MANDATE

The Facilities Administrator is mandated by the Facilities & Office Manager of the CDC to take responsibility for the day to day operations of the CDC offices.

 

DESCRIPTION

 

RESPONSIBILITIES AND OBLIGATIONS

The primary responsibility of the Facilities Administrator is to deliver a smooth functioning facilities administration. In pursuance of this primary responsibility, the Facilities Administrator is required to:

  • Control use and storage of movable assets;
  • Assume driver’s responsibilities when on leave;
  • Assume reception responsibilities;
  • Ordering of authorised furniture;
  • Ordering of authorised office equipment and maintenance of printing machines;
  • Ordering and control of Printing paper;
  • Ordering stationery for new employees;
  • Ordering of groceries and refreshments;
  • Making use of checklists for all office management activities;
  • Create requisitions on Oracle and follow up on payment for suppliers;
  • Constant interaction with Office Assistants and the driver;
  • Monitor and guide suppliers when they deliver service within the building;
  • Mail Management – outgoing;
  • Control use and safekeeping of company vehicles and maintenance thereof (service, tyre changes, fines are paid etc);
  • When required collect and deliver company postage.

 

Added Responsibilities

  • Interact with other programmes;
  • Administer office space Management;
  • Interact with CMMS on maintenance lodged by tenants or programmes;
  • Interact with Service Providers e.g Canteen, Printing, Grass Cutting etc;
  • Provide Monthly reports on Facilities and Office Admin related matters;
  • Understands Safety, Health & Environment.

 

EXPECTED OUTCOMES

  • The CDC offices run smoothly on a day to day basis;
  • Reduction of overhead costs;
  • Company vehicles and booking systems are well maintained;
  • Movable assets under the control of office management are properly managed;
  • Groceries, refreshments and stationery stock levels are maintained;
  • Furniture is received in good order and timeously as and when required;
  • New employees receive all necessary equipment upon arrival;
  • Ensure that invoices received from Finance for authorisation are returned to Finance speedily to ensure that payments are made on time;

MINIMUM REQUIREMENTS

  • National Diploma in Office Management or any other related field of study;
  • Minimum of 3 years’ experience in an office management environment;
  • Good computer skills and communication skills;
  • Valid driver’s license.

SUPPLY CHAIN MANAGEMENT COORDINATOR - FINANCE UNIT: SUPPLY CHAIN MANAGEMENT

ACCOUNTABILITY

To provide operational coordination and administrative support across functional units within the Supply Chain Management (SCM) unit. This role acts as a central link between the SCM Unit Head and the functional units to ensure seamless alignment, strategic coherence, and consistent execution of SCM policies, plans, and operational activities. The SCM Coordinator facilitates effective communication and coordination between policy direction and operational implementation, ensuring that all SCM functions collectively support the organisation’s strategic objectives while maintaining full compliance with applicable legislative frameworks, internal controls, and governance standards.

 

MANDATE

KEY PERFORMANCE AREAS

Demand Management (Planning and Forecasting)

  • Support the preparation of the annual procurement plan, ensuring it is informed by credible demand forecasts and aligned with the approved budget. 
  • Coordinate engagement sessions with Business Units and Programmes to identify procurement needs and verify that specifications and terms of reference are complete and compliant. 
  • Track the progress of planned procurements against approved demand plans, identifying potential delays or deviations.
  • Assist in the preparation and submission of reports on demand management performance, including trends, variances, and recommendations.

Monitoring and Control (Policy Implementation & Performance Oversight)

  •  Monitor procurement transactions to ensure compliance with all applicable public procurement prescripts and CDC’s SCM policies. 
  • Maintain accurate and up to date records of all procurement activities and service provider data. 
  • Provide support to the SCM Compliance Office by coordinating and facilitating audit related activities across all SCM functional units, ensuring continuous audit readiness and the timely submission of accurate information during both internal and external audit processes. 
  • Track and report on supplier performance, delivery schedules, and contract milestones in collaboration with relevant Business Units and Programmes.
  • • Assist in the implementation of corrective measures and process improvements based on performance monitoring and audit findings.

SCM Intelligence 

  • Gather and consolidate procurement related data across all SCM functional units to support evidence based decision making. 
  • Analyse procurement transactions and processes to detect potential irregularities, compliance gaps and emerging risks, and proactively report findings to the SCM Unit Head and SCM Compliance Office. 
  • Monitor market conditions, supplier performance, and pricing trends to inform sourcing strategies and value for money assessments. 
  • Track and analyse SCM performance indicators to generate insights that support continuous improvement. 
  • Review procurement trends and audit findings to identify systemic issues and recommend corrective actions for policy refinement. 
  • Prepare periodic analytical reports and dashboards to inform SCM Unit Head of operational and strategic risks. 
  • Serve as an early warning mechanism by identifying and escalating potential non-compliance areas, supplier risks, or inefficiencies that may affect service delivery or governance outcomes. 
  • Contribute to the development and refinement of SCM procedures, templates, and systems to enhance process efficiency and compliance. 
  • Support the preparation of management reports, including monthly, quarterly, and regulatory reports on SCM performance.

Stakeholder Management 

  • Maintain a professional and cooperative relationship with all stakeholders (internal and external) to foster trust, accountability and responsiveness in service delivery. 
  • Facilitate the collection and consolidation of feedback from Business Units/ Programmes and Service Providers on procurement performance to inform process improvements.

General Administrative Support 

  • Oversee secretarial duties to SCM committees (e.g., Bid Specification, Evaluation and Adjudication Committees). 
  • Review BSC packs for accuracy and completeness prior to inclusion in the agenda and provide recommendations for any necessary amendments or improvements. 
  • Facilitate communication between SCM functions to ensure smooth information flow and alignment. 
  • Develop and maintain dashboards and reports on procurement spend, supplier performance, contract compliance, and turnaround times.

ACCOUNTABILITY

The Key Accounts Manager is accountable to the Unit Head: Vulindlela Accommodation and Conference Centre (VACC), a business unit of the Coega Development Corporation (CDC).

 

MANDATE

The Key Accounts Manager is mandated by the Board of Directors of the Coega Development Corporation to support the commercial growth and financial sustainability of VACC through proactive business development, sales and key account management under the overall direction of the Unit Head: VACC.

 

DESCRIPTION

 

DUTIES AND RESPONSIBILITIES

The Key Accounts Manager is responsible for driving business development and revenue growth across VACC's accommodation, conferencing, functions and related service offerings. The position is further responsible for expanding VACC's client base, developing new markets and establishing and maintaining sustainable relationships with key corporate, government and other institutional clients. In pursuance of this objective, the Key Accounts Manager is required to:

  • Drive the implementation of the VACC sales and business development strategy to achieve agreed revenue targets.
  • Identify and pursue new business opportunities across accommodation, conferencing, functions and other VACC revenue-generating services.
  • Develop a thorough understanding of VACC's target markets, client segments, products, services and competitive positioning.
  • Develop and maintain strong long-term relationships with key corporate, government, institutional and other strategic clients.
  • Grow existing key accounts by identifying opportunities for additional accommodation, conferencing, functions and related business.
  • Proactively develop non-CDC and non-SEZ business to diversify VACC's revenue base and reduce reliance on internal and traditional business sources.
  • Identify prospective clients and maintain a structured pipeline of leads, opportunities and potential business.
  • Conduct physical, virtual and telephonic sales engagements with existing and prospective clients.
  • Arrange and host site inspections, educational visits and familiarisation sessions for prospective clients to showcase VACC's facilities and service offerings.
  • Prepare proposals and customised business solutions in collaboration with the relevant VACC departments.
  • Develop a detailed understanding of key clients' needs and requirements and ensure that appropriate solutions are developed to meet those requirements.
  • Negotiate commercial arrangements and contracts with key clients within approved CDC delegations, policies and procedures.
  • Work closely with VACC Operations, Functions, Accommodation, Finance and other relevant departments to ensure that client commitments are operationally achievable and successfully delivered.
  • Communicate client requirements and concerns timeously to the relevant departments and management to support high levels of client satisfaction.
  • Monitor key accounts to identify risks, opportunities, changing client requirements and potential revenue growth.
  • Develop and maintain a VACC sales and business development plan covering revenue targets, client acquisition, account growth and market development.
  • Maintain accurate records of sales activities, client engagements, opportunities, quotations and confirmed business.
  • Monitor the conversion of enquiries and quotations into confirmed business and identify interventions required to improve conversion rates.
  • Compile monthly and quarterly reports on sales performance, key accounts, revenue generated, pipeline development, client retention and forecasts.
  • Provide reliable revenue forecasts based on confirmed business and the active sales pipeline.
  • Conduct market and competitor analysis to identify changes in demand, pricing, client preferences and new business opportunities.
  • Represent and promote VACC at relevant trade shows, exhibitions, networking events, industry engagements and other business development platforms.
  • Work collaboratively with relevant CDC marketing and communications functions to promote VACC's products, services and facilities.
  • Support initiatives aimed at improving utilisation and occupancy of VACC's accommodation, conferencing and functions facilities.

  • Degree or Diploma in Sales, Marketing, Business Management, Hospitality Management, any related discipline or equivalent.
  • Minimum of 5 years' relevant experience in sales, business development or key account management.

  • Drive the BWBSH sales strategy and increase client base;
  • Understand the BWBSH ideal client base and how they relate to BWBSH products and services;

To conduct negotiations with potential investors, tenants, and other stakeholders, as well as to commercialise the CDC’s various service offerings.

Commercial Negotiations

  • Undertakes negotiations on behalf of the CDC with investors and other stakeholders or third parties
  • Develops and oversees negotiations of investment contracts between the CDC and contracting parties in a manner that contributes to the CDC’s overall objectives (and specifically its financial viability) but recognising the financial, tax, technical, legal and environmental imperatives driving each investment
  • Develops appropriate contract documents in consultation with CDC legal services 
  • Commercialises the various services the as proposed by the CDC to render to investors / tenants in the SEZ
  •  Assesses the viability of future investments and services to be rendered
  • Develops business models that allow each service to be rendered on a commercial basis and, to the extent necessary, commercialise the service renderings
  • Develops appropriate property and space solutions for investors in the SEZ
