SENIOR MANAGER
DIRECTOR: TECHNICAL & PLANNING SERVICES
(PERMANENT EMPLOYMENT CONTRACT)
Appointment will be made in terms of section 56 of the Municipal Systems Act, 32 of 2000. Appointment is subject to compliance with the minimum prescribed higher educational qualification, experience and attainment of demonstrated evidence of competent, advanced or superior competency level as measured against the competence requirements for senior managers as set out in the Regulations on Appointment and Conditions of Employment of Senior Managers (GNR.21 GG37245, dated 17 January 2014). The position will be stationed in Clanwilliam. Appointment subject to the signing of a contract of employment and performance contract and a disclosure of financial interest.
Key Responsibilities: Report directly to the Municipal Manager on key departmental activities Overall management of the Civil, Electrical, MIG, etc. Provide strategic and operational leadership in the Technical Services department of the municipality to ensure compliance with legal requirements in all functions of the department Ensure adequate clean water supply Ensure effective and environmentally friendly sewer purification Ensure an economic and sustainable road network Ensure the design and implementation of effective storm water Drainage and kerbing Ensure effective resurfacing of roads and repair of potholes Ensure adequate electricity supply in compliance with legal requirements Provide support and advice to the municipal manager and council Develop policies, practises and operating standards relevant to the Technical department.
Requirements: Bachelor of Science Degree in Engineering / BTech: Engineering; or equivalent Minimum of five (5) years’ experience at middle management level, or as a programme / project manager (3 – 4 years must be at professional / management level engineering management experience Good knowledge and understanding of relevant policy and legislation Good knowledge and understanding of institutional governance systems and performance management Must have extensive knowledge of the public office environment Must be able to formulate engineering master planning, project management and implementation A Certificate of competency as required in terms of the General Machinery Regulations 1998 Registration with a recognised relevant engineering body will be an added advantage Successfully completed all the Prescribed Minimum Competency Level in Unit Standards as required in Regulation 5 provided for in GNR. 493 GG 29967, dated 15 June 2007, as amended by GNR 1146 GG 41996, dated 26 October 2018 (municipalities were granted exemption from regulation 15 and 18 of Government Gazette 29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months of date of employment) ● Computer Literacy ● Effective Communication Skills in at least two of the three official languages of the Western Cape (English, Afrikaans, Xhosa) ● Strategic Thinking Skills ● Posive Atude ● Valid Code B driver’s licence.
Remuneration: A total remuneration package ranging from R1,349 239 – R 1,483 504 plus a 7 % Remote Allowance as prescribed in the Upper Limits of Total Packages Payable to Managers directly accountable to municipal managers (GN. 7774, GG 55150, dated 5 August 2026) of a Grade 3 Municipality.

JOB TITLE: SUPERINTENDENT
(THIS POSITION WILL BE STATIONED IN LAMBERT’S BAY / ELANDS BAY)
Duties: Coordinates the key performance areas and result indicators associated with the rehabilitation and maintenance of civil services infrastructure (roads, water, sewage, storm water drainage, refuse removal, facilities, parks, sport field, gardens, open spaces and cemeteries) and the adequacy of traffic signage and road markings through investigation and interpretation of developmental requirements against the capacity and capability of the departmental to accomplish immediate, short and longer term service delivery objectives ● To plan, lead, organise and control, efficiently, proactively and objectives based, a decentralized area based maintenance and construction services in respect of Roads and Storm water, water supply and reticulation, sewerage collection network and pumping, facilities, parks, sports grounds cemeteries, sanitation, Public Open Spaces, public amenities (inclusive of public toilets) to establish and maintain improved service level standards to local communities Directs and controls the key performance indicator’s and outcomes of personnel within the Directorate: Technical & Planning Services ● Implement procedures, systems and controls to regulate specific work sequences and general practices / processes as dictated to in environmental health legislation and by – laws ● Co-ordinates, monitors and controls road and storm- water repair and construction work at specific sites ● Controlling the utilization of materials and discharging / offloading of materials for repair or reconstruction works ● Completes internal transactional required quantities of materials ● The full scope of duties is contained in the job description.

JOB TITLE: 2X PROCESS CONTROLLERS CLASS IV:
(THE POSITIONS WILL BE STATIONED IN LAMBERT’S BAY AND CITRUSDAL, PLEASE SPEFICY WHICH TOWN YOU APPLY FOR)
Duties: Responsible to control the treatment process at the water & wastewater treatment works and to supervise subordinates ● Supervises plant personnel during a defined shift period of a Water Treatment Works to ensure the maintenance of staff discipline and execution of work task ● Monitor and Control Plant Stock ● Plant Production and Asset Management ● The full scope of duties is contained in the job description.
Requirements: Grade 12 or relevant post matric qualification preferably a NTC 3 in Water Treatment or Waste Water treatment ● Minimum registrationon as a Class IV Process Controller as per R3630 or its amendments ● Trade related qualification: Operators certificate/ Waste water Treatment practice (N3) ● Code EB Driver’s Licence ● Basic computer literacy (MS Word / Excel / Outlook) ● Good Communication skills in two of the three languages of the Western Cape ● Good writing skills ● Demonstrate an in-depth working knowledge of treatment technologies, water engineering practises, mechanical- and electrical equipment ● Supervisory skills ● Aenon to detail ● Must be able to perform under pressure ● 5 years’ experience in operating a wastewater purification plant ● It will be an added advantage if candidates have a proven record of working experience and knowledge of an activated sludge treatment plant.
Remuneration: T9 - R 274 140.00 per annum plus normal municipal benefits
