PROCESSES & SYSTEMS OFFICER - FINANCE UNIT: SUPPLY CHAIN MANAGEMENT

 

ACCOUNTABILITY

The Processes & Systems Officer is accountable to the Programme Manager (Technical Procurement).

MANDATE

To support and manage strategic sourcing, procurement planning, supplier and contract management, and procurement systems and processes of the CDC, under the direction of the Programme Manager (Technical Procurement) and Procurement Manager.

 

DESCRIPTION

KEY PERFORMANCE AREAS

Establishment and Implementation of Framework Agreements

  • Develop and implement procurement plans, including the establishment and management of framework agreements, call contracts, transversal contracts, and other contracting mechanisms on behalf of the CDC.
  • Maintain accurate records and supplier information relating to framework agreements, transversal contracts, call contracts, and other procurement arrangements.
  • Participate in Bid Evaluation and Bid Adjudication processes and ensure that procurement decisions and recommendations are implemented effectively.

Procurement Workflow and Timeline Management

  • Develop draft workflow process flows in MS Visio in line with CDC policy, procedures, and relevant prescripts, and consult with stakeholders to finalize them.
  • Develop draft timeline schedules in MS Project for procurement processes and consult with stakeholders to finalize these schedules.
  • Manage the end-to-end procurement process, from service request to contract award, ensuring alignment with organizational objectives and departmental needs.

Systems Development and Technical Innovation

  • Develop templates to promote standardization and create spreadsheet-based tools to support the procurement process.
  • Research solutions to enhance the automation of spreadsheet-based tools and assist ICT in the development of web-based and other applications.
  • Conduct market research to stay informed about industry innovations, market trends, and new suppliers to improve procurement solutions

Sourcing, Negotiation, and Contract Management

  • Manage the end-to-end procurement process, from service request to contract award.
  • Identify potential suppliers, conduct market research, and perform price comparisons to identify cost-saving opportunities and leverage purchasing power.
  • Negotiate contracts and agreements with suppliers to secure favorable terms, conditions, and competitive prices.
  • Evaluate and compare supplier proposals to make recommendations for approval in line with CDC thresholds and the Delegation of Authority.
  • Maintain strong relationships with existing suppliers, monitor performance, address issues, and collaborate to improve service provider quality.

Compliance, Risk, and Ethical Governance

  • Ensure all procurement activities adhere to CDC policies, Treasury and CIDB prescripts, ethical standards, and legal requirements.
  • Promote fair competition, prevent conflicts of interest, and maintain transparency in all supplier relationships and contract awards.
  • Identify and mitigate potential risks in the procurement process and develop contingency plans to address unforeseen issues.

Advisory Services and Capacity Building

  • Provide guidance and support to SCM and internal clients on the use of tools, including troubleshooting spreadsheet-based applications and handling ad hoc queries.
  • Prepare formal procedures for the use of tools and conduct regular workshops or demonstrations for internal clients on applications and systems.
  • Share information with clients regarding new system developments, lessons learnt, and common errors to build organisational capacity

Stakeholder Collaboration and Performance Reporting

  • Collaborate with various Business Units within the CDC to align procurement activities with broader goals and address specific needs.
  • Provide regular reports to the Procurement Manager on activities and their impact on revenue generation.
  • Flag areas requiring management intervention to improve turnaround times and ensure overall process efficiency.

 

COMPETENCIES AND REQUIREMENTS

Educational Qualifications

  • Degree (NQF 7) / Diploma (NQF 6) in Supply Chain Management, any related field or equivalent.

Experience

  • 5 years proven experience as a Procurement Officer or in a similar role.
  • Experience in public sector procurement processes and reporting standards;
  • Demonstrated experience in using or implementing procurement systems;
  • Exposure to or involvement in process mapping, Standard Operating Procedure development, or workflow optimisation projects;
  • Stakeholder/client interface experience.

Competencies

  • Knowledge of the PFMA, BBBEE Act, PPPFA and Transformation Charters;
  • Thorough understanding of procurement regulations;
  • Excellent negotiation skills;
  • Ability to build and maintain strong relationships with suppliers;
  • Strong analytical skills and attention to detail;
  • Advanced level skills in MS Excel and the development of spreadsheet models;
  • Intermediate level skills in MS Word, MS Visio & MS Project;
  • Familiarity with digital procurement platforms and automation tools;
  • Basic systems analysis and process improvement capabilities;
  • Strong planning and coordination skills;
  • Self-discipline and high motivation;
  • Personal credibility and professionalism;
  • Good presentation, report writing and communication skills;
  • An inquisitive (Research capability) and firm character.

Performance is monitored regularly by both the Programme Manager (Technical Procurement) and Procurement Manager, with reference to Finance Unit Balanced Scorecard and the Finance Performance Chart and in accordance with the CDC’s performance management system and control measures relevant to the position.

ACCOUNTABILITY

To provide travel services to Coega Corporate Travel (CCT) users, including internal and external clients.

MANDATE

DESCRIPTION

KEY PERFORMANCE AREAS

Provision of Travel Services

  • Handles core travel activities (international and local) which includes flight bookings, hotel accommodation, conference venues and car rentals
  • Procures the necessary documentation such as passports, visas and / or other required clearances
  • Provides advice and assistance on all travel-related matters (passport and visa applications, immigration rules, baggage, clearances, declarations, restrictions, etc)
  • Maintains travel management systems to ensure that all travel-related transactions are efficient and cost-effective
  • Negotiates rates with agents on car rentals, accommodation and air travel
  • Negotiates service levels with service providers
  • Ensures accurate and clean records of all tickets issued

Client Relationship Management

  • Provides support to travel clients
  • Responds to and resolves client queries and issues
  • Liaises directly with travel service providers to resolve problems
  • Maintains good customer service to all CCT clients
  • Liaises with travel agencies, other key partners, airlines and vehicle rentals to resolve queries and issues

Administration and Reporting

  • Compiles reports on travel activities, improvements and opportunities
  • Maintains accurate records of all travel-related activities
  • Coordinates all administrative activities and ensures that accurate documentation is in place to facilitate accurate billing and invoicing
  • Handles the processing of refunds
  • Collects credit notes
  • Submits day-to-day tax invoices for the credit card and Diner’s card

 

COMPETENCIES AND REQUIREMENTS

Educational Qualifications

  • National Diploma (NQF 6) in Travel and Tourism.

Experience

  • 3 years of experience in travel.
  • 3 years of intermediate knowledge and usage of travel systems including Galileo and Amadeus.
