Job description
Key performance areas
· Strategic Alignment - Lead and align the ATM function with aviation operations/air traffic services to enable the achievement of the strategic and commercial objectives of ATNS, namely: ATM Planning, CNS Planning, Flight Procedure Design, Aeronautical Cartography. Lead the conceptualisation and design of the Air Traffic Management strategy ensuring alignment to ATNS strategic direction and business requirements; Provide input into the long-term ATNS strategy from an Air Traffic Management perspective as a member of the Executive Committee; Represent ATNS in the National Airspace Committee (NASCO) and Civil Aviation Regulations Committee ( CARCOM); Set clear targets and objectives for Air Traffic Management and ensure the achievement thereof; Develop the annual Air Traffic Management business plan to support the achievement of strategic objectives; Contribute to the development of the long-term ATM Roadmap and make relevant strategic contributions to other aviation bodies (e.g., ICAO, International Air Transport Association and Civil Air Navigation Services Organisation (CANSO) as required.
· Provide input into, and influence the ATNS Permission planning process to ensure that the required resources and infrastructure are allocated to air traffic services and its workstreams; Drive delivery of the required projects/initiatives within the department to be on time, within budget and to the required standards; Analyse trends and metrics to inform and develop required solutions and programs, and to drive continuous improvement; Analyse relevant data to identify gaps and opportunities especially in key areas to enable the achievement of greater efficiency and effectiveness; Lead the development and implementation of an integrated annual business plan for the ATM function to support the achievement of strategic objectives; Provide technical leadership and guidance in ICAO, CANSO, African Civil Aviation Commission (AFCAC), and other relevant planning groups, working groups, and task forces; Instil the core vision, mission and values of ATNS in the ATM environment.
· Air Traffic Management - ATM Planning: Develop strategic, medium- and short-term ATM capacity plans aligned with traffic forecasts, airspace demand, and ATNS strategy; Conduct traffic demand and capacity analyses, identifying constraints and mitigation plans and strategies; Lead airspace planning and restructuring initiatives, including sectorisation, airspace classification, and route optimisation; Conceptualise and define air traffic management in collaboration with ATS, OT, and IT, considering end-user requirements, global, regional, and national benchmarked concept plans, relevant regulation, and strategic ATNS business requirements; Identify, determine and quantify the ATM CNS system and technology needs for incorporation into system planning; Lead the planning of the introduction, modification, and decommissioning of air navigation services, airspace structures, and operational concepts when these initiatives are required; Ensure alignment of ATM and CNS planning activities with the ICAO Global Air Navigation Plan (GANP), regional air navigation plans, and national aviation policies; Ensure effective integration and implementation of ATM plans that meet benchmarked capability in order to meet user requirements as measured by delays, capacity and efficiency.
· CNS Planning - Develop strategic and long-term CNS infrastructure plans aligned with ATM demand, airspace design, and ICAO Global Air Navigation Plan (GANP); Ensure alignment of CNS planning with ICAO SARPs, national regulations, and spectrum requirements; Manage Architecture & Technical Planning; Manage CNS Programme & Portfolio Planning; Plan the introduction, replacement, and decommissioning of CNS systems; Monitor emerging CNS technologies and assess future applicability to ATNS operations; Manage continuous CNS modernisation and innovation planning. Flight Procedure Design - Design Flight Procedures; Conduct Ground Validation; Conduct PANS-OPS Obstacle Evaluation; Conduct Route and Airspace Design; Conduct traffic demand forecasting and capacity analysis to inform staffing, infrastructure, and technology requirements; Balance increasing demand for airspace with available capacity while ensuring the continued safety of operations; Ensure the enablement of safe and flexible use of airspace and air traffic data management for the efficient delivery of services that meet and satisfy the requirements of the aviation community in line with the required standards and practices;
· Ensure the effective integration and implementation of all Aeronautical, Flight Procedure Design, Air Traffic Flow Management, Aeronautical Cartography, and ATS Safety and Efficiency workstreams in line with benchmarked service levels to meet ATS operations and end-user requirements; Ensure operational readiness for new technology adoption through effective change management to ensure ongoing effective and safe air traffic services; Design, develop (model) and validate airspace and airport models and fast-time simulations to optimise air traffic management capacity, safety, and efficiency; Utilise simulations and modelling to enable informed decision making and improved planning. Aeronautical Cartography - Ensure the design of Flight Procedure Charts that are safe, accurate and reliable for operational use before publication; Design Aerodrome Charts; Design WACs; Design Enroute Charts; Manage GIS Data; Design and update aeronautical charts in line with ICAO SARPS (Standards and Recommended Practices) and international best practice for publication in the IAIP (Integrated Aeronautical Information Publication); Lead and manage the validation of Flight Procedure Design, charting and Obstacle assessment ensuring compliance with national and global regulatory requirements; Ensure that Instrument Flight Procedures are current, safe, effective and environmentally considerate prior to implementation; Ensure the verification of the accuracy and completeness of all relevant data, including obstacle and navigation data, and implement a systemic quality assurance process to ensure that the Instrument Flight Procedures are safe, reliable, and effective for use in various flight operations; Ensure the creation of custom maps and report data quality, analysis, interpretation, progress, and specifications.
· Safety and Efficiency - Advance safety and efficiency within aviation operations by driving the development and execution of relevant plans and programs; Ensure the investigation of accidents and safety events to determine and understand root causes in order to prevent reoccurrence; Monitor and ensure the analysis of safety trends, developments and metrics to inform adoption of the required solutions, programs, and initiatives in line with business needs and priorities.
· Permission Process - Determine and develop accurate submissions to the ATNS Permission process as required by the Regulator; Participate in the regulatory permission application consultations required in terms of the ATNS regulatory framework; Manage the development of specific ATM submissions into the ATNS Permission Plan to be provided to the Regulator; Represent ATNS on behalf of ATM with regards to submissions to the Regulator to ensure positive outcomes for ATNS.
· Governance, Compliance, Risk Management, and Reporting - Ensure a robust governance environment within ATM by leading the development, maintenance, monitoring and continuous review of Air Traffic Management policies, processes, procedures, and service level agreements; Ensure full compliance to all relevant national and international legal, and regulatory requirements, and ATNS governance frameworks; Monitor the overall performance of Air Traffic Management in relation to set targets and strategic business objectives; Through OPSCOM and other relevant structures, ensure that ATNS provides a forum in which all users of and stakeholders in ATNS are able to participate in the planning of relevant processes, services and infrastructure in accordance with requirements and acceptable service levels; Prepare strategic level reports for EXCO, Board and other key stakeholders by consolidating input from all workstreams within Air Traffic Management; Identify strategic and operational business risks and develop and implement appropriate mitigation; Monitor the implementation of approved plans, and report on planning risks, dependencies, and performance indicators; Ensure all identified risks are appropriately and timeously measured, corrected, and managed; Oversee SACAA certification and licensing to ensure compliance and enable service provision.
· Stakeholder Relations Management - Develop, manage and maintain mutually beneficial relationships with relevant internal and external stakeholders including regulatory bodies, airlines, professional institutions, and service providers to ensure ongoing alignment and collaboration; Develop and maintain sound relationships with key stakeholders through ongoing communication and engagement
· Financial Management - Manage expenditure within approved financial parameters and in line with business objectives and priorities to enable effective utilisation of funds; Develop the ATM budget in conjunction with Finance to ensure financial sustainability; Report all costs incurred against the approved budget including any deviations on a monthly basis; Provide planning inputs to capital investment programmes, business cases, and organisational capacity plans; Manage the overall Air Traffic Management budget in accordance with ATNS Finance policies and processes.
· People Management - Manage staff in accordance with Human Capital policies, processes, practices and the disciplinary code; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to Human Capital; Ensure the appropriate deployment and adequate levels of competent staff are available, developed, managed and maintained in order to meet the required ATM targets and objectives; Promote high levels of safety, discipline, output standards within a motivational climate so that performance and other outputs are achieved; Manage performance outputs of employees through the performance management system, and take corrective action promptly and effectively; Facilitate change in the Air Traffic Management environment through approved change management processes; Mentor and coach staff as required and ensure the transfer of knowledge to ensure ongoing performance improvement; Develop the ATM Capacity Plan to acquire and deploy required skills to support the achievement of current and future ATM plans and objectives; Implement transformation initiatives within Air Traffic Management to ensure an inclusive environment and a representative staff complement; Drive employee engagement and retention within Air Traffic Management.

- At least 10 years technical and/or operational experience within the field of Air Traffic Services of which 7 years should be at senior management level and 5 years at operational management level

Key performance areas
· Strategic Engineering Leadership - Develop and implement the Operations Technology (OT) strategy in alignment with ATNS strategic objectives and business requirements; Conceptualise and define the ATNS operations engineering services model considering end-user requirements, benchmarked global, regional, national Air Traffic Management (ATM) concept plans, and supporting ATNS strategic objectives; Influence the development of communication, navigation, surveillance and air traffic management system (CNS) concepts and plans nationally and regionally over a 20-year timeframe by articulating and promoting the ATNS agenda to ICAO, international and domestic associations and other stakeholders; Ensure effective interpretation of global, regional and national air navigation plans while taking due cognisance of user requirements ensuring that the national ATNS systems and infrastructure meet international standards; Instill the core vision, mission and values of ATNS within the engineering environment, and ensure that activities and outputs are congruent.
· Operations Technology Management - Develop OT strategy and roadmap for efficient ATM and operations; Align OT strategy with air navigation and safety goals and objectives; Ensure management of total engineering quality, planning, design, specification and acquisition support; Deploy, integrate and operationalise OT systems; Ensure OT security, safety, governance and compliance in ATM; Monitor and optimise OT performance in ATM; Ensure the effective operation and maintenance of CNS/ATM OT systems; Ensure effective support of OT users and operators in ATM. Lead operations technology planning and adoption to ensure availability of the required systems and infrastructure to ensure safe and effective aviation operations;
· Develop an operations technology plan with relevant planning periods that take into account obsolescence of technology and equipment and the replacement thereof; Design and develop effective OT safety and security systems to ensure safe and secure operations systems and technology; Monitor and optimise OT performance to meet user requirements as measured by system availability, reliability, stability, security and other associated service levels in ATM; Provide strategic direction for operations technology and infrastructure maintenance, security, disaster recovery, and ATM end-user support; Ensure effective integration and implementation of engineering service plans that meet benchmarked capability in order to meet user requirements, measured by system availability and reliability and other associated service levels; Initiate and direct business-driven engineering projects; Ensure project management disciplines are implemented; Ensure projects are managed, that resources are appropriately allocated, and that deadlines are achieved.
· High-tech Infrastructure/CAPEX and Implementation - Lead and/or contribute to the mapping of the short-, medium-, long-term and high-value (multi-million rand) operations technology plans of ATNS and the implementation thereof from conceptualisation, feasibility, technical formulation, acquisition, operation, to maintenance; Perform contract management of high-tech suppliers and Original Equipment Manufacturers; Ensure the availability of the required systems and infrastructure that will enable safe and effective aviation operations.
· Development of Technical Standards - Lead and direct the development of technical standards to meet engineering service requirements and project deliverables; Anticipate changes in engineering standards and requirements; Implement changes, and drive equipment, organisational and other requirements to meet new technical standards.
· Service Excellence - Establish technical service delivery SLA’s; Ensure technical service delivery is achieved in line with identified engineering standards; Ensure the analysis and development of engineering services and standards in line with emerging trends and developments; Keep abreast of technical maintenance developments.
· Commercial Revenue Streams - Consult the organisational strategy and deliverables to determine CNS-specific products and services requirements; Manage the development of CNS-related and collaborative products and services to meet identified opportunities; Ensure that the products and services meet market demands and take appropriate action where necessary to prevent possible losses.

• Registration as Professional Engineer with the Engineering Council of South Africa.

Job description
Audit Planning and Preparation - .Develop a three-year rolling internal audit strategy and annual Audit Plan. Plan and schedule audit engagements. Conduct risk assessments and develop audit plans. Identify key objectives and scope of audits. Manage the execution of the approved internal audit plan. Plan, execute and monitor the execution of the internal audit projects in accordance with defined methodologies. Manage the project team and co-sourced internal audit service providers and their performance on project, timeliness and quality of delivered audit projects in all IA project phases.
Audit Execution and Fieldwork - Conduct audit fieldwork, including testing controls and procedures. Analyse data and documentation to assess control effectiveness. Document audit findings and workpapers. Communicate with stakeholders to obtain the necessary information.
Data Analysis and Reporting - Use data analysis tools to extract, manipulate and analyse data sets. Summarise and synthesise audit findings. Draft audit reports with clear, actionable recommendations. Present audit findings to management and stakeholders.
Follow-up and Remediation - Collaborate with process owners to develop and implement remediation plans. Monitor the progress of remediation efforts and verify the effectiveness of corrective actions. Provide guidance and support to address control deficiencies.
Management and Coordination of the IA function - Manage the internal audit activities in accordance with the internal audit charter and the mandatory elements of the internal audit professional practice framework and standards to ensure that ATNS is provided with best practice knowledge base. Manage the Quality Assurance and Improvement Programme plan for internal audit. Maintain a professional relationship with management whist maintaining independence. Provide input into the Internal Audit strategy and delivery thereof. Support the general functioning of the department, including, productivity, budget control, QMS, etc. Collaborate with other internal audit teams, external auditors, and departments within the organisation to ensure a coordinated and comprehensive approach to financial auditing. Actively participate in fraud detection efforts by assessing fraud risks, implementing fraud detection procedures, and investigating any suspected fraudulent activities. Investigate whistle-blowing matters referred in time. Develop and implement internal audit mitigation plans to address identified risks in the business. Ensure compliance with the financial policies and processes applicable to ATNS.
Continuous Improvement and Professional Development - Stay abreast of regulatory changes, industry trends, and emerging risks to ensure that the necessary action is taken where required. Minimum requirements
Minimum Formal Qualifications:
- Bachelor’s degree in Accounting, Finance, Internal Auditing or related field
- Honours Degee or professional certification (e.g. CIA or CA(SA) is required.
Minimum Years of Experience:
- Seasoned professional with 8 years experience as an internal auditor or external auditor role.
- Proficiency in audit and IT audit methodologies and techniques, tools including data analytics software, risk assessment, controls testing, sampling and documentation is required.
- Proficiency in audit management software (e.g GRC, ACL), Microsoft Excel ad ERP Systems is required.

Strategic Alignment - Develop, implement and manage the Air Traffic Services Safety Implementation (ASI) strategy for Operations to ensure the effective and safe delivery of air traffic management services, ensuring alignment with the broader Operations and ATNS business strategies; Conceptualise and develop the Safety Implementation strategy supported by the Head of ASE and the COO; Leverage data analytics and information to enable the provision of meaningful ASI inputs and insights into the long-term Operations strategy; Support the Head of ATS Safety & Efficiency, the COO and the Operations leadership team in the development, implementation and management of the Operations strategy to ensure achievement of strategic Operations targets and objectives; Drive delivery of the required ASI projects/initiatives to be on time, within budget and to the required standard; Analyse safety trends, developments and metrics to inform adoption of the required solutions, programs, and initiatives in line with business needs and priorities; Provide inputs into the development and implementation of an integrated annual business plan for ASE to enable the achievement of strategic business objectives.

Governance, Measurement, Risk and Compliance Management & Reporting - Formulate and implement a robust governance framework for the effective management of safety within the ASE environment; Continuously monitor and measure compliance to aviation regulations and internal frameworks governing safety; Lead the assessment and management of ASI project risks; Identify, assess, and ensure effective management of risks; Consolidate inputs from all relevant parties to develop reports on ASI for the Head of ASE, COO and other relevant stakeholders to inform decision making.
Stakeholder Relations Management - Build effective relationships with other relevant operational functions to ensure the required resources are available to drive safe, efficient, and effective service delivery within ASE; Establish and maintain collaborative relationships within workstreams within Operations to ensure alignment and optimal service delivery; Ensure all stakeholders are managed effectively.
Financial Management - Manage expenditure in line with business objectives and priorities, and within approved financial parameters; Participate in, and provide inputs into the development of the ASI budget; Report expenditure on a monthly basis including variances when required.

The successful applicants will be reporting to the RUS Supervisor. Purpose To ensure maintenance of the Air Traffic Services Resource Utilization Section on a daily basis. To create, populate and publish rosters on the ATS rostering platform for all pools within ATS ensuring compliance of staff to licensing regulations and requirements. To update rosters with approved changes, sick leave and shift swaps. Attend to the RUS Calldesk – 24-hour operation. To ensure efficient use of office technology, and effective functioning of all equipment on an ongoing basis. To implement ISO procedures in accordance with the Quality Management manual.
Job description
Create rosters on the ATS Resource Tool - Plan and populate unit and pool rosters in accordance with the prescribed guidelines, considering leave, training, shifts, etc., which should include Annual Proficiencies, Post Leave Checks, etc. and validity of ratings/medical/ELP. Engagement with the Licensing Coordinators to ensure licensing information on the RUS platform/accessible trackers is kept current. Issue or publish (on the accessible platform) roster request submission dates when instructed ensuring that individual requests are considered where possible. Issue roster submission dates when instructed to ensure all rosters are completed and published 4 (four) weeks before the start of the relevant cycle. Engage Line Management on staff’s requests and any other relevant requirements during the planning phase of the roster. Conduct regular checks and ensure that all licensed personnel rostered for operational duty meet regulatory requirements.
Tactical Roster Changes - Attend promptly to calls, messages (through the approved communication mediums) and emails directed to the RUS call desk. Prompt and accurate shift activation of ATS personnel to ensure the appropriate shifts are manned. Communicate shift shortages/non-rostering to Line Management to avoid disruptions in operations. Update the ATS resourcing platform with individual roster requests. Requests may be received from the RUS call desk, via email or any other approved messaging medium. Engage Line Managers where required for roster changes and shift swap, ensuring all requests are legal and suitable for the operational environment. Inform IT in the event of a system failure and advise the relevant ATS departments/Line Managers accordingly. Update and maintain the sick leave report for all ATSUs/pools. Updating and maintenance of RUS logs, relevant documentation and administration (duty log, RUS log etc.).
Stakeholder Relations Management - Develop and maintain sound working relationships with key relevant internal and external stakeholders whilst maintaining the required level of confidentiality and discretion. Maintain effective communication channels at all times to keep the RUS Supervisor, Manager Operations Planning, Training and Support and any other Manager (Head/Regional MATS/MATS/ATSU) informed of important issues.
Quality Management - Act as custodian for the relevant ATNS Quality Procedure. Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.
Office Administration - Order, distribute and control stationery as per policy stipulations. Take minutes in meetings when required and transcribe. Process mail and receive and dispatch couriered packages. Perform any other administrative tasks as instructed by the relevant manager.

Job description
Monitoring – Conduct continuous scanning and Security monitoring of all IT cyber security domains. (i.e. networks, firewalls, anti-virus, mobile devices, patch management). Ensure regular updating of network anti-virus, and monitoring for the presence of spyware, malware and greyware software. Monitor the governance aspects related to the Security to ensure the standards are maintained. Perform continuous threat and vulnerability management monitoring. Monitor policies and procedures related to ICT Security. Assist with analysing and assessing potential security risks, developing plans to deal with such incidents by putting measures in place such as firewalls and encryption, monitoring and auditing systems for abnormal activity. Make recommendations based on various monitoring outputs to improve the security posture of the organization. Conduct continuous scanning and security monitoring of all IT cyber security domains. Monitor IT security functions for compliance with policies, processes and standards. Prepare IT security reports for submission to the Integrated Security Forum.
Investigations & Cyber Security– Investigate security incidents/events to ensure that IT security posture remains intact. Provide support to forensic investigation as required. Operate and control the Information Security Management System (ISMS) in line with KING3 and ISO 27000. Participate in the execution of key information security projects. Conduct information gathering on internal and external security intelligence for investigation into security incidents. Write incident reports and submit to the Manager. Ensure adherence to good information security practice. Monitor the implementation of security systems/tools/applications/measures by internal and external suppliers to ensure that the required standards are maintained. Governance, Compliance, Risk Management & Reporting – Participate in the development, implementation and management of organisation-wide ICT security processes, standards and protocols. Participate in the development and maintenance of a governance and accountability framework for civil aviation cyber security. Ensure compliance with all IT policies, procedures and standards relating to IT security systems. Assist in the management of configuration and change control records with regards to IT security systems activities. Develop metrics that allows the enterprise to measure the effectiveness of security controls.
