Minimum Requirements:

  • Post Graduate Degree in Business Administration or relevant equivalent NQF Level 8 qualification
  • Financial management qualification and/or organisational performance management qualification
  • NQF Level 5 Finance Management Qualification (MFMA) in terms of National Treasury requirement will serve as an advantage
  • 5 - 8 years' experience in a support management environment

 

Core Responsibilities:

  • Develop, manage and monitor overall administrative and financial practices, ensuring compliance with the organisational administration, accounting practices and Local Government Acts
  • Input and advise on strategic capability and leadership to contribute and implement to the overall Departmental strategy
  • Ensure operational processes to ensure effective delivery of business support functions
  • Ensure governance and risk management compliance to ensure compliance with all relevant legislation, policies, processes and resolutions and minimize risk
  • Ensure effective financial management and processes to ensure the effective allocation and utilisation of funds
  • Drive customer service orientation to ensure excellent customer service delivery to all stakeholders

  • Ensure administrative and logistical support to Ward Committees to ensure Ward Committees are well resourced and enabled to carry out their duties and responsibilities
  • Ensure administrative and logistical support to Ward Councillors to enable Ward Councillors to optimally perform their functions
  • Provide summarised formatted information to the Council on Ward Committee activities to keep Council informed about Ward Committee activities and utilize formatted information as a tool for monitoring and evaluation
  • Implement financial control measures and capital budgetary coordination to ensure compliance with the Council policies and procedures as contemplated in the MFMA
  • Ensure compliance with the Council procurement policy and procedures to ensure compliance to Council policies and procedures
  • Ensure implementation of legislature outreach programs to ensure implementation and compliance with the processes
