ABOUT THE JOB:
To provide assistance with the corporate procurement of products, materials, goods, services and supplies against Armscor’ s operating budget.
QUALIFICATION
· Grade 12 / Senior Certificate.
· National Diploma (Supply Chain Management /Procurement) or equivalent.
EXPERIENCE
· At least 2 years’ relevant work experience in supply chain function with specific experience in procurement.
CRITICAL PERFORMANCE AREAS
RFQ Management and Procurement Execution
· Independently manage the full RFX lifecycle, ensuring compliant and complete execution from preparation to awarding of orders.
· Engage proactively with internal stakeholders to clarify technical specifications, urgency levels, and service expectations.
· Prepare, review, and finalise RFXs and associated documentation in line with procurement policies and governance standards.
· Advertise RFXs on approved platforms and manage all bidder communications.
· Organise and facilitate bidder briefing sessions, record and distribute minutes, and ensure clarity on outcomes.
· Coordinate evaluation committee meetings, document decisions, and secure approvals from delegated authorities.
· Issue purchase orders to successful suppliers and maintain comprehensive documentation to ensure audit readiness.
Sourcing Strategy Support, Supplier Negotiation, Relationship and Performance Management
· Build and maintain strong supplier relationships to ensure quality, reliability, and long-term collaboration.
· Negotiate pricing, delivery terms, and contractual conditions with suppliers as required.
· Identify and resolve supplier performance issues, including delays, non-conformance, or quality concerns.
· Monitor ongoing supplier performance throughout the contract lifecycle to ensure full compliance with purchase orders.
· Maintain accurate supplier records and support supplier development initiatives where applicable.
· Support the implementation of sourcing strategies within the broader supply chain management environment.
· Execute administrative and operational sourcing controls to enhance value, compliance, and efficiency.
· Coordinate bid processes, supplier evaluation, and negotiation phases as required.
· Maintain accurate procurement records, contracts, and supporting documentation for compliance and audit purposes.
· Contribute to cost optimisation initiatives and support continuous improvements in category management.
Customer Engagement and Stakeholder Coordination
· Foster constructive working relationships to ensure operational continuity and stakeholder satisfaction.
· Provide timely updates to internal clients on procurement progress, potential delays, and risk mitigation measures.
· Offer guidance on procurement timelines, specifications, and compliance requirements.
· Facilitate alignment between internal customers and suppliers to ensure clarity and successful delivery outcomes.
· Maintain good relationships with internal and external stakeholders.
Governance, Risk and Compliance
· Identify, assess, and mitigate supply chain risks, including operational, financial, and reputational exposures, while ensuring adherence to internal policies, regulatory requirements, and ethical sourcing standards.
· Ensure compliance to Supply Chain regulations, policy, governance, compliance and applicable management documents at the Bid Specification and Bid Evaluation Committees.
· Ensure compliance with the SCM Code of Ethics and Armscor policies and procedures.
· Ensure the protection and confidentiality of information gathered.
KNOWLEDGE & FUNCTIONAL SKILLS
· Sound knowledge of Public Sector Supply Management
· Knowledge of Preferential Procurement guidelines
· Knowledge of PFMA
· Strong understanding of RFQ processes, bid administration, and contract management.
· Ability to interpret technical specifications and translate them into procurement documentation.
· Strong analytical and problem-solving abilities relating to pricing, supplier performance, and risk
· Understanding of market conditions, supplier dynamics, and sourcing trends.
