REMUNERATION: R91 242.64 pm (basic salary, excluding benefits)

Minimum Requirements:
· Matric Certificate plus
· BCur Degree/Diploma in General Nursing Science, Midwifery, Community and Psychiatric Nursing accredited with the South African Nursing Council (SANC) NQF level 7.
· Postgraduate Diploma in Clinical Nursing Science, Health Assessment, Treatment, and Care/Clinical Specialisation in Primary Care Nursing (NQF level 8)
· Postgraduate in Health Service Management or Nursing Administration (NQF level 8).
· Proof of registration with the relevant Health Professional Body.
· A valid driver’s licence
OR
· MBChB accredited with the Health Professions Council of South Africa (HPCSA), NQF level 8.
· Relevant Postgraduate Diploma qualification in Public Health/Health Management /Health Services Management or any health-related field
· Proof of registration with the Health Professional Body.
· A valid driver’s licence
AND
· 8 years or more working experience with National Priority Programmes involving Non-Communicable Disease Control, Substance abuse and Mental Health as well as Maternal, Reproductive and Women’s health programmes, of which 4 years or more must be at the middle management level.
Primary Function:
To lead, develop, give strategic direction, manage and oversee the implementation of health programmes that minimise the burden of diseases resulting from Non -Communicable Diseases (NCD’s), including Substance Abuse and Mental Health as well as Maternal, Reproductive and Women’s Health programmes. Monitor, evaluate and control the implementation in all Regions in the City in order to ensure prevention, reduction of incidence and control of the prevalence of Non-Communicable diseases amongst the citizens of Johannesburg. Ensure that the provision of the Non-Communicable Diseases programme in the City is developed and implemented within and aligned to the national and provincial framework.
Key Performance Areas:
· Provides the direction, planning, support and leadership
· Leads, supports and controls the financial management, budgeting and forecasting
· Direct, lead, plan, organise, manage, control, monitor and evaluate the health information processes that are specific to the operations of the service delivery issues pertaining to the National Priority Programmes, District Health Information System [DHIS], Skills Development and Training, Quality Assurance, Research and Health Promotion programmes
· Leads, supports, controls and participates in the implementation of specific procedures, systems and controls associated with a supportive and motivating climate for the incumbents in the Unit to perform optimally
· Leads and supports training and strengthens the capacity of managers and operational staff in relation to Non-Communicable Diseases, including Substance abuse and Mental Health, Maternal, Reproductive and Women’s Health Programmes
· Direct the implementation, monitor and evaluate Non-Communicable Diseases, Maternal, Reproductive and Women’s Health Programmes in the City
Leading Competencies:
· Knowledge of other business processes feeding into and those dependent on the skills development processes, analytical thinking, understanding of the management and control of Non-Communicable Diseases, Computer skills to ensure ability to compile reports, keep the database up to date; manipulate and analyse data; do presentations at meetings/training sessions/ workshops, etc. Highly proficient with Microsoft Office Suite (MS Word, Excel, and PowerPoint),
· Understanding of various systems used within the city such as SAP, data management systems, electronic document management systems, Outlook, etc.
· Good written and oral communication skills in English, and must be able to communicate and coordinate effectively with other stakeholders;
· Attention to detail and high levels of accuracy, and excellent planning, organising, coordinating, and time management skills.
Core Competencies:
· Knowledge of the local government environment, District Health Information System [DHIS], and Health Promotion Programmes Work.
· Extensive knowledge and Experience in National Priority Programmes.
· Knowledge of relevant standards as well as the statutory and regulatory framework within which the Employee Development function operates
· Collaborative/Teamwork, Values and Integrity, Attention to detail, and quality-focused;
· Customer and Service Delivery Management (Batho Pele), Ethics, Professionalism;
· Impact and Influence according to the City’s protocols, legislation, and standards.
