SENIOR INVESTIGATOR: TARIFF INVESTIGATIONS II (APDP) Salary: R527 298 per annum (Ref. ITAC 02/2024) Requirements: A relevant degree or equivalent qualification (NQF level 7) in Economics, Business Economics and/or Financial Accounting. At least one-year experience in research, statistical analysis, financial and economic analysis and/or should demonstrate necessary relevant competencies developed through working experience. Exposure to compliance/enforcement environment. A solid understanding of the role of ITAC. Good understanding of the Industrial Policy Action Plan (IPAP), South African Automotive Masterplan (SAAM) 2035 and the Automotive Production and Development Programme (APDP). Proven experience in policy analysis, research, project management, problem-solving, report writing and presentation skills. Ability to work independently, in a team and under pressure. Ability to communicate effectively, conduct him/herself professionally and deal with people from diverse backgrounds. Key Responsibilities: The successful applicant will be required to: Conduct investigations on tariff amendments and administer industrial rebates/drawback permit applications. Assist the Commission in its considerations and decision making regarding tariff investigations through research, statistical analysis, written submissions and presentations. Ensure compliance with the Industrial policy, Masterplans, World Trade Organization (WTO) framework and relevant ITAC policies and procedures. Interpret policy and Commission’s decisions to stakeholders through effective communication. Process application for eligibility under APDP and in accordance with the relevant legislation, policies and guidelines and procedures. Conduct research on developments in the domestic automotive industry and policy implications. Represent ITAC at various forums and interact with the relevant stakeholders. Maintain the relevant database and file system according to the ITAC filing plan. Handle correspondence with various stakeholders. Closing date: 01 March 2024 at 12:00 pm SENIOR MANAGER: IMPORT AND EXPORT CONTROL All-inclusive package: R1 232 289 per annum (Ref: ITAC 01/2024) Requirements: The applicant must be in possession of a Bachelor’s degree in Economics; Business Management or Law. Five years’ experience in Import and Export Administration environment of which three years must be at management level. Relevant professional and technical expertise. Understanding of Trade and Industrial Policies. Key Responsibilities: The successful applicant will be required to: Plan and provide strategic direction to the unit and inspire the team to deliver on ITAC’s mandate. Develop policies, regulations and guidelines in respect of Import and Export Control. Manage and enforce health, environmental, security and safety, and technical standards that arise from domestic laws and International Agreements. Manage the enforcement and inspections function to ensure effective compliance with the conditions contained in permits, compliance with provision of the Regulations and for detection of contraventions of the Act. Provide leadership, manage and monitor operations of the unit. Manage and review memoranda of understanding with stakeholders. Monitor and evaluate Human Resources activities of the unit in order to deliver the desired outputs and outcomes. Manage, monitor and evaluate the unit’s business processes and its related IT systems to ensure seamless service delivery. Contribute to the financial management of the unit and management of other resources. Participate in governance structures of ITAC.
