WHOLESALE AND RETAIL SETA (W&RSETA) INTERNAL AUDIT MANAGER The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ an Internal Audit Manager who will report directly to the Chief Audit Executive (CAE) and be based at the Head Office in Centurion. Grading: (Role Band: D2) Salary: R830 299 (Total Cost to Company per annum) The role of this position is to: Implement and execute the Internal Audit Charter and Audit Strategy for W&RSETA, ensuring the development and implementation of effective and efficient internal audit methodologies and application of suitable best practices to support and enable the internal audit function and oversee the reporting of auditing findings. Key Performance Areas will include but not limited to the following: • Develop and upon approval implement the Annual Audit Plan effectively • Prepare and approve audit programs for all individual audit projects prior to the start of the audit and ensure all stakeholders involved are well informed and briefed timeously • Manage, facilitate and coordinate the planning and execution of internal audits and audit processes • Manage the performance of audit procedures, including identifying and defining issues; develop criteria, review and provide analysis • Continuously provide support and advice to the Unit on the implementation of approved functional plans • Manage the identification and evaluation of the SETA’s audit risk areas • Identify control gaps during the audit execution and advise the business on areas of improvement and recommend corrective measures • Ensure compilation of audit reports according to set auditing standards, procedures, policies, guidelines and processes • Review and approve all management responses to individual audit reports and follow- up and appraise the implementation of corrective actions • Document the results of audit work in accordance with the Institute of Internal Auditors (IIA) standards • Coordinate and prepare reports and packs for the Audit Committees • Close working relationship with internal stakeholders with regards to strategic decisions relating to audits and governance processes • Providing continuous coaching and feedback to the business in terms of internal auditing standards, governance processes and risk management processes • Assist the Internal Audit Executive with the development of audit policies, procedures and processes and methodologies aligned with auditing standards and regulations • Ensure standard operating procedures for internal audit is implemented in all aspects of auditing operations and aspects • Monitor the implementation of the annual Audit Plan, including any special tasks/projects requested by management and the Audit Committee to ensure alignment and delivery • Analyse and conclude on the effectiveness and efficiency of controls • Manage the implementation of the approved operational and strategic plans, policies and procedures and internal audit guidelines • Create and maintain a culture of performance and efficiency • Up-to-date knowledge and understanding of changes/advancements in the legislation in order to ensure compliance and management and employees are informed • Manage, develop, coach, motivate, performance management and inspire the team ensuring performance against set individual and Internal Audit targets • Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation • Continuously track, monitor and measure individual and team’s performance against set standards and performance targets • Ensure the effective utilization of research, up-to-date knowledge and intelligence to continuously support the SETA’s performance • Professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the SETA values • Effective, professional communication and dialogue with all Stakeholders, and also between Management, Staff and Stakeholders • Perform ad-hoc audits and investigations as and when requested by management • Manage Internal Audit Budget and report on variances • Track budget hours vs actual hours and drive increase productivity Minimum Qualifications and Experience • Bachelor’s Degree in Auditing / Accounting • Post graduate qualification and CIA will be advantageous • 5 years’ experience in internal auditing as a Team Leader/Supervisor • Knowledge of Generally Recognised Accounting Practice (GRAP), Generally Accepted Accounting Principles (GAAP) and Professional Practice of Internal Auditing • In-depth knowledge of internal auditing, risk management, the PFMA and Treasury Regulations • Experience in a SETA/Public Sector environment will be an advantage • A valid Driver’s License Instructions to applicants • All applications must be accompanied by certified copies of the ID and all educational qualifications and they should not be older than 6 months • Applications received after the closing date, will not be considered • The Wholesale and Retail SETA reserves the right not to make appointment(s) to the advertised post(s) • The organisation will give preference to candidates in line with the Employment Equity goals NB: Please include the name of the position on the subject line of the email. Grading: (Role Band: D2) Salary: R830 299 (Total Cost to Company per annum) The role of this position is to: Design, plan, enable, manage and ensure delivery of high-quality IT support services to end users, provinces and business units through the implementation of sound, effective and efficient Information Technology service delivery processes, protocols and procedures that optimally meet the SETAs business needs and requirements. Key Performance Areas will include but not limited to the following: • Contribute directly to the strategy, development and quality of IT Service Management and the SETAs service delivery capability • Effectively plan, develop and manage IT service delivery to all end users, business units and provinces ensuring delivery on business needs and requirements • Maintain and ensure high performing service support functions including an IT Service Desk, Desktop Support and VIP Support • Owner of the Incident Request, Change and Escalation processes, ensuring high levels of performance in these processes, accurate reporting and establishing service improvement activities when required • Ownership of major incidents to ensure coordination of resolving parties, effective communication to stakeholders and post incident review • Monitor, control and support service delivery, ensuring systems, methodologies, protocols and procedures are in place and are followed • Instil service orientation and ITSM awareness • Own specific IT Services and ensure their effective delivery, management and improvement to meet SETA needs and requirements • Drive and manage internal and third-party service review meetings covering performance, service improvements, quality and processes • Proactive stakeholder management and drive underlying IT operational process and infrastructure, to direct continuous improvements across the supporting teams to meet existing customer contract/statement of work, Service Level Agreements (SLAs), and Operating Level Agreements (OLAs) and compliance requirements • Create, monitor, and report on a comprehensive set of metrics and KPIs based on the IT Service Level Agreements (SLAs) and service deliverables and agreements • Own and lead the execution of the process development and improvement roadmap for multiple ITIL processes to improve alignment and business outcomes • Develop both short and long term service and process goals and maturity levels to be achieved over the specified time period • Partner and collaborate with other teams to deliver a holistic ITSM program with a coordinated set of continuous improvement initiatives • Close working relationship with the management structure to provide thought leadership on ITSM and ITIL process development, the current position, roadmap and strategic direction of ICT • Conduct required analysis in the SETA to optimally meet stakeholder and business needs and requirements of the SETA • Manage, develop, coach, motivate, performance manage and inspire the IT service delivery team ensuring performance against set individual and IT service delivery targets • Monitor, control and ensure cost effective utilization and reporting on project budget plans • Work with internal and external teams to ensure actions are taken and completed to protect and improve services • Receive, check, verify and submit invoice/payment certificates and supporting documents • Submit consolidated project expenditure • Resolve projects implementation constraints • Comply with all ICT related internal and external audit requirements • Report on project governance • Provide service level management reports to the ICT Executive ensuring informed leadership • Compile and submit non-compliance reports • Ensure that quality management principles and processes are applied • Adherence to W&RSETA policies, procedures, PFMA and relevant legislation • Continuously track, monitor and measure individual and applications performance against set standards and performance targets • Formal, standard reporting and feedback ensuring accurate, up-to-date reflection of IT service delivery performance • Effective utilization of research, best practice, up-to-date knowledge and intelligence to continuously support service delivery and improve performance • Knowledge-sharing, documentation of information and a team that is informed and up-to-date with developments • Close working relationship between the different divisions to ensure the continuous delivery on SETA’s performance targets • Sound corporate governance in all aspects of IT service delivery • Professional visible Post graduate qualification will be advantageous • 7 -10 years’ IT Service management experience • Ability to present to senior management • Proven track record in successful management of ITSM environments • Experience in providing IT service delivery nationally • Familiarity with basic information management practices • Ability to balance the long-term (“big picture”) and short-term implications of individual decisions • Knowledge of software development agile methodologies • Proven track record of programme and project management • Understanding and knowledge of corporate governance principles and legislation including but not limited to Companies Act and King IV Report • Experience in a SETA/Public Sector environment will be an advantage • Valid driver’s license
