Job Purpose:
To plan, organise, lead and control engineering requirements and initiatives for the department and manage all associated resources requirements in area of accountability.
Minimum Requirements:
- Bachelor’s Degree in Civil Engineering, (BEng; BSc Eng NQF Level 7)
- Registration with ECSA, as a Professional Engineer
- Valid driver’s licence.
- MFMA certification or relevant MFMA knowledge will be added as an advantage.
- At least 6 years’ relevant experience in water and sanitation design environment and project management, with 2 years in a managerial role.
Core Responsibilities:
- Develop operational targets in support of tactical delivery and organisational strategic objectives in partnership with divisional leadership.
- Managing and approving technical water and sewer designs prepared internally and by consultants.
- Ensure that the right engineering standards and specifications are applied.
- Communicate a meaningful strategic context that guides and directs best practice, integration, process alignment and service delivery.
- Implement, plan and drive an overall engineering operational strategy and plan.
- Develop annual operating plan to meet established annual objectives and organise and prioritise tasks and work processes needed to achieve the plan.
- Prepare and deliver monthly and quarterly reports as per developed set standards and requirements, legislation and regulations.
- Assist with the implementation of engineering activities for the department.
- Advise on engineering plans and projects for the area of accountability.
- Scan external environment to identify and take advantage of new knowledge of related acts, regulations and regulatory frameworks to improve results.
- Prepare, devise and give comments on any engineering activities for the department.
- Implement risk management, governance and compliance policy and processes to identify and manage governance and risk expose liability.
- Provide overall direction in terms of overall engineering management and implementation.

- Ensuring that the maintenance and drafting of purchase specifications for materials and equipment used in the distribution systems are executed.
- Preparing and delivering monthly and quarterly reports as per developed set standards and requirements, legislation and regulations.
- Evaluating conditions of tenders or contracts in order to mitigate risk exposure.
- Compliance with legislation, by-laws, regulations, policies and procedures.
- Monitor and enforce effective financial controls, corporate governance and financial compliance throughout the area of accountability.
- Oversee the preparation of monthly and annual budgets and financial reports in accordance with statutory and Council presentation requirements.
- Deliver on service level agreements that are aligned with the Batho Pele principles, and monitor feedback to ensure continued customer satisfaction.
- Lead and manage direct and indirect teams by providing a meaningful context, setting performance standards and educating on policy and processes.

Minimum Requirements:
- Degree in Mechanical Engineering or Transport Management (NQF Level 7)
- Finance management Qualification NQF level 5 MFMA will serve as an advantage
- Trade Test in motor or diesel mechanic
- 6 years relevant experience in Automotive workshop management, Vehicle repairs and maintenance as well as Fleet management
Core Responsibilities:
- Ensure efficient and effective management, co-ordination and control of workshop operations in your area of accountability
- Responsible for management of the Fleet workshop for repair, maintenance as well as the Stores for spare parts
- Responsible for the compilation of the budget in your area of accountability and oversee the preparation of monthly and annual financial reports
- Develop and implement quality control processes, risk analysis and managing risks in order to ensure effective implementation of programme management frameworks, tools and systems
- Effective and efficiently promote good governance and compliance of applicable legislation and prescribed policies
- Ensure compliance to financial regulations and policies, monitoring and enforcing effective financial control, corporate governance and financial compliance
- Establish, influence and manage strategic internal and external relationships inclusive of customers, service providers and relevant legislative agencies and structures.
