Job description
Strategy and Implementation - Provide overall management of the ATM Planning and Technology Adoption function to enable achievement of the business unit objectives, as well as Operations and ATNS business strategies; Conceptualise and design the ATM strategy aligned to the ATNS business strategy; Provide the ATM Planning and Technology Adoption inputs and insights into the long-term ATNS strategy; Develop, implement, and articulate the ATM Roadmap and value proposition to the organisation aligned to the Operations and business strategies; Support the CATMO and COO in the development, implementation and management of the ATM Roadmap and Operations strategy aligned to the vision, culture, and business strategy of ATNS; Lead the designing and implementation of the ATM Planning and Technology Adoption operating model, including governance, service package as well as service level agreements; Manage and own implementation of the ATM Planning and Technology Adoption strategy post formulation to ensure achievement of the objectives; Drive delivery of the required projects/initiatives within the ATM Planning and Technology Adoption strategy to be on time, within budget and to the required standard; Lead implementation of processes to collect feedback on how all the ATM Planning and Technology Adoption aspects are being received in the business; Analyse trends and metrics in partnership with CATMO to develop the required solutions, programs, and policies aligned to the business needs strategies; Gather and Analyse relevant data, trends, and patterns and identify gaps and priorities, particularly in the key ATM Planning and Technology Adoption services to enable efficient achievement of the ATM Roadmap; Provide relevant policy guidance and interpretation, recommend, and implement changes as needed; Set clear targets for the ATM Planning and Technology Adoption to ensure achievement of such targets by cascading throughout the function; Lead development and implementation of an integrated annual business plan for ATM Planning and Technology Adoption to enable achievement of the business unit’s and ATNS strategies and targets; Support co-ordination and implementation of the corporate transformation strategy within ATM Planning and Technology Adoption in line with relevant policies and legislation; To be accountable for the promotion of the ATNS corporate culture within ATM Planning and Technology Adoption in support of corporate objectives.
Operationalize ATM Planning and Technology Adoption - Provide a strategic and operational thought leadership to the ATM Planning and Technology Adoption function to ensure achievement of the operations and overall business strategies; Conceptualise, design, implement and manage the ATM Roadmap aligned to the broader ATNS strategy; Provide inputs and insights into the overall ATNS strategy; Develop, implement, and manage the required ATM Planning and Technology Adoption operating model and infrastructure to meet requirements of all types of operations and clients; Set clear departmental targets to ensure achievement of the function’s strategy; Develop and implement an integrated annual business plan to enable the achievement of the ATM Roadmap; Ensure alignment between ATM Planning and ATNS strategy and other relevant business strategies in the company; Provide input to ATS Capacity in respect of the development of human resource requirements for ATM Planning to capacitate the function and ensure the achievement of current and future ATNS strategies; To ensure adequate, relevant, appropriate resources and processes are determined, available and deployed, to support and implement the service delivery model; Continuously measure, review, and enhance service delivery aligned to best practice and global benchmarks; Develop, maintain, measure, monitor and continuously review appropriate operational policies, procedures, and SLA’s; Ensure all operational risks are identified, appropriately and timeously measured, mitigated, and managed; Ensure optimal working environment for operational delivery team; Support HC to define the ideal staffing model to meet the requirements of the ATM Planning and Technology Adoption function aligned to the ATNS strategy; Ensure the availability of up to date and accurate ATM Planning and Technology Adoption statistics and data that enables business decision making; Develop, maintain, measure, monitor and continuously review appropriate ATM Planning and Technology Adoption policies, procedures, and SLAs to ensure their effectiveness and efficacy.
Managing ATM Planning and Technology Adoption - Identify conflicts with airspace control requests and facilitates airspace integration/deconfliction utilising appropriate automation tools; Provide professional advice into the development of relevant Civil Aviation Legislation; Ensure operational readiness for new technology adoption through effective change management, training, and process alignment for embedment in the Operational environment. Contribute to Air Traffic Management system developments and improvements to enable the future readiness of ATNS for the ongoing provision of effective and efficient air traffic service. Support the ATM Planning prepare plans, processes, procedures and both a safety and a business case for introducing new technologies into the operations environment. Identify and undertake research and development projects where required that will advance the operations safety objectives of ATNS. Lead the assessment and operational application of new ATM processes and procedures. Provide technical advice and input into airspace design. Identify and undertake research and development projects where required that will advance the operations safety objectives of ATNS. Research and benchmark ATM/cns new and emerging technologies in the global aviation industry. Identify, define and undertake research and development projects that will advance Airspace Management goals and objectives within ATNS. Participate in and contribute to appropriate ICAO regional and international planning meetings and SADC forums that will advance ATNS’ position. Provide technical leadership and guidance in ICAO, CANSO, SADC and other appropriate planning groups, sub-groups, working groups and task forces. Identify conflicts with airspace control requests and facilitates airspace integration/de-confliction utilising appropriate automation tools. Provide inputs into the development of relevant Civil Aviation Legislation. Provide specialist advice to ATNS and third parties. Represent ATNS at local stakeholder forums. Develop, maintain, manage and continuously review policies, processes, procedures and SLAs. Ensure the availability of up to date and accurate ATM Planning statistics and data that enables business decision making
Governance, Monitoring, Compliance & Reporting - Develop, implement, and manage a robust governance framework for the function; Continuously monitor and measure compliance to all efficiency policies and practices; Monitor efficiency performance of the entire ATM Planning and Technology Adoption environment; Prepare reports on ATM Planning and Technology Adoption function for all relevant stakeholders; Prepare ad hoc reports as and when required; Lead ATM Planning and Technology Adoption projects and risk assessment; Ensure compliance with relevant legislation, policy and standards; Consolidate inputs from all relevant parties to prepare strategic level reports for the COO and other relevant stakeholders.
Stakeholder Management -Build effective relationships with other relevant operational functions to ensure the required resources are available, to drive efficient and effective service delivery within the ATM Planning and Technology Adoption function; Ensure all ATM Planning and Technology Adoption stakeholders are managed; accordingly, Adapt operational delivery as practically as possible to meet client needs and expectations.
Finance & Cost Management - Lead development, utilisation, and management of the ATM Planning and Technology Adoption operational budget; Ensure effective leadership in the management of operational costs to enable efficient utilisation of financial resources; ensure compliance to the financial policies and procedures applicable in ATNS; Ensure accountability and reporting on all costs incurred against the approved budget.
People Management - Ensure the availability of skilled and competent staff in the ATM Planning and Technology Adoption function to meet the current and future needs aligned to the departmental and overall business strategies; Promote high levels of discipline and performance standards to achieve the ATNS strategies; Lead and manage the ATM Planning and Technology Adoption team to utilize their skills and expertise to support an integrated approach to research and innovation in the company; Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively; Mentor and coach staff to ensure continuous development and availability of the required skills; Ensure the transfer of knowledge and skills to enable sustainability within ATM Planning and Technology Adoption from a succession management perspective; Perform talent management aligned to the HC policies and procedures; Manage implementation of the transformation initiatives within ATM Planning and Technology Adoption to ensure an inclusive environment; Drive employee engagement and retention within the ATM Planning and Technology Adoption function.
Minimum requirements
Minimum Formal Qualifications:
• Air Traffic control (aerodrome control, or approach control, or area control)
• Post graduate qualification in Business Management / Leadership
Minimum Years of Experience:
• Minimum 8 years of experience in conceptualising, designing, and implementing Air Traffic Management airspace and operational efficiency including technology projects of which at least 5 years must be at middle management level.
Candidates who do not have postgraduate qualification, may apply, if they meet the following Alternative Qualification and experience:
· Formal leadership training or Management Development Program

Introduction
The purpose of this job is to provide overall business unit and operational leadership in the provision of Air Traffic Services at Lanseria Airport and implementation of regional strategy and policies aligned to the vision and overall business strategy of ATNS. Furthermore, the purpose of the job is to provide safe, orderly, efficient, and predictable Air Traffic Services in accordance with Company policy and ICAO Standards and Recommended Practices which will meet and satisfy all reasonable requirements of the aviation community in accordance with relevant ATS Policies and Procedures for ATS outputs.
Job description
Major Activities
Ø Provide operational leadership to the Air Traffic Service Unit to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.
Ø Provide operational Air Traffic Service Unit input and insights into the operations and long-term ATNS strategy.
Ø Participate in the development, implementation, and articulation of the regional strategy and value proposition to the organization aligned to the operations and business strategies.
Ø Support the Head and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS.
Ø Lead the design, implementation and management of the Air Traffic Service Unit business plan, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements.

Ø Build and maintain strong business relationships with customers to understand their strategies and plans to ensure alignment of the Air Traffic Service Centre/Unit operations to their needs.
Ø Ensure continuous collaboration for conducting research and development to enable continuous enhancement of the Air Traffic Service Centre/Unit’s operating model, products and services aligned with trends, technological advances, and changes in business strategy.
Ø Ensure the effective integration and implementation of all Air Traffic Service Centre/Unit ’s resources to meet the required service delivery capability aligned to customers’ requirements.
Ø Ensure the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises.
Ø Develop, implement, maintain, measure, monitor and continuously review the Air Traffic Service Centre/Unit’s Station Standing Instructions, policies, procedures, service level agreements, and letters of procedures and/or agreements.
Ø Manage and implement Aeronautical Information Management to ensure the required level of support and to enhance the provision of the Air Traffic Service requirements.
Ø Provide Air Traffic Service Unit inputs and participate in the review of legislation that affects the delivery of Air Traffic Services.
Ø Implement and participate in projects aimed at improving the client experience at the Air Traffic Service Unit in collaboration with the stakeholders in the respective business areas.
Ø Ensuring communication to all affected parties is in line with the requisite quality, empathy, and timelines to deliver outstanding experiences.
Ø Continuously monitor and identify any trends or other possible indicators of deterioration in safety or service levels. A proactive plan to ensure safety and service levels is implemented and maintained.
Ø Manage and oversee investigations into air traffic incidents and occurrences, recommending and implementing appropriate action.
Ø Authorise the extension of normal services and services for special operations in accordance with policy and regulations, providing personnel and facilities at locations where ATS is not permanently provided and augmenting staff at permanent locations if required.
Ø Ensure that aviation safety as well as all value-added measures are delivered and monitored at all times.
Ø Plan and manage visits to other regional ATCC’s to ensure inter-regional co-ordination and the pursuance of successful conclusions to mutual agreements.
Ø Support a drive for continuous innovation and evolution of ATNS products and services to always deliver a best-in-class customer experience.
Ø Drive continuous improvements in the conceptualisation of ideas to attract new opportunities.
Ø Identify and recommend improvements in existing processes and procedures to enhance service delivery, innovation and research.
