Job Purpose

Responsible for efficient and effective Human Resources and Financial Management (planning, organizing, leading, coordination and control) of the Property Management Division at Regional level and to Manage all Properties in the Property Portfolio of Council as well as all Property Management processes (including customer, revenue enhancement and contract management practices) at Regional Level to minimize risk and ensure social, environmental, economic and strategic returns of the portfolio, with due regard to Property legislation, policies, supply chain management and procedures of Council.

 

Minimum Requirements:

  • Bachelor's degree in Real Estate or Law or Public Administration
  • A valid driver's licence
  • 5 to 8 years' experience in a management role in Property Management (Leasing, Acquisitions, Disposals etc)

 

Core Responsibilities:

  • Human Resources and Financial Management of the Property Management Division at Regional level, and all properties in the Property Portfolio of Council
  • Ensure the division meets its strategic objectives to maximise economic, social and environmental returns from its property portfolio; reductions of business costs and protection of Council's interest.
  • Provide inputs on Property Management, Departmental policies and promote business strategy
  • Lead and monitor the management of Regional offices in respect of processing of applications for lease or purchase of Council property and management of the regions' lease portfolio
  • Ensure that effective and efficient operational processes are constantly developed and improved to meet all the departmental goals and objections
  • Ensure that Property management inspections reports are appropriately compiled, recorded and read in conjunction with the relevant reports to Council
  • Manage Councils lease portfolio by collaborating with relevant units to give effect to Departmental Real Estate Strategy and Lease policy
  • Monitor the effective management of the Councils property portfolio by ensuring compliance with legal contracting requirements
  • Comply with the requirements of MFMA in respect of collection of monies owed to the City and other relevant legislation.
  • Collaborate Facilities Management Division to ensure development of pro-active maintenance strategy and program
  • Maintain Regional offices and Department communication and liaise strategically with internal and external stakeholders
  • Manage and ensure compliance with appropriate Service Level Agreement's to give effect to service delivery priorities and strategies of Regional office and the Division/Department

Job Purpose:

To provide technical and administrative support within Construction Section of the Roads and Transport Management department by assisting with the supervision, monitoring, coordination and reporting of municipal construction and maintenance projects.

 

Key performance areas:

  • Monitor stormwater, sidewalks, kerbing, paving and associated civil infrastructure works
  • Conduct regular site inspections to monitor contractor performance
  • Monitor workmanship quality, progress against programme and compliance with approved drawings and specifications
  • Identify construction defects, non-conforming work, risks and report these to the responsible official for corrective action
  • Monitor compliance with environmental management requirements
  • Ensure proper housekeeping on construction sites and assist that construction activities comply with occupational health and safety requirements
  • Ensure that projects are completed in accordance with approved specifications, quality standards, safety requirements and budgets
  • Support the preparation of project documentation, including progress reports, completion reports, snag lists and record information
  • Respond to public complaints and queries related to construction activities and escalate matters where necessary

 

Core Requirements:

• National Diploma in Civil Engineering

• 1 year’s in a relevant environment

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Job Purpose:

To plan the routes and frequencies of the IRPTN buses based on the projection of demand and on the operating license of the SPV/VOC and communicating these to the bus operating company after approval thereof by the Senior Manager: Operations.

 

Minimum Requirements:

  • National Diploma (NQF Level 6) in Transport Management or Transport Economics, or Public Transport Operations or Operations Management
  • 2 years' experience in either of the following field: Public transport operations, Bus scheduling and route planning, or Transport demand analysis of Fleet scheduling, or Operations Control Centre environments

 

Core Responsibilities:

  • Plan, compile and oversee monthly and weekly operational plans with daily detail of planned routes and frequencies.
  • Provide SPV/VOC with the weekly schedule in order for the latter to assign a bus number and specific driver to each service in the schedule, on a daily basis.
  • Receive the daily bus/driver schedule from the SPV/VOC.
  • Check and approve the SPV/VOC schedule.
  • Load the schedule received from the SPV/VOC onto the system.
  • Check and modifications of the schedule as necessitated by contingencies to inform future scheduling.
  • Balance the operational plan (schedule) with the financial analysis and economic projections of the revenues
  • Compile and provide daily reports to the Senior Manager: Operations, in respect of number, extent nature of modifications to the schedule.
  • Compile and provide daily, weekly and monthly reports.
  • Coordinate with routes planners, operators, finance on cost implications of schedule changes.
  • Provide data analysis on time performance and dwell times to adjust during headway and trip times.
  • Ensure that schedule comply with labour agreements.
  • Coordinate adjustments during incident delays.
  • Coordinate integration activities with the Operations Control Centre to support the implementation and optimisation of real-time scheduling systems.
