Knowledge and attributes: • Extensive and practical knowledge of the Local Government environment • Good understanding of the Institutional Governance Systems and Performance Management applicable to Local Government • Understanding of Municipal Legislative Framework including, Municipal Systems Act, MFMA, Municipal Structures Act, Preferential Procurement Policy Framework Act and other related legislation • Labour relations and other labour prescripts • Good Governance, ethics and values • Strategic Leadership and Financial management • A high level of written and verbal communication skills • A high level of emotional intelligence • Proven ability to communicate and negotiate in all spheres and levels of Government • Should have the ability to work under pressure and meet deadlines • Proven ability to provide strategic and innovative leadership • Strategic thinking and analysis • Good facilitation and communication skills. Key Performance Areas: • To provide strategic leadership in the Community Services Department • Oversee, review and development of Community Services related policies • Give input towards preparation of the IDP, SDBIP and Budget • Compilation, implementation, monitoring and reporting on departmental budget • Perform any other function as delegated by the Accounting Officer.
