment to good corporate governance and specifically international reporting standards, including IFRS, Basel, GAAP and other regulatory requirements, including the PFMA.
  • Excellent accounting and reconciliation skills.
  • Experience in a corporate, public sector, or audit environment.
  • Strong knowledge of IFRS and South African tax laws.

Job Description

The purpose of this role is to provide an entry-level role for graduates who have completed the DBSA graduate programme,

as a stepping-stone into other career opportunities. The incumbent will be provided with further practical on-the-job training

and be expected to perform functions aligned to the requirements of the division.

 

Key Responsibilities

 

Key Performance Areas:

Deal Origination and Assessment

  • Liaise with clients to provide or request information, to assist in the deal execution and/or gather critical
  • information for the bank.
  • Research clients, their business, operations and performance, as well as trends in their specific industries.
  • Conduct due diligence for infrastructure finance operations and provide recommendations on raising new
  • funding and debt restructurings.
  • Evaluate the feasibility of investment opportunities/project transactions to assess the commercial viability for debt
  • financing and alignment with the DBSA’s strategy and mandate.
  • Compile and analyse information regarding sales activity and business pipeline, and support the development of
  • client plans.
  • Keep abreast of developments, trends and investment opportunities in specific priority sectors and make
  • recommendations to management regarding the competitive dynamics and landscape.
  • Conduct periodic review of the Bank’s investment portfolio performance trends and provide comprehensive
  • analytical inputs and reports.
  • Capture learning opportunities post transaction conclusion for continuous improvement and ensuring successful
  • delivery of deals.
  • Assist in the development of new business opportunities in climate change adaptation, resilience and mitigation
  • activities in line with relevant country strategies

Project/ Programme Administration

  • Prepare and update project plan documents and assist in the preparation of the project plan.
  • Develop feedback reports, presentations and performance dashboards per project/programme
  • Prepare various presentations and reports on project/programme performance updates for the various steering
  • committees, Exco and Board.
  • Update the scope change request register and applicable project documentation and registers.
  • Schedule meetings, consolidate information for meetings, maintain and disseminate minutes and ensure
  • Follow up on project action list by liaising with responsible parties to ensure delivery.

Investment Research and Screening

  • Conduct in-depth market, sector, and client research to support the development of a robust trade finance

Financial Modelling and Reporting

  • Assist in the assessment and structuring of trade finance deals (e.g., letters of credit, guarantees, receivables

  • Develop and maintain financial models for trade finance transactions, including cash flow projections, pricing
  • scenarios, and sensitivity analyses.
  • Compile and analyse data to support the preparation of internal reports, dashboards, and presentations for
  • management and stakeholders.
  • Monitor data quality and reporting accuracy, identifying gaps and engaging the team to address
  • inconsistencies.
  • Assist in the preparation of materials for pipeline reviews, portfolio updates, and strategic planning sessions.

Qualifications and Experience:

Minimum Requirements

  1. Bachelor’s degree in Finance, Business, Accounting, Economics, or a related field.

Minimum Experience

  1. Minimum 2-3 years of experience in banking, trade finance, investments or corporate/project finance.
  2. Exposure to trade finance transactions, including financial modelling and documentation preparation.
  3. Exposure to financial analysis of Financial Institutions and non-banking financial institutions
  4. Experience supporting transaction processes, including pricing, rate risking, and condition precedent clearance.
  5. Familiarity with trade finance instruments such as guarantees, letters of credit, supply chain finance, and
  6. receivables financing.
  7. Experience in preparing reports, dashboards, and presentations to support team engagements and decision-making.

Job Description

The Financial Modelling Specialist is responsible for building robust financial models and providing advanced data analysis that support the development of infrastructure projects, validating technical and commercial assumptions, and structuring optimal solutions.

 

Key Responsibilities

Financial Modelling

  • Provide models that support preparation of feasibility assessments, concept studies, pre-feasibility studies, and bankable feasibility studies.
  • Lead the financial modelling component of Bankable Feasibility Studies (BFS), ensuring alignment with project technical, environmental, social, regulatory, and commercial requirements.
  • Collaborate with technical engineers and sector specialists to assess project feasibility, risks, and development readiness.
  • Review, validate, and challenge technical and operational assumptions used within financial models.
  • Support preparation of technical and investment documentation for internal decision-making committees and external stakeholders.

Minimum Qualification

  • A minimum of 5 years’ experience in financial modelling within project finance, investment banking, infrastructure development, or corporate finance.
  • Advanced financial modelling capability.
  • Strong understanding of project finance structures, capital allocation, cost of capital models, and risk allocation.
  • Experience developing or supporting infrastructure or capital-intensive projects.

Job Description

The Project Finance Structuring Specialist is responsible for providing expert financial structuring and advisory support for investment projects. This role drives informed investment decisions and project financial closure by designing innovative financing solutions and advising on multi-sector funding strategies.

 

 

 

Key Responsibilities

 

KEY PERFORMANCE AREAS

1. Financial Structuring

  • Develop and implement innovative and sustainable financial structuring solutions to unlock and accelerate development projects.
  • Collaborate with project teams in the Unit to recommend suitable funding structures or financing mechanisms.
  • Develop and implement innovative financing instruments, including blended finance, PPPs, guarantees, local currency funding, derivatives, and other financial solutions.
  • Conduct detailed due diligence and appraisal of proposed transactions, including commercial, financial, risk, and institutional analysis.
  • Provide input into the preparation and negotiation of contracts, with a focus on financial structuring and implications.

2.Transaction and Deal Support

  • Review and provide input for financial structuring sections of agreements, progress reports, project planning management, project management, disbursements management, waivers and amendments and contract management.
  • Facilitate project closure and provide strategic support to senior management as required.
  • Test market readiness of the Projects with developers, investors, DFIs and OEMs.
  • Facilitate engagements with project developers and financiers.
  • Provide transaction structuring inputs to ensure bankability of Projects.
  • Design of project finance models/structures.
  • Map financing options across commercial, concessional, blended-finance and climate-finance sources.
  • Design blended finance structures, combining concessional debt, commercial financing, grants, equity, and guarantees to de-risk the projects.
  • Engage DFIs and climate funders, prepare concept notes and pitch materials, and support project sponsors in funder outreach.

3.Stakeholder Management

  • Build and maintain strong relationships with clients at global, regional, and local levels, including businesses, banking and multilateral partners and government officials to further develop specific financing opportunities.
  • Manage relationships at various levels with the relevant project stakeholders, partners, and lead promoters, in accordance with the project’s preparation objectives and products.

  • Demonstrates a sound understanding of limited recourse and balance sheet funding, the process required to prepare projects, and financing documentation required to present projects for investment decisions.
