Job description

ATM Planning - Identify, determine and quantify the ATM/cns system and technology needs for incorporation into system planning. Analyse current airport and airspace capacities and future traffic growth, as well as related ATM system requirements and developments. Provide technical advice and input into airspace design. Identify and undertake research and development projects where required that will advance the operations safety objectives of ATNS. Research and benchmark ATM/cns new and emerging technologies in the global aviation industry. Identify, define and undertake research and development projects that will advance Airspace Management goals and objectives within ATNS. Participate in and contribute to appropriate ICAO regional and international planning meetings and SADC forums that will advance ATNS’ position. Provide technical leadership and guidance in ICAO, CANSO, SADC and other appropriate planning groups, sub-groups, working groups and task forces. Identify conflicts with airspace control requests and facilitates airspace integration/de-confliction utilising appropriate automation tools. Provide inputs into the development of relevant Civil Aviation Legislation. Provide specialist advice to ATNS and third parties. Represent ATNS at local stakeholder forums. Develop, maintain, manage and continuously review policies, processes, procedures and SLAs. Ensure the availability of up to date and accurate ATM Planning statistics and data that enables business decision making. Participate in ensuring compliance in NEMPAA and other environmental considerations.

Technology Adoption - Ensure operational readiness for new technology adoption through effective change management, training, and process alignment for embedment in the Operational environment. Contribute to Air Traffic Management system developments and improvements to enable the future readiness of ATNS for the ongoing provision of effective and efficient air traffic service. Prepare plans, processes, procedures and both a safety and a business case for introducing new technologies into the operations environment. Identify and undertake research and development projects where required that will advance the operations safety objectives of ATNS. Lead the assessment and operational application of new ATM processes and procedures

Strategic Alignment - Provide ATM Planning and technology adoption inputs and insights into the long-term Operations strategy. Contribute to the development, implementation and management of the Operations strategy aligned to the business strategy of ATNS. Lead operational readiness projects for ATM Planning to enable new technology adoption.

Governance, Measurement, Compliance, Risk Management & Reporting - Develop, implement and manage a robust governance framework for the function. Ensure all operational risks are identified and appropriately assessed, mitigated and managed. Accountable for overall progress, reporting and completion of projects, DOT KPI’s and client service requests as per contracted agreements Maintain records of all documentation for audits and SMS for the respective areas. Ensure compliance with all relevant ICAO SARPS, CARS and CATS requirements.

Stakeholder Relations Management – Build effective relationships with relevant functions to drive efficient and effective service delivery within the ATM Planning and Technology Adoption function, and ensure sound relations with all stakeholders. 

Financial Management - Manage expenditure in line with business priorities and objectives, and within approved financial parameters. Participate in the development, utilisation and management of the ATM Planning and Technology Adoption operational budget. Ensure effective management of operational costs to enable efficient utilisation of financial resources. Ensure compliance to the financial policies and procedures applicable in ATNS.

 People Management - Manage employees in accordance with HC policies.  Ensure the availability of skilled and competent staff within ATM Planning and Technology adoption in order to meet the current and future performance requirements of the department. Conduct departmental pipeline planning to ensure available, fully compliant and competent resources at the required time.

 

Minimum requirements

·        Air traffic control qualification (aerodrome control, or approach control, or area control)

·        Performance-based Navigation (PBN2) Advanced Course or equivalent

·        Tertiary qualification in Management / Leadership

·        Minimum 5 years of experience in air traffic management of which at least 3 years must be at a managerial level.

·        Project management experience will be an advantage

Job description

Validation of Flight Procedures, Aeronautical Charts and Obstacle Assessments - Ensure compliance with ICAO Standards and Recommended Practices, and the Manual of Procedures & Standards (MOPS). Ensure the maintenance of relevant QA standards in compliance with ISO 9001/2000.Manage and maintain the Flight Procedure QA checklist that is in AP020 to ensure alignment with ATNS Safety Management System. Contribute to the continual updating and development of the Flight Procedure Operations Manual in line with the ICAO Standards and Recommended Practices (SARPS)

Prepare for the annual SACAA audit process. Regularly produce procedures in line with the AIRAC dates for publication into the SACAA AIP and other publications. Produce detailed Instrument Flight Procedural Charts accompanied by tabulation pages, textual descriptions, and supplementary information for submission to the external clients. Provide specialist technical advice regarding Aeronautical Charts in terms of ICAO and the SACAA Requirements.

Flight Procedures and Airspace Design - Design safe, efficient, effective and environmentally considerate (NEMPAA) Instrument Flight Procedures and Airspace, ensuring compliance with ICAO Standards & Recommended Practices, the SACAA Manual of Procedures, and any other relevant criteria. Ensure adherence to the South African Civil Aviation Regulations. Produce / design / validate Instrument Flight Procedure drawings, detailed reports, tabulations, textual descriptions and supplementary information as stipulated in the SACAA Manual of Procedures. Provide advice to internal and external stakeholders regarding new, existing, amended or suspended instrument flight procedures as part of the stakeholder engagement process. Study, interpret and analyses ICAO plans, SARPS and guidance material in the context of ATNS’ objectives. Participate in the preparation of the ATNS long term Infrastructure (CNS, Display and General) plan taking account of all ICAO SARPS, other applicable statutory requirements and user needs. Prepare ATNS CAPEX plan using your area of expertise and inputs from other ATNS departments as regards ATM operational needs, equipment obsolescence and research and development outputs. Ø  Provide operational leadership to the Air Traffic Service Unit to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.

Ø  Provide operational Air Traffic Service Unit input and insights into the operations and long-term ATNS strategy.

Ø  Participate in the development, implementation, and articulation of the regional strategy and value proposition to the organization aligned to the operations and business strategies.

Ø  Support the Head and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS.

Ø  Lead the design, implementation and management of the Air Traffic Service Unit business plan, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements.

Ø  Drive delivery of the required projects/initiatives within the Air Traffic Service Unit strategy to be on time, within budget and to the required standard.

Ø  Lead implementation of processes to collect feedback on how all the aspects of the Air Traffic Service Centre/Unit strategy are being received in business.

Ø  Analyse trends and metrics in partnership with the Head to develop the required solutions, programs, and policies aligned to the business needs and strategies.

Ø  Set clear targets for the Air Traffic Service Centre/Unit and ensure achievement of such targets by cascading the targets appropriately.

Ø  Develop the annual business plan for the Air Traffic Service Unit to enable achievement of the overall ATNS business strategy and targets.

Ø  Support co-ordination and implementation of the corporate transformation strategy in the Air Traffic Service Centre/Unit in line with relevant policies and legislation.

Ø  Build and maintain strong business relationships with customers to understand their strategies and plans to ensure alignment of the Air Traffic Service Centre/Unit operations to their needs.

Ø  Ensure continuous collaboration for conducting research and development to enable continuous enhancement of the Air Traffic Service Centre/Unit’s operating model, products and services aligned with trends, technological advances, and changes in business strategy.

Ø  Ensure the effective integration and implementation of all Air Traffic Service Centre/Unit ’s resources to meet the required service delivery capability aligned to customers’ requirements.

Ø  Ensure the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises.

Ø  Develop, implement, maintain, measure, monitor and continuously review the Air Traffic Service Centre/Unit’s Station Standing Instructions, policies, procedures, service level agreements, and letters of procedures and/or agreements.

Ø  Manage and implement Aeronautical Information Management to ensure the required level of support and to enhance the provision of the Air Traffic Service requirements.

Ø  Provide Air Traffic Service Unit inputs and participate in the review of legislation that affects the delivery of Air Traffic Services. 

Ø  Implement and participate in projects aimed at improving the client experience at the Air Traffic Service Unit in collaboration with the stakeholders in the respective business areas.

Ø  Ensuring communication to all affected parties is in line with the requisite quality, empathy, and timelines to deliver outstanding experiences.

Ø  Continuously monitor and identify any trends or other possible indicators of deterioration in safety or service levels. A proactive plan to ensure safety and service levels is implemented and maintained.

Ø  Manage and oversee investigations into air traffic incidents and occurrences, recommending and implementing appropriate action. 

Ø  Authorise the extension of normal services and services for special operations in accordance with policy and regulations, providing personnel and facilities at locations where ATS is not permanently provided and augmenting staff at permanent locations if required.

Ø  Ensure that aviation safety as well as all value-added measures are delivered and monitored at all times.

Ø  Plan and manage visits to other regional ATCC’s to ensure inter-regional co-ordination and the pursuance of successful conclusions to mutual agreements.

Ø  Support a drive for continuous innovation and evolution of ATNS products and services to always deliver a best-in-class customer experience.

Ø  Drive continuous improvements in the conceptualisation of ideas to attract new opportunities.

Ø  Identify and recommend improvements in existing processes and procedures to enhance service delivery, innovation and research.

Ø  Consider commercial implications in all decision-making including IP protection processes.

Ø  Monitor and evaluate outcomes of new products and processes to ensure continuous and improved business results in the Air Traffic Service Unit.

Ø   Air traffic control qualification (Aerodrome, Approach and Area control)

Ø  Formal leadership (Management Development Program) and or Business management qualification.

Experience

Knowledge Management: To develop and oversee the implementation of a Knowledge Management strategy and execution plan. Manage the organization-wide (ATNS) knowledge initiatives and activities: Develop, implement and oversee the implementation of the Knowledge Management Policy, Develop, implement and oversee the implementation of the Knowledge Management Procedure, Develop and implement the Knowledge Management Tools in line with the knowledge management lifecycle (create, capture and acquire, organize, store, access, search, disseminate, use, discover, share and learn). Establishing and maintaining the Knowledge Management databases, infrastructure and software supporting Knowledge Management services and activities. Communicate with the business and educate business stakeholders about Knowledge Management.
