Minimum Requirements:
- Bachelor's Degree in one of the following disciplines: Urban and Regional Planning; Geography / GIS; Economics, Data Science; Statistics; Computer Science; Development Planning; Science; Research Methodology or relevant equivalent NQF Level 7 qualification
- 3 - 5 years of experience in research, analysis, or strategic planning roles, preferably in a Municipality or Urban Planning context
- Strong understanding of urban issues, policy analysis and data interpretation
- Proficiency in statistical analysis software and tools (e.g. GIS or Excel)
- Exceptional written and verbal communication skills with the ability to convey complex information in an understandable manner
- Experience with project management and the ability to manage multiple priorities in a fast-paced environment
- Strong problem-solving skills and attention to detail
Core Responsibilities:
- Conduct research and analytical initiatives to provide evidence-based insights that inform policy development, organisational performance and executive decision-making
- Contribute to the development of a data-driven planning and intelligence capability through the integration of research, analytics and business intelligence practices
- Collect, analyse and interpret socio-economic, demographic, spatial and service delivery data to generate strategic insights
- Leverage GIS and spatial intelligence tools to identify trends, development patterns and service delivery challenges across the City
- Develop and maintain data models, dashboards and intelligence products that support evidence-based planning and performance monitoring
- Collaborate with internal and external stakeholders to strengthen the City's research, intelligence and data-driven planning capabilities
- Provide feedback on governance, risk and compliance practices & escalate unresolved issues via appropriate channels for investigation and resolution
- Contribute to the preparation of monthly and annual budgets and financial reports in accordance with statutory and Council presentation requirements

Core Responsibilities:
- Design, develop, research implement and advise on official corporate communication programs and activities to support expansion and growth of COE's services and products to relevant stakeholders via electronic media platforms
- Develop, maintain, upload and update the official Internet website, Intranet website and New Applications
- Maintain an electronic database of web and application development service providers and sourcing quotations and proposals for work from this database
- Support alignment of timely and effective internal communications by developing and maintaining an editorial schedule and by being a key driver of content including corporate news and polls
- Ensure that the development, maintaining and updating of the official website and applications conforms to high standards of editorial content, functionality and graphic design quality
- Partner with Web Forum, ICT department, other departments of COE, Web Administrators, Content Owners and Project Stakeholders
- Implement risk management, governance and compliance policy and processes in identifying and managing governance and risk expose liability
- Monitor and enforce effective financial controls and corporate governance

- Manage the DLTC and VTS operations by ensuring proper planning and alignment to divisional strategies
