Job Description
PURPOSE OF THIS JOB
Provide end-to-end administrative support, consolidate reports and maintain the records management system for the unit.
Key Responsibilities
KEY PERFORMANCE AREAS
1. General Administration
- Provide administrative support to the unit:
- o Manage day-to-day administrative activities
- o Manage diaries and arrange meetings
- o Organise refreshments when required for meetings
- o Make logistics arrangements for internal and external engagements
- o Take minutes, distribute for inputs and follow up on actions required
- Perform administrative duties including typing and editing of reports, confidential correspondence and general documentation, filling, faxing, photocopying, and administrative work.
- Perform secretariat functions for the internal committees that are part of the unit structures, ensuring compliance with governance prescripts.
- Draft, format, and proofread correspondence, reports, presentations, and other documents.
- Coordinate and assist in the preparation of cluster/unit submissions to the board, business review, management committees, and ad-hoc resolutions from division-specific committees (secretariat).
- Administer the local and international travelling arrangements and the processing of claims for the units.
- Attend to general queries made to the Head and team members, answer and screen incoming calls.
- Support ongoing team projects by updating trackers, following up on deadlines, and organising documentation.
- Administer procurement processes and facilitate the submission and processing of invoices and claims.
- Coordinate, collate and assist in the preparation of reports and presentations for unit submissions.
- Coordinate internal audit and monitoring activities, including periodic review of the division and units.
- Manage office supplies, stationery, and equipment, ensuring stock availability.
- Collaborate with the events unit to coordinate plans for external stakeholders’ events.
- Assist with processing invoices, purchase orders, travel requests, and claims.
2. Reporting and Database Administration
- Assist in the coordination/preparation and alignment of unit/s balanced scorecard (BSC), and track and monitor plans to provide reports to the team.
- Coordinate the preparation of the divisional/unit budgets and monitor the spending together with the budget owner.
- Undertake project management tasks and provide project administration support on allocated projects.
- Prepare and present reports concerning activities, expenses, budgets and other items affecting the division/unit.
- Develop and maintain an advanced record-keeping (manual/electronic) and filing system to ensure an updated central repository and database for unit documents.
- Coordinate service providers’ database administration to ensure a central repository of information on service providers.
- Maintain updated contact lists, distribution lists, and team databases.
- Undertake other administrative duties as assigned, from time to time.

- A minimum of 5 years’ experience in providing administrative support to Teams.

Job Description
The Financial Manager is responsible for preparing financial statements and reports in line with IFRS and the financial controls within the DBSA. The role conducts in-depth analysis of financial information to guide the Bank’s strategic decision making.
Key Responsibilities
Strategic Financial Planning and Monitoring
- Conduct financial modelling, scenario planning and forecasting of the balance sheet and cash flow statement.
- Monitor the financial position of the DBSA by analysing the current and future accounting standards, accounting policies, procedures to assess financial effectiveness, business impact, and relevance to the DBSA.
- Comply with financial, tax, VAT, and regulatory requirements, including Public Finance Management Act (PFMA), International Financial Reporting Standards (IFRS), ESG requirements, South African Reserve bank (SARB), Johannesburg Stock Exchange (JSE), King V, Broad-Based Black Economic Empowerment (B-BBEE).
- Provide technical expertise and guidance for the DBSA's financial accounting function through the implementation of systems, policies and procedures.
- Evaluate and implement new tools to improve processing of financial information, and monthly and yearly reporting.
- Develop and maintain financial dashboards and financial models to support business planning and scenario analysis.
- Maintain strategic relationships with key stakeholders such as the National Treasury.
- Support the Head in executing DBSA’s financial strategy and vision over the medium-term planning horizon.
Financial Management and Reporting
- Prepare timely and accurate monthly, quarterly, half-yearly, and annual financial statements in accordance with IFRS, sections of the Companies Act and PFMA for internal and external stakeholders
- Preparing the National Treasury AFS template yearly for consolidation purposes in accordance with GRAP.
- Maintain the integrity of the trial balance by processing accurate journal entries, performing monthly reconciliations, and preparing a timely monthly accounting file for review.
- Completing the cash flow statement monthly.
- Manage balance sheet and cash flow disclosures, ensuring accuracy and alignment with financial strategy.
- Review all policies and procedures yearly, including evaluating the effectiveness and strength of financial controls.
- Provide proactive forecasting and scenario planning for corporate balance sheet and cash flow management.
- Interpret and analyse key financial information, current performance, forecasts, and ratios to support financial decision-making in collaboration with the management accounting team.
- Research, formulate, and implement accounting policies and procedures in accordance with IFRS.
- Provide technical opinions on IFRS, accounting, VAT and all tax related matters.
- Provide management, financial information, and analysis as required by management, Business Heads, CFO, CEO, Executive team and Board.
- Review actions against the organisational plan (Balance Score Card) and consider the "big picture" when identifying opportunities.
- Collaborate with business and other finance functions to ensure timely and accurate accounting and reporting.
Regulatory Accounting & Reporting
- Prepare and submit all regulatory returns to the JSE, National Treasury, South African Reserve Bank, National Credit Regulator, and South African Revenue Services as and when required.
- Attend to all income tax and value-added tax matters applicable to the Bank.
- Prepare insightful financial reports and commentary to support programme reviews and executive decision-making.
- Provide adequate support and timely financial information to internal and external auditors during the financial year.
- Complete and submit VAT returns monthly.
- Upload bank statements on SAP and ensure all reconciling items are cleared daily.
- Laise with the organisation’s bank as and when required.
- Review of debtors’ and creditors SAP general ledger accounts.
- Manage and enhance the working capital of the Bank.
- Correct accounting and capitalisation of the Bank’s fixed assets, review of the insurance policies relating to the fixed assets, assisting in the valuation of land and buildings and analysing the fixed assets and related general ledger SAP accounts for accuracy and correct allocation to these accounts.
- Provide support in completing information required for the B-BBEE rating of the Bank.
- Participate in ad hoc financial and other projects to enhance financial control across the business.
Internal Control and Risk Management
- Implement and monitor financial controls to safeguard assets, ensure data accuracy, and prevent unauthorised transactions.
- Identify and mitigate financial risks to protect the DBSA from financial losses and operational disruptions.
- Adhere to governance and compliance frameworks to promote ethical behaviour, accountability, and regulatory compliance.
Compliance and Governance
- Oversee the management of divisional budgets and expenditure to ensure compliance with approved limits.
- Adhere to financial policies, procedures, governance standards and applicable regulatory and audit standards.
- Oversee the integrity and accuracy of financial data and reporting processes.
- Support the preparation of financial statements, reconciliations, and audit documentation, ensuring completeness and accuracy.

Job Description
The purpose of the role is to ensure the accurate recording, reporting, and analysis of the DBSA financial transactions in compliance with accounting standards and regulatory requirements. This is not limited to Financial Management, Management Reporting and Information Systems, Transactional Processing and General Ledger Management, Internal Control and Risk Management, and Stakeholder Management and Reporting.
Key Responsibilities
1. Financial Management
- Maintain an understanding of the DBSA financial transactions to understand the impact on the financial position, financial performance and cash flow statement disclosures.
- Implement financial policies and procedures that consistently support business operations.
- Contribute to proactive and regular forecasting and scenario planning for corporate balance sheet and cash flow statements.

2. Management Reporting and Information Systems
- Analyse and report on the Bank’s assets, liabilities, income and expenses, providing insights to the business.
- Provide support in forecasting and scenario planning for both corporate and divisional operations.
- Provide management reporting information for the Finance and Business Heads and the governance structures.
- Align financial policies, procedures, and strategies with SAP FICO design to reflect business and financial rules.
- Drive continuous improvement in management information reporting and system enhancements within the finance division.
- Review actions against the organisational plan (Balance Score Card) and consider the "big picture" when identifying opportunities.
- Stay informed about DBSA’s business functions and industry developments.
- Comply with legislative, financial, tax, VAT and related matters, including Treasury and PFMA requirements.
- Prepare or review journal entries for accuracy and potential errors.
- Collaborate with business and other finance functions to ensure timely and accurate management reporting.
- Verify correctness of VAT on accounts payable and receivable transactions.

3. Transactional Processing and General Ledger Management
- Maintain the integrity of the general ledger as this is the foundation for reliable financial reporting and audit compliance.
- Perform reconciliations and ensure accurate journal entries to detect and correct errors early, ensuring the accuracy of financial data and preventing fraud.
4. Internal Control and Risk Management
- Implement and monitor financial controls to safeguard assets, ensure data accuracy, and prevent unauthorised transactions.
- Identify and mitigate financial risks to protect the DBSA from financial losses and operational disruptions.
- Adhere to governance and compliance frameworks to promote ethical behaviour, accountability, and regulatory compliance.
5. Stakeholder Management and Reporting
- Provide direction and management to colleagues in the accounts payable function.
- Provide financial insights to management and business units to help non-financial managers understand the financial impact of their decisions and actions.
- Build relationships with stakeholders across the organisation to ensure open communication and a deep understanding of the Bank’s operations.

a) Financial Accounting
- Thorough understanding of relevant accounting principles for DBSA and ability to guide others in their application.
- Implements controls for and monitors accounting transactions to ensure legal/regulatory compliance, and accuracy and timeliness of

Minimum Qualification
- A Bachelor’s Degree in Accounting
Minimum Experience
- A minimum of 5 years experience in financial accounting and reporting.
- Working knowledge of banking payment channel including processing, verification, cut-off times and basic troubleshooting.
- Understanding of internal controls and segregation of duties, including dual authorisation and audit trail requirements.
- Ability to identify and resolve processing discrepancies by analysing supporting documents and transaction records.
- Knowledge of IFRS, VAT and tax laws.
- Strong understanding of and a strong commitment to good corporate governance and specifically International Reporting Standards (IFRS) and other regulatory requirements, including the PFMA.
- Strong working knowledge of Financial Management System (SAP, Oracle, etc.).
- Experience in a financial accounting role or/and reporting in financial services.
- Experience in SARS e-filing (value-added tax and PAYE).
Desirable Experience
- Completed 3 years of articles in an auditing firm.
- Experience in financial accounting and reporting, IFRS, VAT and tax will be an advantage.
