Job Description

The purpose of the role is to support the credit risk management and portfolio oversight of the Bank’s investments across South Africa, the Rest of Africa and High Impact. The role involves conducting detailed credit assessments, financial analysis, credit monitoring of the portfolio; further contributing to early warning identification and risk mitigation strategies across the Bank’s investment activities. Applying technical and commercial expertise and legal knowledge, the role supports strategic decision-making, contributes to credit compliance, portfolio management and ensures that exposures remain aligned with the institutional risk appetite. The role interacts closely with the Credit Origination responsible for new transactions while maintaining dedicated focus on the post-approval performance of the existing portfolio.

 

Key Responsibilities

 

Credit Review and Monitoring

  • Undertake credit assessments of clients for annual credit reviews according to internal annual review cycle for sovereigns, public entities, infrastructure and high impact projects.
  • Prepare credit memos, with opinions and recommendations for clients in the portfolio.
  • Prioritise and manage the portfolio to ensure that annual reviews do not expire beyond the policy prescripts.
  • Prepare credit opinions for additional lines of credit for public sector clients, as part of the annual review.
  • Regularly engage other teams to obtain latest collateral values from the collateral register, as inputs into the credit assessment and risk rating process.
  • Monitor the adherence to credit conditions, loan covenants, and risk triggers; taking appropriate action.
  • Track, manage and report on credit amendments, waivers, and restructuring activities.
  • Initiate/review rapid risk reviews in response to emerging external or internal risk signals, collaborating with internal and external stakeholders for effective intervention.

Financial and Credit Analysis

  • Conduct financial statement analysis, cash flow modelling, and creditworthiness assessments.
  • Perform peer benchmarking and sectoral credit comparisons as part of the financial modelling assessment.
  • Build and/or challenge financial model assumptions for reasonableness based on financial, technical and market insights applied.
  • Conduct stress testing and scenario analysis to test financial viability and draw conclusions / make recommendations to mitigate risks identified.

Portfolio Reporting and Compliance

  • Maintain accurate records of credit decisions outcomes, risk ratings, loan classifications, and covenant compliance; store records in compliance with the Bank’s records management and specified electronic drives.
  • Contribute to the preparation of regular portfolio reports for management and stakeholders.
  • Support the development of enhancing portfolio monitoring reports and dashboards.
  • Validate and assess data for accuracy, reliability and completeness on all relevant credit and risk systems.
  • Uphold compliance with internal credit policies, investment mandates and regulatory requirements.
  • Liaise with teams to ensure seamless handover and continuous oversight of transactions post-disbursement.
  • Support the disbursement process, post-handover, to ensure facility conditions are met as required.

Credit Mitigation and Restructuring Support

  • Monitor portfolios to identify early warning signals and potential credit deterioration and escalate potential risks in accordance with the policies and delegation of authority prescripts.
  • Execute light restructuring and rescheduling processes under supervision and in collaboration with other teams.
  • Review ongoing financial compliance of updated financial models and/or recommend and implement new credit risk mitigants (e.g. conditions, collateral, guarantees), as required.

Reporting

  • Produce accurate, insightful reports and continuously monitoring key financial and non-financial metrics to assess performance and credit migration risk.
  • Establish and adhere to deadlines to ensure management has up-to-date information for decision-making.
  • Maintain high standards of accuracy and timeliness to deliver reports that are timely and precise.
  • Utilise appropriate technologies and tools to enhance reporting efficiency and clarity, while also safeguarding the confidentiality and sensitivity of the information included.

Stakeholder Management and Problem-Solving

  • Collaborate effectively with stakeholders to achieve common goals, facilitating open and clear communication.

  • Percentage of credit review documentation prepared without errors / deferred.

  • Timely monitoring updates in accordance with facility and/or risk requirements; number of loan facility terms and conditions compliance checks completed and actioned (where appropriate).
  • Quality of financial analyses or models built / assessed and quality of inputs to credit assessments, stakeholder feedback on model accuracy and usefulness for decision-making.

Qualifications

Minimum Requirements

  • Bachelor’s degree in finance, Economics, Accounting or a related field.

Experience

  • Minimum of 8 years’ experience in credit risk analysis, portfolio monitoring, or financial analysis within a wholesale, investment banking, or development finance environment.
  • Strong proficiency in credit analysis, financial modelling, credit rating methodologies, and monitoring of comparable credit portfolios.
  • Solid expertise in financial statement analysis, credit risk assessment, and the application of risk mitigation strategies.
  • Knowledge of development finance instruments and the end-to-end credit lifecycle and loan value chain.
  • Awareness of macroeconomic and political risk factors influencing country and credit risk, particularly in emerging markets.
  • Demonstrated strength in credit reasoning, with excellent credit writing and report development skills.
  • Strong verbal and written communication abilities, including effective presentation skills and the capacity to convey complex concepts in clear business terms.

Desirable Requirements

  • Experience working with municipalities, government programmes, or development finance institutions.
  • Understanding and experience of sovereign risk, infrastructure finance, and public sector lending.
  • Postgraduate degree in Finance, Economics, Accounting or a related field.

Key Responsibilities

Credit, Market and Equity Investment Risk Governance and Oversight

  • Develop and maintain policies, frameworks and processes for lending and investment approvals to ensure effective credit risk management.
  • Manage and control the organisation’s risk appetite process in line with approved risk criteria and guidelines.
  • Monitor credit risks at an enterprise-wide level, including equity investment risks, counterparty risks, sector risks, default risks, and concentration risks.
  • Develop, monitor, and review credit, market and equity investment risk policies to align with organisational goals and market best practice.
  • Contribute to the development, monitoring, and review of the DBSA risk appetite statement.
  • Provide independent oversight of the credit, equity investments and treasury function within the Bank.

  • Collect and collate information for market risk analysis in collaboration with the Treasury team.

Job Description

The Principal: Operations Resilience is responsible for developing, implementing and maintain the DBSA’s business continuity management (BCM) governance framework to ensure the organisation can continue operating during and after disruptive incidents . The role ensures operational resilience, regulatory compliance, and effective crisis response across the DBSA.

 

Key Responsibilities

 

KEY PERFORMANCE AREAS

1. Business Continuity & Resilience

  • Develop, implement, maintain, and monitor an effective Business Continuity Management (BCM) Framework & Policies consistently with the general regulatory requirements and industry best practices and standards
  • Develop the BCM Capability Tool that measures the maturity and progress of the framework in accordance with the business requirements.
  • Establish, execute, and continuously enhance the Business Continuity Management framework, including related policies, standards, and operating procedures.
  • Facilitate and regularly update Business Impact Assessments and continuity-related risk evaluations across all business areas.
  • Develop, document, and keep current business continuity and recovery plans, including disaster recovery approaches and defined recovery time targets.
  • Integrate business continuity practices with IT disaster recovery, crisis response arrangements, and the broader operational risk framework.

2. Planning, Development and Maintenance

  • Enhance and optimise existing business continuity programmes, tools and methodologies to strengthen management, minimise the impact of disruptions, and enable effective continuation or recovery operations.
  • Lead continuity planning and incident management activities, including the design, development and facilitation of DBSA-wide business continuity and scenario based exercises.
  • Work closely with ICT to develop, implement and maintain the ICT continuity plan and disaster recovery plans for critical systems and applications
  • Develop and maintain the Business Continuity Portal and associated records in accordance with the National Archives and Records Management Standards
  • Support divisions and business units in formalising and standardising and improving business continuity planning and implementing appropriate continuity strategies.
  • Develop and maintain the Incident Management Plan and supporting structures across strategic, tactical, operational levels.

3. Training and Business Readiness

  • Enable and coordinate of regular business continuity training, workshops and information/awarness sessions to ensure DBSA staff are prepared for disruptions and can resume operations as quickly as possible.
  • Plan and coordinate Business Continuity Plan exercises in accordance with the approve annual testing and exercise schedule
  • Work in partnershp with the Emergency Response Team to ensure ongoing readiness,compliance in terms of trained members and preparedness
  • Oversee post-incident evaluations, including lessons-learned sessions, and monitor the implementation of corrective actions.
  • Work with business units to ensure accountability and clarity regarding continuity and recovery responsibilities.

4. People Management

  • Coordinate the trained Business Continuity Teams in the response, recovery, restoration, and resumption of all business operations in accordance with the business continuity plans, emergency response plans, crisis management plans and technology recovery plans.
  • Provide direction and management to the Division, to enable the strategy execution
  • Attract, retain, and develop talent and ensure succession planning and sufficient capacity and capability in all critical functions, supporting diversity strategies and initiatives as well.
  • Promote DBSA values and a culture of high performance through implementing performance management in line with the planned strategic objectives, goals, quality standards and agreed key performance measures using sound performance management principles.

5. Governance, Reporting, Assurance and Stakeholder Management

  • Monitor and support compliance with relevant regulatory requirements, standards, and best practices.
  • Report the business continuity status of divisions / business units to management (Business Impact Analysis reports)
  • Prepare reports and dashboards for Exco, Board, Audit & Risk Committees, and regulators.
  • Support internal and external audits relating to business continuity and operational resilience.
  • Assess and monitor the business continuity and resilience capabilities of third parties and suppliers, including verification that off-site disaster recovery arrangements are maintained and ready for activation in the event of an incident or disaster.

Job Description

The Principal Deal Originator is responsible for formulating and executing the strategic objectives of the business in collaboration with the Head Coverage, whilst being accountable for deal origination, building and owning client and partnerships and developing projects for the DBSA, ultimately leading to bankable deals.

QUALIFICATIONS & EXPERIENCE

Minimum Requirements 

  1. A postgraduate qualification or equivalent in Business (such as an MBA) or Finance (CA or CFA), or Engineering, or Economics.
  2. A minimum of 10 years of experience in infrastructure project financing, structured finance or corporate lending, preferably in a development bank, commercial bank or financial institution focusing on infrastructure.
  3. Experience in securing infrastructure investment deals in relevant sectors/geographies in SA and/or Africa.
  4. Experience in leading, initiating and developing new business strategies and opportunities to create a pipeline of development impact projects, ensuring deal flow and bankability.
  5. Proven track record in originating, structuring and closing large-scale infrastructure deals.
  6. Experience in securing deals of appropriate size for the sectors and geographies in question.
  7. Strong networks and relations with clients, global and regional private investors and banks to identify and source viable projects/investments.
  8. Successful track record in leading project teams with high-level stakeholders and qualified professionals.
  9. Comprehensive knowledge of the complex financial and regulatory environments across Africa.
  10. In-depth knowledge and understanding of the infrastructure market, financial markets and the macro landscape.
  11. Demonstrable experience in identifying client challenges and playing an active part in developing/structuring innovative solutions.
  12. Experienced communicator and negotiator (expertise at senior level).
  13. Strong negotiation skills with the ability to close deals.
  14. Proven experience in working with senior stakeholders in highly political environments in South Africa and the rest of Africa.

1.    Deal Origination

  • Lead the development and execution of origination strategies and sector initiatives to drive infrastructure investment.
  • Identify, prioritise, and manage key client relationships to maximise revenue and strategic impact.

2.    Business Development 

  • Drive business development to establish DBSA as the preferred lender, investor, and partner.
  • Lead the drafting, approval and execution of strategies to build a strong pipeline of projects.
  • Identify and originate viable projects by facilitating preparation, scoping, feasibility studies, and business plans to close deals.
  • Develop approaches to secure concessional funding for infrastructure projects across Africa.
  • Expand client base in target countries, fostering long-term relationships.
  • Design and implement targeted marketing strategies to capitalise on growth opportunities for DBSA.

3.    Relationship Management and Stakeholder Relations 

  • Build and maintain strong relationships with clients, global and regional private businesses, banking and multilateral partners and government officials to further develop specific investment opportunities.
  • Facilitate continuous communication with clients/ projects that the DBSA has funded to adequately support the Division’s monitoring function.
  • Network and maintain relationships with key internal and external stakeholders to develop specific investment opportunities further.
  • Identify clients’ pain points and coordinate DBSA’s solution offerings to address them.
  • Undertake other tasks as assigned by the line manager, from time to time.
