OVERALL PURPOSE OF THE JOB
Manages, plans and implements all aspects of OD and Skills Development that supports the Human Capital strategy.
POSITION DESCRIPTION
ORGANISATIONAL DEVELOPMENT
- Develop and implement an organizational development intervention that will support the implementation of the Human Capital strategy
- Ensure organisational effectiveness from a people perspective
- Analyse processes and procedures from a people and performance
- Act as a change agent providing the support and mechanism to implement major changes to the operations of the business.
- Define and develop a learning and development strategy for the business
- Develop and implement OD interventions and programs
- Develop and implement Leadership competency framework and interventions to capacitate SACAA Leadership
- Develop and implement appropriate performance management policies, systems and procedures that will ensure quality performance planning and development practices across the company including the development/recommendation of optimal enabling technologies for the management of performance.
- Develop and implement SACAA competency Framework in line with the organisation’s vision and strategy
- Develop and implement appropriate talent management approach for the organization
- Analyse divisional processes and procedures from a people and performance point of view
- Ensure that all leaders and future leaders have the necessary skills to succeed.
- Develop an approach to communicate and entrench organizational values
- Implement succession management
- Executes engagement and organizational culture initiatives/events/programs for all employees to cultivate a positive SACAA culture.
- Advise and ensure that an appropriate organizational structure is in place to meet organizational goals.
SKILLS DEVELOPMENT
- Manage and ensure Talent Pipeline (Bursaries Programmes, Learnerships and Trainee Programmes) that support CAA
TRANSFORMATION STRATEGY
- Manage and Ensure alignment of Workplace Skills Plan and Annual Training Plans with the business objective of CAA
- Manage and maintain Skills Development Committee
- Develop and drive the implementation of Workplace Skills Plan and audit models to identify competencies, knowledge and talent gaps and develop and recommend specific programs.
- Drive the implementation of the bursary, mentorship and related programmes
- Keep abreast and remain proficient in specialist skills, human factors and developments of technology
- Proposals and revision of standards
- Proactively research, develop and propose the specific standards to be applied in operator operations
MANAGE INTERNAL CONTROLS AND OPERATIONS
• Maintain a sound budget that improves efficiency and effectiveness
• Develop and manage the OD budget in line with the annual HR deliverables and organisational strategy.
• Responsible for the efficient, and effective control and management of the department’s budget and expenditure
• Ensure correct supply chain processes are followed when procuring goods and
• services
• Report on all aspects relating to budgets for the department
• Overall responsibility for the management, maintenance and safekeeping of the Department’s assets
• Manage department’s risks
• Identify, own and manage risks arising from operational OD & Skills Development interventions

Requirements
MINIMUM REQUIREMENTS
EDUCATION:
- NQF level 7 HRM / Industrial Psychology qualification or relevant equivalent qualification
ADDED ADVANTAGE
- Post graduate Degree in Social Sciences/Industrial Psychology or relevant equivalent
EXPERIENCE:
- 8 years Organisational Development, Change Management and Skills Development experience
ADDED ADVANTAGE
5 years Management experience

TRAINEE: OBSTACLES INSPECTOR (GAUTENG)

Description
OVERALL PURPOSE OF THE JOB
To be trained in conducting obstacle oversight and monitor compliance with safety standards and applicable regulatory framework on Obstacle requirements on and around aerodromes, heliport, and helistop.
KEY RESPONSIBILITIES
Oversight
- Verify and assess aviation obstacle applications submitted to the SACAA against ICAO SARPS, CARs and CATS.
- Verify and assess proposed developments submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
- Verify and assess proposed alternative energy projects submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
- Request for additional information, where required
- Forward the outcome of the assessments to the Data Coordinator.
- Plan and execute obstacle inspections and audits on all aerodromes, and heliports to ensure that they comply with civil aviation regulations and technical standards
- Audit the compliance level of personnel training at aerodromes
- Compile findings report according to categories
- Make recommendations to clients for corrective action and continuous improvement of operating standards.
- Prepare findings and identify possible trends / high or consistent risk areas and propose interventions to improve Obstacle Limitation Surfaces
- Propose promotional activities and/or Regulatory change where necessary
- Propose amendment to Manual of Procedure and Technical guidance Manual, ISO procedures and forms.
Administration
- Perform general office administration tasks.
- Create and maintain a database of allocated clients.
- Create and maintain a database for non-compliances on the findings register.
- Handle internal and external correspondence through the Manager.
- Maintain the departmental Documents management relating to Obstacle Management
- Complete the inspection checklist as per applicable regulation
- Draft inspection reports and submit to the clients
- Compile and submit reports on oversight findings
- Facilitate the safekeeping and evaluation of aerodrome manuals and provide them to stakeholders when required
Enforcement
- Conduct investigations to determine compliance with regulations
- Perform follow-ups on all noted non-compliance incidents and cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed
- Compile reports of all major and severe findings for submission to the Enforcement Committee
Regulations Research and Development
- Provide recommendations on issuance of aerodrome and heliports licenses based on inspections conducted, in full consultation with all role players.
- Conduct research and make recommendations about applicable national and international requirements
- Provide input to new proposals and amendments to legislation on SARPS and CARS through the Manager
- Propose amendments to CARS/CATS to align with Annex 14 amendments and ICAO documents.
- Propose and submit regulation review to CARCOM.
Liaison and Consultation
- Participate in meetings relating to aviation obstacles, developments and alternative energy projects.
- Assist in arranging, coordinating and present safety promotion activities, related to Aerodromes and Heliports
- Liaise with various stakeholders in conducting oversight
- Address Industry stakeholder problems/queries promptly and professionally
- Provide Industry feedback to the Authority.
- Inculcate upon Industry stakeholders the safety prerequisites and procedures.
Requirements
MINIMUM REQUIREMENTS
Education
- Grade 12
- A pilot qualification with an IF rating and/or an ATC/ATSO qualification
Added Advantage
- ICAO Annex 14 OLS Training Course
- Completed PANS-OPS Training Course
Experience
- 5 Years – Qualified Pilot with an IF rating and/or Qualified ATC/ ATSO

INTERNAL AUDITOR: FINANCE AND PERFORMANCE (GAUTENG)

Description
OVERALL, PURPOSE OF THE JOB
The Internal Auditor (Finance and Performance) conducts assigned internal audit engagements and special adhoc projects under the supervision of the Senior Internal Auditor in accordance with the risk based internal audit plan.
Conduct Supply Chain Management (SCM) Proactive Assurance Audits
- Plan (SCM) Proactive Assurance Audits in accordance with Internal Audit Methodology and Global Internal Audit Standards.
- Execute (SCM) Proactive Assurance Audits in accordance with Internal Audit Methodology and Global Internal Audit Standards.
- Report on the (SCM) Proactive Assurance Audits in line with Internal audit Methodology and Global Internal Audit Standards.
- Present the Proactive assurance Audit report to Management.
Internal Audit Project Planning
- Participate by making inputs to the preparation and development of the Audit Project Plan.
- Conduct preliminary survey on allocated audit engagements. a break-down in a control for understanding the business environment and all aspects of the audit area with respect to information flows, policies and procedures.
- Interview personnel of audit area to obtain relevant audit information.
- Draft system description and / or flowchart.
- Identify key controls within the audit area.
- Identify critical control points in a system flowchart
- Compile a control gap analysis identifying audit objectives, risks and controls.
Internal Audit Execution/Audit Testing
- Develop audit program and testing procedures relevant to risks and test objectives identified.
- Prepare working papers documenting work performed in line with the audit methodology.
- Perform audit test as per approved audit programme.
- Evaluate measures instituted by management to ensure that resources have been acquired economically, utilised efficiently and effectively.
- Perform compliance tests (tests of the operation controls)
- Document audit test results on working papers.
- Conclude on working papers in line with the audit objectives.
- Reporting
- Compile exceptions based on working papers, test results and conclusions and submit to the Senior Internal Auditor for review.
Follow-Up on Findings
- Perform relevant follow-up of previous audit findings
- Gather evidence to support the conclusion reached for follow-ups.
Quality Assurance
- Prepared all manual and electronic files/working papers in line with the audit methodology.
- Ensures that all audits are conducted within the agreed budget, hours and timeframes.
Requirements
Minimum Requirements
Education
- Bachelor of Commerce degree OR Bachelor of Technology in Audit or Finance OR equivalent qualification
Added Advantage
- Studying towards a CIA, CRMA, and CCSA. A member with the appropriate professional body (IIA SA)
Experience
- 5 Years – Financial management/ Auditing experience
- Relevant experience in conducting tender probity reviews and auditing Supply Chain Management (procurement) process.
- Relevant experience in auditing performance information
