It is situated within the Joe Gqabi District Municipal Area, in the Eastern Cape. The municipality is looking for the services of vibrant, committed and suitably qualified and skilled persons for appointment of individuals to fill the following positions: COMMUNITY SERVICES DIRECTORATE
KEY PERFORMANCE AREAS: The duties will include but not limited to the following: • Evaluate learners for learner licenses. • Evaluating applicants for driving licenses. • Authorize and issue learners. • Authorize and issue driving licenses. • Perform conversion of driving licenses. • Testing instructor for instructor's certificate. • Compiles a monthly report for the Supervisor, detailing the number and type of vehicles roadworthy tested and the results thereof, for record and statistical purposes. • Tests the driver for the categories of Code B to EB (light motor vehicles) and Code C to EC (Heavy motor vehicles) in terms of the guidelines of the K53 modules by engaging in the following activities in order to ensure legitimacy and compliance with the prescriptions of applicable acts. • Responsible and accountable to the management representative. KNOWLEDGE: • Knowledge of basic driving laws pertaining to the operation of a motor vehicle. • Knowledge of the rules and regulations pertaining to examinations for all classes of motor vehicle operators. • Knowledge of the reporting methods used to report driver license activities. ABILITIES: • Ability to conduct a thorough and safe driving examination. • Ability to operate a camera and other equipment used in conducting a driver license examination. • Ability to operate a motor vehicle. • Ability to maintain favourable relations with employees and the general public. • Ability to work under the stress associated with constant public traffic, and associated with riding on driving tests with new and inexperienced drivers. • Ability to learn the reporting methods used to report driver license activities. • Ability to operate a keyboard. 2. EXAMINER MOTOR VEHICLES X 1 (Based in Aliwal North — Re-advertisement) TASK GRADE: 10 SALARY SCALE: R225 744.00 — R293 064.00 PER ANNUM MINIMUM REQUIREMENTS: • Grade 121 Matric. • Diploma in Vehicle Examination Grade A & B. • Qualification in testing of leaners license will serve as an added advantage. • Diploma in Traffic Law Enforcement will serve as an added advantage. • Registered Traffic Officer will serve as an added advantage. • Qualification in examining motor vehicles. • Qualification in testing of K53 drivers licenses. • A valid Driver's license. • Code EC driver's license will serve as an added advantage. • Municipal experience will be a strong recommendation. • At least 2 years' experience. Vehicles examinations • Physically examine vehicles from the public as well as vehicles brought in law enforcement staff. • Test driving the vehicle in terms of the road traffic act to ensure that they are roadworthy • Suspending the vehicles if required • Issuing roadworthiness certificates of fitness to those vehicles that apply Daily statistics & enquiries • Maintaining daily statistics of vehicles examined • Handling enquiries from the public regarding the roadworthiness of their vehicles to ensure that the daily statistics are recorded for future use and that the public is aware of the necessary requirement. Evidence of un-roadworthy vehicles • Leading evidence in court when required with regard to un-roadworthy vehicles suspended from use.
3. TRAFFIC OFFICER x 1: TASK GRADE 8 (Based in Burgersdorp — Re-advertisement) SALARY SCALE: R178 104.00 — R231 168.00 PER ANNUM MINIMUM REQUIREMENTS: • Grade 12/ Senior Certificate/ Matric • Diploma in Traffic Law Enforcement Officers Course. • Registered Traffic Officer. • Diploma in Vehicle Examiner Grade A will be an added advantage. • Diploma Examiner of Driving license will be an added advantage. • A valid Code B Driver's License. • Code EC & A driver's license will serve as an added advantage. • Minimum of 2 years relevant experience as a Traffic Officer • Municipal experience will serve as an added advantage. • Knowledge of e-Natis will serve as an added advantage. • Applicants will be physically assessed. • No criminal record. • Must be able to work in any area within the jurisdiction of the municipality. • Must be of sober habits. DUTIES: Duties will include but not limited to the following: • Law Enforcement. • Physically do point duty when needed. • Test driving the vehicle in terms of the road traffic act to ensure that they are roadworthy. • Suspending the vehicles if required. • Maintaining daily statistics of law enforcement. • Attending to complaints from the public regarding the law enforcement issues. • Ensure that the daily goals are achieved and are recorded for future use. • Conduct awareness campaigns regarding road traffic safety. • Court duties in regard of magistrate court roll and furnish evidence in court when needed. • Execution of warrants of arrest. • Performing standby and or overtime duties when necessary. • Ensure adherence to traffic law enforcement, administering road accident, road safety, law enforcement and municipal by-laws. • Promotes public safety, administer notices and summons to ensure law enforcement, perform point duty and control traffic during activities and events. • Compile reports, assist the municipality in curbing corruption. • Promote traffic safety and Law enforcement within the area of jurisdiction of Walter Sisulu Local Municipality. • Carry out instructions from your Manager or Supervisor as and when a need arises to perform some other tasks that may be given. • Be prepared to be registered as a Peace Officer. 4. E-NATIS SUPERVISOR x 1: (Based in Burgersdorp) TASK GRADE: 09 SALARY SCALE: R200 520.00 — R260 292.00 PER ANNUM MINIMUM REQUIREMENTS: • Grade 12/ Senior Certificate/ Matric • E-natis certificate will be an added advantage. • 1 year experience in a similar environment • Computer literacy • Good human relations, interpersonal, analytical and communication skills. • Ability to work under pressure. DUTIES: Duties will include but not limited to the following: • Attends to the processing of vehicle licensing and registration applications in accordance E-NAT IS procedures. • Performs various administration tasks/activities associated with cashier duties including the receiving and receipting of payments. • Reconcile payments and cash deposits against transactional information/statements prior to forwarding for depositing. • Provide information and explanations to general enquiries related to vehicle licensing and registration. • Attends to procedural administrative requirements, record keeping 5. E-NATIS OFFICER x 1: (Based in Aliwal North) SALARY: R111 384.00 — R143 868.00 PER ANNUM TASK GRADE: 5 Requirements: • Grade 12 Certificate or Matric Certificate • E-natis Certificate • Computer Literate • Sound accountancy and numerical knowledge • Must work accurately and fast under pressure • The ability to work with difficult members of the public and staff • Good Communication Skills (written and oral) in at least two of the three official languages of the area • Self-Control; diplomacy and patience. Duties: The duties will include but not limited to the following: • Processing vehicle licensing and registration applications • Performs various administration duties • Performs various cashier duties • Performs tasks/activities associated with the receiving and receipting of payments for the services/products from the public • Reconciling payments and cash deposits against transactional information/statements, providing information and explanations on charges and penalties, reconciling total collections against receipts and preparing schedules for verification prior to forwarding cash and cheques for depositing • Provides routine information related to vehicle licensing and registration procedures.
