THE FOLLOWING VACANCY EXISTS Eastern Cape Liquor Board is a Schedule 3C Public Entity whose mandate is to make provision for the registration of retail sales and micro-manufacturing of liquor in the Eastern Cape, to encourage and support the liquor industry; to manage and reduce the socio-economic and other costs of excessive alcohol consumption. Applications are hereby invited for the position of: SENIOR MANAGER SOCIAL ACCOUNTABILITY- ECLB HEAD OFFICE: EAST LONDON SALARY PACKAGE: MINIMUM R1 425 666.00, MID POINT R1 782 082 MAXIMUM R2 138 498.00 (TOTAL COST TO COMAPANY) PATERSON GRADING- E1 Qualifications and Experience • A minimum requirement of a post graduate qualification in social sciences or public relations minimum requirement. • At least five years extensive experience within communication or public relations. • Minimum five (5) years’ experiences at management level. • Demonstrated experience in the development and implementation of educational and awareness campaigns within the liquor industry would be advantageous. • Demonstrated knowledge and understanding the social impact of alcohol abuse. • Understanding of research methodologies. • A valid driver’s licence. Key competencies and skills • Practical experience in organisational Strategic Planning. • Public relations and communication skills. • Advanced reporting and presentation skills. • Advanced Project Management skills. • Understanding and application of Corporate Governance principles in line with the requirements of King IV. • Computer literacy. Key Performance Areas The key performance areas for the position entail the following amongst others: • Strategic management of the Social Accountability division and its performance. • Planning, implementation and evaluation of alcohol harm reduction programme. • Stakeholder engagement and management. • Media mobilisation & engagement. • Marketing and corporate communication. • Internal communication. • Research – empirical data sourcing. Important relationships • Reporting to the Chief Executive Officer. • As a Member of the Executive Management Team, candidate will present reports to the Board. • Liaison with National & Provincial Departments on strategic organisational issues and reporting. • The candidate must be able to demonstrate experience in stakeholder engagements as well as relationship management. Strategic role of the position entails: - • Providing strategic leadership and direction for effective implementation of alcohol harm reduction programmes in line with the legislative mandate of the organisation. • Providing leadership in the development of ongoing research capabilities to ensure that ECLB’s social accountability programme is largely evidence-based. • Providing strategic direction in the development and implementation of communication policies, strategies, procedures, and guidelines. • Providing an innovative, effective, and efficient communications function within the ECLB, in support of the achievement of organisational goals to remain relevant to the evolving business landscape, organisational needs, and best practices. • Conceptualising effective marketing initiatives to profile the mandate of the ECLB and enhance its image and reputation. • Creating strategic frameworks for continuous engagements with key stakeholders to augment the ECLB’s capacity to meaningfully deliver on its mandate. • Conceptualising and implementing effective and efficient annual performance plan and operational plan in line with the ECLB’s strategic framework. • Facilitating and managing the compilation of the quarterly reports, annual reports, and other related strategic reports. • Ensuring effective performance against the business plan, requirements, and targets. The Division also ensures effective prioritization and resource planning. • Monitoring and evaluating the implementation of set priorities and targets and formulating intervention strategies as remedial mechanisms. • Conceptualising, implementing, monitoring, and reviewing policy frameworks. • Proactively identifying and managing risks and ensuring compliance with audit requirements and management of all strategic reporting. • Effective and efficient management and supervision of the division’s staff. • Ensuring the budget that is allocated is efficiently utilised to fulfil the strategic goals of the organisation. Competencies and Skills • Highly analytical candidate with strong attention to detail. • Knowledge and capacity to investigate matters and conflict/dispute resolution. • Strong verbal and written communication skills. • Ability to work under pressure. • Must be able to work extended hours and weekends, especially during Blitz Operations. • Extensive driving and travelling throughout the Eastern Cape Province. Key performance areas • To ensure liquor legislation, regulation rules and conditions of licenses are compiled with by applications and licensed parties. • Ensure that all documents are quality assured of their validity prior being captured on the system. • Monitoring and investigating illegal activities, liaising with, and assisting relevant Authorities. • Investigate cases of non- compliance, compiling reports and reports to the Senior Inspector for further action. • Liaising and co-operating with other law enforcement agencies. • Investigate licence disputes, public complaints, non - compliance and report to the Senior Inspector. • Represent the organization in community safety forums, liquor trader’s forums and other relevant stakeholders. • Assist the Senior Inspector to manage performance of the district office. • Assist the Senior Inspector to compile office monthly performance reports. • Assist the Senior Inspector in ensuring effective operational activities in the district. • Capture geographical co-ordinates into the Geographical Information System of the Eastern Cape Liquor Board.
