It is situated within the Joe Gqabi District Municipal Area, in the Eastern Cape. • Write hard news stories, feature stories and opinion pieces for municipal newsletter, website and local newspaper.
• Produce radio content in line with municipal strategic objectives. • Monitor media trends for coverage on a monthly and quarterly basis on the municipal work and other ancillary matters. • Analysing media and communication trends by monitoring reports and analyse media reports. • Write news articles and feature articles for community media and mainstream media. • Identify branding opportunities for the municipality in the public space and manage the municipal brand at various platforms. • Produce compelling audio visual material about the municipal work. • Monitor media trends for coverage on a monthly and quarterly basis on the municipal work and other ancillary matters. • Gathering articles for quarterly newsletters. • Compiling relevant articles for monthly reports. • Do media monitoring and enquiries. 2. INFRASTRUCTURE SERVICES DEPARTMENT 2.1 POSITION: SPATIAL PLANNING TECHNICIAN TASK GRADE: 12 SALARY SCALE: R314 664.00 — R408 444.00 PER ANNUM REQUIREMENTS: • Grade 12/Matric, National Diploma/ B-Tech/ B. Degree in Town Planning and/or Land Administration. • Registered with SACPLAN/ Urban Design Institute. • A minimum of 4 years' in the related field and knowledge of research methodologies and GIS. • Excellent knowledge and understanding of service delivery goals. • CPMD will serve as an added advantage. • Relevant experience in project management may serve as an added advantage. • At least 2 years in Municipal environment will serve as an added advantage. • Must have a valid code B/EB driver's licence. DUTIES: The duties will include but not limited to the following: • Knowledge of Town Planning, Land Administration and Project Management. • Excellent communication, interpersonal relations, problem solving, negotiation and excellent report writing skills. • Controlling professional, technical and operational outcomes related to planning nd architecture. • Planning of integrated land development. • Formulate and review of Spatial Development Framework guided by Land Use Management, Settlement Planning and forward spatial planning in WSLM. • Plan the integration of social, economic, institutional and physical aspects of land development. • Outline key objectives and programs for land use management and ensure their achievements. • Develop and implement statutory town planning and zoning schemes deliverables. • Assist in the development of Housing Sector Plans. • Facilitate the process of town revitalisation. • Provide GIS support to municipal departments. • Process all delegated land use and development applications in line with SPLUMA 16 of 2013. • Attend to building plans, consolidation and second dwellings applications. 3. BUDGET AND TREASURY OFFICE POSITION: MANAGER: SUPPLY CHAIN MANAGEMENT FIVE (5) YEAR FIXED TERM PERFORMANCE BASED CONTRACT SALARY: ALL-INCLUSIVE SALARY PACKAGE (NEGOTIABLE) REQUIREMENTS: • Grade 12. At least NQF level 6 in Commerce, Municipal Financial Management, SCM or Logistics. • A minimum of 5 years of which 3 years must be at middle management level. • Understanding laws and regulations governing Local Government on Supply Chain Management. • Advanced knowledge on mSCOA-compliant supply chain management financial accounting system and GRAP accounting standards. • Competency in the use of computers especially in Excel, Power Point, Outlook, Internet. • MFMA and related SCM Regulations require Heads of SCM to meet prescribed competency levels, therefore having Local Government experience will be an added advantage. • A valid driver's license. Risk and Change Management on • Audit and Assurance within SCM • Develop, manage and maintain the Commitment Register and Register of Retentions • Develop, manage and maintain the Register of Unauthorized, Irregular and Fruitless and Wasteful Expenditure. Provide statutory reports on SCM and deviations. DUTIES The duties will include but not limited to the following: • Managing the SCM Unit • Managing the development of the supply chain management function to ensure efficient implementation of financial policies and compliance with legislative requirements • Managing the suppliers' data base • Managing Bid Committees • Managing implementation of the MFMA, the SCM Policy, the SCM Regulations and all other relevant regulations • Manage the reporting on the SCM activities and associated legal compliance to Council and its Committees.
