EDUCATION LABOUR RELATIONS COUNCIL (ELRC) The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of the South African Public. The ELRC’s primary objective is to: • Promote and maintain labour peace in education • Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest. The ELRC wishes to fill the following vacancy: Manager: Information Communications Technology Centurion All-inclusive remuneration package of R898 276 per annum Non-Negotiable (Grade D3) (Ref. ELRC/CS/ICT) This position will be reporting to the Senior Manager: Corporate Services
KEY PERFORMANCE AREAS Strategic Planning Assist the Senior Manager in developing the strategic and performance objectives of the ICT department. Assist the Senior Manager in In-year monitoring of the strategic and performance objectives of ICT. Assisting the Senior Manager to review the strategy and achieve the objectives of ICT. Submit ICT quarterly report. Provide an integrated system that advances the core business of the Council. Enhancement of ICT systems/infrastructure of the Council. Manage ICT policies and procedures. Operational Planning Attending all logged calls by intranet, email and telephone system. Preform physical daily server health check and complete all records to ensure that ICT services are not disrupted. Monitor data and information communications networks by running system Microsoft and anti-virus updates. Install new/rebuild existing servers and configure hardware, peripherals, services, settings and storage. Repair and recover from hardware, software or networking failures. Manage and maintain ICT infrastructure for Head office and Provincial offices. Manage and enhance the telephone system. Management of business applications including DMS APP, Office 365 (i.e. SharePoint, MS Teams and MS Exchange) and information system development. Management of ICT Service Level Agreements (SLA). Daily backup of the systems. Disaster recovery testing of the systems. Financial Management Assist the Senior Manager in preparing the annual budget and mid-year review for ICT. Assist the Senior Manager in monitoring the Department’s budget variance reports. Assist the Senior Manager in monitoring the Open Order report. Ensure that the correct budget allocation is used for procurement purposes. Risk Management Identify and manage departmental risks and related controls. Manage proposed risk controls. Identify emerging risks for the department should there be any. Human Resources Management Managing the performance of subordinates and assessing their performance in accordance with corporate governance principles. Supervising ICT staff on a need to basis. Conducting all HR related work (discipline, grievance handling, disputes resolution; performance assessment, coaching, mentoring, time and attendance and training & development. Providing assistance to staff in identifying and solving problems. Monitoring compliance with HR applicable laws, regulations and procedures. The successful candidate will be required to enter into a Performance Contract with the Senior Manager: Corporate Services on an annual basis.
