MANAGER: MONITORING, EVALUATION, REPORTING AND LEARNING
The BANKSETA is a statutory body established through the Skills Development Act of 1998 to enable its stakeholders to advance the national and global position of the banking and alternative banking industry. As guided by its mandate, the BANKSETA is as such an agent of transformation by promoting employment equity and broad-based black economic empowerment through skills development.

Remuneration: R 906 582.00 – R 1 112 403.00
The Manager: Monitoring, Evaluation, Reporting and Learning is responsible for the maintenance, improvement and implementation of relevant monitoring and evaluation systems, preparation of the overall BANKSETA performance reports and for collection and approval of WSP submissions from stakeholders. The incumbent in this role is responsible for the overall monitoring and evaluation of the BANKSETA performance.
Main Responsibilities:
Monitoring and Evaluation Work
• Develop/improve and implement M&E systems to support learning programmes and implement the M&E system and submit necessary reports to internal and external stakeholders
• Identify business improvement opportunities and improvement in internal control systems within monitoring and evaluations and tracking and tracing
— Develop and maintain a system of tracking and tracing learners with assistance of Operations .and report on this.
• Ensure tracking and tracer studies; and impact assessments are conducted regularly.
• Facilitate and present workshops with relevant stakeholders in regards to M&E work and tracking and tracing work.
BANKSETA Performance Reporting
• Maintain and improve the BANKSETA performance framework aligned to the strategic goals of BANKSETA and ensure its implementation within set timelines.
— Prepare the overall quarterly BANKSETA performance report and annual performance report and where necessary table the report to internal and board stakeholders.
— Maintain the BANKSETA Performance Information database of high level evidence of APP indicators and targets achievement submitted by the various divisions.
- Check and collate the performance information submitted by the divisions.
- Provide responses to requests for performance reporting from statutory authorities.
— Provide assistance to Operations Department in DHET’s verification review of quarterly reporting
— Liaison with Audit in regard to review and audit of performance reports together with Operations department.
— Submission of the reports on APP targets, quarterly reports and annual reports on the Department of Monitoring and Evaluation (DPME) platforms.
• Provide support on the development of the Annual Performance Plan (APP) with clear indicators and Technical Indicator Descriptors (TID’s) align it
• Oversee the establishment or integration of all existing monitoring and evaluation systems and tools to ensure timely and accurate performance information reporting and identify any improvements required in the system and tools.
Risk Management, Divisional Oversight and Staff Management
- Prepare the Monitoring and Evaluation Unit’s divisional plan for approval by the Executive Manager: Strategy Organisational Performance and Research and oversee implementation of the plan within the unit.
— Review policies and processes within the unit and recommend policy and process changes to the Executive Manager: strategy and Research.
- Prepare and submit regular reports and ad hoc reports on the Monitoring and Evaluation unit’s operations to Management and external clients as and when required.
- Risk management and mitigation within the unit
• Provide team members within the unit with clear performance standards, job profiles and development plans, monitor, lead and oversee their work
• Conduct annual and bi-annual Performance Reviews and manage overall performance with the relevant team.
• Monitor employee well-being within the section and ensure staff motivation/morale is upheld.

Knowledge and Skills Requirements:
- Prior experience in monitoring, evaluation, and reporting roles within the public sector.
- Strong analytical skills and proficiency in data analysis and reporting tools.
- Ability to work collaboratively with cross-functional teams.
- Knowledge of performance management frameworks and continuous improvement methodologies.
Minimum Requirements:
- A minimum of 5 years’ experience in performing monitoring and evaluation work in a public entity (of which 3 years at management environment). Preference will be given to candidates who have performed this function at a SETA.
- A minimum of 1 years’ experience in performance reporting work at any level in a public entity. Preference will be given to candidates who have performed this function at a SETA.
- Bachelor’s degree or similar qualification on NQF 7 level or higher in monitoring and evaluation, Education, Research, Social Science, Business, Finance, Commerce or Economics, or similar field
