CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
The accountant is responsible for financial reporting, compliance, and transactional accounting in line with the Public Finance Management Act (PFMA) and other regulatory frameworks applicable to CEF. This role ensures accurate financial records, supports audits, and contributes to the effective management of public funds.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and National Diploma (NQF 6) in Accounting / Finance or equivalent qualification.
- 5 to 8 years in accounting or related field.
- Bachelor’s degree (NQF 7) in Accounting/Finance or equivalent qualification will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Strong technical knowledge of accounting standards (IFRS/GAAP).
- Knowledge of the PFMA.
- Knowledge of operational finance, cash flow management and transaction processing.
- Coordination and communication skills.
- Information System Skills (SAGE 300, ACCPAC, Caseware, etc).
- Record keeping and documenting skills.
- Problem solving and time management skills.
- Understanding of the energy sector and state-owned company environment, where relevant.
KEY PERFORMANCE INDICATORS:
Financial accounting and reporting
- Prepare monthly, quarterly, and annual financial statements in accordance with IFRS and PFMA.
- Ensure accurate general ledger reconciliations and financial data integrity.
- Assist in the preparation of reports for submission to the National Treasury, Auditor-General, and Board Committees.
Operational finance and business support
- Processing of supplier invoices, payments, and reconciliations.
- Monitor accounts receivable and follow up on outstanding payments.
- Ensure that all financial transactions are recorded accurately and on time.
General Ledger and reconciliations
- Knowledge of the PFMA.
- Responsible for posting journal entries and reconciliations by posting journal entries and ensuring transactions are classified correctly.
- Processing journal entries such as deprecation, accruals and prepayments.
- Adjust journal entries required to correct misallocations and errors.
- Document supporting evidence for each journal entry.
- Submit journal entries for approval.
- Perform monthly reconciliation of bank accounts, AP & AR ledger, Fixed asset register, payroll, VAT and tax accounts.
- Resolve discrepancies and outstanding balances.
Tax submissions
- Prepare and submit tax returns and statutory filings in accordance with local regulations.
Finance administration and documenting
- Responsible for ensuring that all records are stored and filed for easy retrieval.
- Support the team during audits by providing requested information.

SHEQ MANAGER: RE-ADVERTISEMENT

The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
Lead the development, maintenance and implementation of SHEQ policies, systems and programmes, in compliance with applicable legislation and international standards to ensure employee health and safety, environmental sustainability, and quality assurance across the refinery.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and Honours Degree (NQF 8) in Environmental Sciences / Health and Safety / Engineering/ Quality Management or equivalent qualification.
- 5 years' experience managing the SHEQ function or projects.
- Registration with a professional body is required/SAIOSH registration is preferred.
- Master’s Degree (NQF 9) in Environmental Sciences / Health and Safety / Engineering/ Quality Management or equivalent qualification will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Basic knowledge of ISO Standards (OHSAS18001, ISO4001, ISO9001).
- Knowledge of South African SHEQ legislation.
- Knowledge on SHEQ Management systems and incident investigation.
- Basic knowledge of occupational health practice management.
- Knowledge of Total Quality Management principles.
- Knowledge of Public Finance Management Act (PFMA).
- Basic understanding of safety systems/protocols and associated equipment standards.
- Knowledge of the National Key Points Act standards/requirements.
- Basic knowledge in Risk management principles and protocols.
- Competent in major hazard installation protocols, including classification, storage and management of hazardous waste matter.
- Good in environmental monitoring and management.
- Knowledge on SHEQ assessments, auditing & incident management
- Knowledge of investigation techniques, risk analysis and reporting
- Knowledge of budgeting and people management
- Strong research and presentation skills

KEY PERFORMANCE INDICATORS:
SHEQ Strategy & System Oversight
- Develop, implement, and review integrated SHEQ policies, procedures and systems for the refinery.
Environmental Management
- Oversee the Environmental Officer in conducting impact assessments, managing environmental risks and compliance reporting.
Occupational Health and Wellness
- Manage and support the Occupational Nurse in implementing employee wellness, occupational health surveillance and injury case management.
Safety Management
- Guide and review the Safety Officer’s implementation of health and safety standards, risk assessments, emergency planning and incident investigations.
Quality Assurance
- Lead and support the Quality Officer in implementing quality control systems, managing ISO certifications and internal/external audits.
Audit and Risk Compliance
- Coordinate SHEQ audits, monitor risk registers and ensure corrective actions are implemented across functions at the refinery.
Stakeholder Engagement
- Represent SHEQ in engagements with communities, regulators, and internal/external auditors.
People Management
- Oversee performance, development plans and coaching of SHEQ team members
Budget and resource management
- Develop and manage the departmental budget, aligning resources to SHEQ plans and priorities.
