Minimum Requirements:

Core Responsibilities:
- Provide secretarial support to various Sub-Committee sittings and Forums to ensure laid down guidelines are applied and all secretarial and support requirements associated with the Committee functions is efficiently undertaken and completed
- Responsible for general clerical functions, minute taking and recordkeeping to ensure minutes of meetings are accurately compiled, reflective of discussions and verified prior to circulation and laid down administrative procedures associated with recordkeeping complied with
- Perform any other relevant administrative task pertaining to the competency of the post and the section as required by the Chief Committee Officer to ensure adequate support is made available and requests and instructions adhered to

Core Responsibilities:
- Provide strategic input, capability and leadership in the development of the petitions and hearings policies and guidelines to ensure effective and efficient functioning of the petitions and hearings service
- Plan and implement operational processes that are aligned with the divisional objectives to ensure implementation of the operational processes as contemplated in the defined operational strategy of the division
- Manage and maintain governance and risk management activities within the petitions and hearings section of the division to ensure compliance with governance and risk management requirements
- Participate and implement in the financial processes of the division during budgetary processes to ensure compliance with financial controls as contemplated in the MFMA

- Implement operational, strategies, processes, systems and procedures to ensure overall administrative functionality of the wards in the region

- Direct, control and supervise personnel to ensure compliance to Council policies and procedures for the division to perform its expected functions
- Ensure administrative and logistical support to Ward Committees to ensure Ward Committees are well resourced and enabled to carry out their duties and responsibilities
- Ensure administrative and logistical support to Ward Councillors to enable Ward Councillors to optimally perform their functions
- Provide summarised formatted information to the Council on Ward Committee activities to keep Council informed about Ward Committee activities and utilize formatted information as a tool for monitoring and evaluation
- Implement financial control measures and capital budgetary coordination to ensure compliance with the Council policies and procedures as contemplated in the MFMA
- Ensure compliance with the Council procurement policy and procedures to ensure compliance to Council policies and procedures

- Bachelor's Degree in Supply Chain Management or relevant equivalent NQF Level 7 qualification
- MFMA Certification will be an added advantage
- 5 - 8 years' experience in a supply chain management environment

Core Responsibilities:
- Ensure that goods and services are procured in accordance with authorised procurement processes
- Plan, organise, lead, manage, implement, control and monitor overall administrative and financial practices, ensuring compliance with the MFMA and Local Government Acts, in alignment with the overall finance strategy
- Develop operational targets in support of tactical delivery plans and organisational strategic objectives in partnership with divisional leadership
- Ensure that procurement of goods and services, either through quotations or through a bidding process, shall be within the threshold values as determined by the MFMA
- Implement risk management, governance and compliance policy and processes to identify and manage governance and risk exposure liability
- Monitor and enforce effective financial control, corporate governance and financial compliance
- Deliver on service level agreements aligned with the Batho Pele principles
