Chief Albert Luthuli Municipality hereby invites applications from suitably qualified persons for the following position – 

INTERNAL/EXTERNAL ADVERTISEMENT 

DEPARTMENT: TECHNICAL SERVICES 

POSITION: MANAGER PROJECT MANAGEMENT UNIT (PMU) 

POST LEVEL: 03 

SALARY SCALE: R 799 686.93 

DURATION: PERMANENT 

QUALIFICATIONS AND REQUIREMENTS 

·       Grade 12 

·       National Diploma in Civil Engineering/Project Management or relevant qualification in Engineering 

·       Bachelor's Degree in Civil Engineering/Project Management or relevant qualification in Engineering will be an added advantage. 

·       Registration as a Pr. Technician Engineering will be an added advantage 

·       Work independently within well-defined working relationships with other parties and disciplines. 

·       Supervises and monitors other members of the engineering team 

·       Eight (8) years or more relevant experience 

KEY PERFORMANCE AREAS 

·       Responsible for project planning and design, including compiling business plans for new infrastructure. 

·       Ensuring that projects are compliance with all applicable legislation, Policies and Conditions applicable to MIG, RBIG, WSIG, INEP etc. 

·       Facilitating the delivery of infrastructure-related projects and programmes to communities in accordance with the Integrated Development Plan and the National Policy. 

·       Managing and controlling Grant funding project applications by facilitating and supporting the compilation and processing of Grant funding business plans. • Provides advice/ information and guidance on the principles, procedures and applications associated with average and complex forms of Engineering Infrastructure Projects. 

·       Controlling the implementation of operational management, monitoring, performance and management of reporting systems and controls to maintain conformity with sound corporate governance principles, financial regulations and audit guidelines and statutory acts. 

·       Critically examining the adequacy of the Department's and Expanded Public Works policy and MIG directives with consideration to amendments to legislative prescripts and National/Provincial Government service delivery mandates. 

·       Managing the activities of the subordinates within the Project Management Unit. 

·       Preparing financial and technical project-related reports and/ or verifying the content of reports prepared by Technical Personnel prior to consolidation and submission to council, provincial and local level reporting. 

·       Adhere to all relevant construction conditions of contracts when monitoring projects
