EDUCATION LABOUR RELATIONS COUNCIL (ELRC) The Education Labour Relations Council (ELRC) is a statutory Council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of South African Public. The ELRC’s primary objective is to• Promote and maintain labour peace in education. Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest. ELRC/CMO REQUIREMENTS OF THE POST A 3-year Degree/ National Diploma in Administration/ Labour Law, NQF level 7 with 3 – 5 years’ general administration. KEY PERFORMANCE AREAS Secretarial Support • Providing complete support for the Council, Executive Committee and all EXCO Sub- committee meetings as well as for Task Teams. • Sending notices of meetings, preparing the agenda for meetings in liaison with CBS Manager. • Receiving and preparing documents to be distributed before meetings. • Attending meetings and taking notes for preparing minutes. • Preparing minutes of meetings within applicable timeframes. • Submitting minutes to the CBS Manager for quality control. • Distributing minutes to members. • Preparing a list of action items, distributing list to relevant people, following up and executing (in liaison with the CBS Manager). • Distributing details of resolutions/ agreements to Council parties and other relevant bodies. General Administration Support • Liaising with logistics staff regarding arrangements for meetings (venue, travelling, accommodation and local transport). • Ordering of stationary for the unit. • Filing all documentation. • Assist Manager with special projects. ELRC/MIA QUALIFICATIONS AND EXPERIANCE • Bachelor’s degree / National Diploma in Internal Auditing / Accounting (NQF Level 7) • Proficiency with various computer applications; • Knowledge of Integrated Internal Control Framework; Knowledge and understanding of internal audit principles and practices; Knowledge of King Report IV on Corporate Governance; • A minimum of 5 years’ experience in internal auditing, at least 2 years at Audit Manager level; • Member of Institute of Internal Auditors South Africa (IIASA); • Effectiveness in planning, managing, and conducting integrated audits; Vast knowledge in different types of audits (financial, information technology, compliance and operational); • Experience assessing adequacy and effective risk management; • Knowledge of Human Resources and Finance Management. KEY RESPONSIBILITY AREAS Strategic Management • Assist the Senior Manager to maintain Internal audit policies and procedures in compliance with relevant legislation and standards; • Assist with the development and implementation of a strategic and operational audit plan; • Assist with providing strategic information about risk management and evaluating the impact of risks arising from internal and external factors as well as legislative requirements; • Assist with the development of an engagement plan in line with IIA standards and the ELRC’s Internal Audit policies, and • Contribute to the overall effective functioning of the ELRC. Internal Audit Lead, conduct and control audit activities on assigned projects; Assist in the development of the three-year rolling plan; Assist in the development of the identification of areas of focus for process audits; Assist in determining the budgeted hours to be allocated to projects; Assist in planning of process audits; Review the work of Internal Audit and develop the audit scope and objectives; Develop, execute and review work programme with each project; Draft the Internal Audit report and present for management comments; Quality assurance and audit projects and schedule follow up to agreed actions with management. Track and report on internal and external audit progress and findings; Assist in developing recommendations for improvement and preparing components for the final report to the Audit and Risk Committee. Risk Management Coordinate facilitation of risk workshops and training; and Identify risks in the systems and risk exposures in business processes through the use of qualitative and quantitative risk assessment techniques. Other Responsibilities Provide advice and support to management activities; Provide advice and training to ELRC staff on internal control procedures. Essential Skills, Knowledge and Abilities Required Knowledge of financial statements auditing and workpaper review; Strong background and experience with audit methodologies and techniques; Understanding of IT control environment; Ability to build good relationships and diplomacy while maintaining independency and objectivity; Excellent written and oral skills; Strong time management and organisational skills; Excellent interpersonal skills and the ability to work professionally and effectively with co-workers and audit clients.
