​EXECUTIVE MANAGER: ZONE DEVELOPMENT AND OPERATIONS (5-YEAR FIXED TERM CONTRACT) 

 
PURPOSE OF THE JOB 
To plan, design and develop world-class infrastructure and related operational services for current and potential TASEZ investors. These services include Infrastructure and Facility Maintenance, Security, Tenant Relations, and Conference Centre Management and Customs Control Area Management. 
 
KEY RESPONSIBILITIES 
People Management 
  • Providing input into workforce planning and implement approved labour plans to ensure team is suitably staffed to meet sub-functional objectives 
  • Planning, organising, leading, and controlling subordinates’ activities to ensure sub functional objectives are met or exceeded 
  • Ensuring effective communication within department 
  • Managing the performance of staff by embracing the values of TASEZ to ensure effective and productive performance of staff 
  • Guiding, coaching, and developing staff and adhering to relevant policies and procedures to manage staff performance 
  • Ensuring effective communication with the department 
 
ENSURE EFFECTIVE COMPLIANCE TO THE SEZ ACT 
  • Oversee and implement the strategic plan for the TASEZ Special Economic Zone within the framework of the Special Economic Zones strategy 
  • Oversee and make improvements to the TASEZ Special Economic Zone and its facilities according to the written agreement contemplated in section 34 (1) 
  • Oversee or facilitate the provision of infrastructure and other services required for the TASEZ 
  • Special Economic Zone to achieve its strategic and operational goals 
  • Oversee and implement adequate demarcation of the TASEZ Special Economic Zone from any applicable customs territory for the protection of revenue together with suitable provision for the movement of conveyances and goods entering or leaving TASEZ Special Economic Zone 
  • Oversee and provide adequate security for all facilities in the TASEZ Special Economic Zone 
  • Oversee, develop, and adopt rules and regulations for businesses within the TASEZ 
  • Special Economic Zone in order to promote their safe and efficient operation 
  • Maintain adequate and proper accounts and other records in relation to Operations and report in the manner prescribed or required on the activities, performance and development of the TASEZ Special Economic Zone 
  • Facilitate a single point of contact or one stop shop that delivers the required government services to businesses operating in the TASEZ Special Economic Zone in order to provide simplified procedures for the development and operation of the TASEZ Special Economic Zone and for setting up and conducting business in the Special Economic Zone 
  • Undertake any other activity to promote the effective functioning of the TASEZ Special Economic Zone 
  • Leveraging on Tax and Duty concessions, Provision of Simplified Clearance Procedures, Streamlined Port and Customs operations 
  • Provide ease of Declarations and processing times and related services for current and potential TASEZ investors 
 
EFFECTIVE ENGAGEMENTS WITH TASEZ STAKEHOLDERS 
  • Liaising with Municipalities and relevant authorities to ensure compliance to relevant legislation. 
  • Participating in stakeholder forums and sharing plans with appropriate relevant stakeholders (City of Tshwane, Eskom, Department of Agriculture & Environmental Affairs)
 
ENSURE EFFECTIVE PLANNING OF INFRASTRUCTURE 
  • Overseeing the selection of services providers to plan & design utilities services/infrastructure in compliance with relevant legislation and quality system requirements 
  • Liaising with all relevant authorities on legislative requirements 
  • Ensuring investor requirements are determined and met adequately to ensure continuity of supply 
  • Ensuring compliance to relevant legislation 
 
ENSURE EFFECTIVE ESTABLISHMENT AND MAINTENANCE OF INFRASTRUCTURE 
  • Overseeing the procurement process of service providers for the installation of utilities services/infrastructure in compliance with relevant legislation and quality system requirements 
  • Participating in stakeholder forums and building partnerships (City of Tshwane, Eskom, Department of Agriculture Environmental Affairs) 
  • Ensuring that investors are provided with required infrastructure and technical support 
  • Developing and implementing a maintenance strategy and plan 
  • Ensuring resources (people, equipment, and budget) are provided to maintain infrastructure 
  • Overseeing the implementation of maintenance plans for all TASEZ Infrastructure 
 
FINANCIAL AND RISK CONTROL 
  • Developing and implementing an annual procurement plan and budget, including monitoring and reviewing expenditure 
  • Identifying, mitigating, and monitoring potential business risks in relevant business unit 
  • Developing policies and procedures in relevant Business Unit which ensures alignment and compliance with relevant legislation 
  • Supporting SHE policies & procedures and ensuring compliance thereof 
 
SECURITY STRATEGY, POLICY, AND PROCEDURES 
  • Developing and implementing an integrated and comprehensive security strategy, policies, and procedures for TASEZ. 
  • Liaise with external stakeholders i.e., Police, Local Municipality, protection Services etc. 
 
CUSTOMS CONTROL AREA (CCA) COMPLIANCE AND OPERATIONS 
  • Developing and implementing an effective and compliant CCA strategy, policy and standard operating procedures 
  • Liaising with external stakeholders (SARS, National Treasury and SAPS-related to CCA legislation and procedures) 
  • Ensuring that policies and procedures are aligned to legislative changes 
  • Ensuring compliance to CCA rules and regulations. 
  • Oversee and manage SHEQ strategy and systems 
  • Ensure compliance with relevant SHEQ legislation and regulations 
 
QUALIFICATIONS
  • Post graduate degree in Engineering/Commerce/ Operations Management / Custom & Excise 
  • A master’s degree in management or any of the above. 
 
COMPETENCIES/KNOWLEDGE
  • Knowledge of SEZ/SARS/WCO relevant legislation 
  • Knowledge of establishment of all aspects of Authorized Economic Operator/Bonded Warehouse/Transhipment/Dry/Wet Port Model Property, infrastructure development and General Engineering 
  • Operational Management with focus in maintenance, infrastructure and facility management

WORK EXPERIENCE 
Minimum of 10 years’ senior management experience in: 
  • Operational experience in a Special Economic Zones/Customs Zone Development, or Automotive Infrastructure/Dry Ports Development 
  • Facilities Management, Operations Management, Zone Engineering Development/Transhipment Hubs 
  • Sector Development Zone focused on the development of a specific sector industry through the facilitation of general or specific industrial infrastructure, incentives, technical and business services primarily for the export/import market 
  • Planned maintenance (Facility / Building Infrastructure Management) 
  • Automotive/Transport Sector Logistics including road/rail/maritime (advantageous)

​EXECUTIVE MANAGER: CORPORATE SERVICES DIVISION (5-YEARS FIXED TERM CONTRACT) 

 
PURPOSE OF THE JOB 
To provide strategic leadership and direction for the support functions within TASEZ, ensuring operational efficiently and effectively to support the overall TASEZ strategic objectives. This includes overseeing the human resources, legal services, information technology, facilities management, safety, health, environment and quality (SHEQ) and marketing and communications. 
 
KEY RESPONSIBILITIES 
People Management 
  • Responsible for people management within the Division. 
  • Accountable for the performance management of the Division. 
  • Management of employee benefits for the Division 
  • Oversee all the aspects of labour relations within the Division, including disciplinary process 
  • Determine staffing requirements for the Division 
 
Strategic Leadership, Planning, and Management 
  • Provide strategic leadership and management in the Corporate Services Division 
  • Ensure operational excellence in Human Resources, Communication & Marketing, Facilities and Information Technology 
  • Responsible for the development and implementation of applicable Strategies/Plans that supports TASEZ Strategy, e.g. HRM&D Strategy, ICT Master Plan, etc. 
  • Responsible for the management of individual Performance Management System. 
  • Oversee the design and establishment of organisational structure and staffing to accomplish organizational goals. 
  • Provide technical support to the organization in driving transformation and change management initiatives. 
  • Providing leadership and guidance to the Corporate Services team including effective delegation of work, monitoring of workload, priority management to ensure all activities and service levels are maintained 
  • Develop sound strategic relationships with relevant stakeholders to serve the interest of the organization 
  • Responsible and accountable for the development and implementation of employment equity plan and reporting. 
  • Oversee and advice management, employees on labour relations matters and processes. 
  • Provide related expert advisory and consultative support services to employees at all levels of the organization, including executive, management, and general staff 
  • Develop, manage, and monitor the integrated risk management (IRM) framework to align it to best practice (policy methodologies, risk rating tables, procedures, terms of reference and templates). 
  • Develop the IRM plan to implement the IRM strategy annually and monitor and report on the status of implementation of the IRM plan to confirm implementation of the framework. 
  • Develop and implement the risk appetite and tolerance framework annually. 
  • Maintain, monitor, and review the strategic risk register and emerging risks through facilitation of risk assessments and reviews. 
  • Provide guidance/ expertise on risk methodologies at an operational level to ensure alignment to the IRM framework. 
  • Provide assurance that the organizational, divisional, and emerging risks have been identified, and are being managed within the organization’s risk appetite and tolerance framework. 
  • Disclose to the Board any risks that are outside the organization’s risk tolerance for specific sign-off. 
  • Establish divisional Business Continuity Plans. 
 
Governance, Accountability, and reporting 
  • Direct and ensure compliance by all with the applicable legislation and TASEZ policies. 
  • Oversee the application of principles of good governance and compliance. 
  • Ensuring that the organization applies all recommended human resources best practices. 
  • Responsible for the compilation of divisional monthly, quarterly and annual reports. 
  • Responsible for the management and implementation of the Corporate Services budget. 
  • Monitoring and addressing non-compliance with policies and procedures. 
  • Responsible for submission of reports to the Board and its Committees 
 
COMPETENCIES/KNOWLEDGE
  • A successful candidate must have a good understanding of EEA, BCEA, PFMA, OHSA, NEMA, POPI, PAIA, LRA, Treasury Regulations, B-BBEE, PPPFA, NIA 
  • Knowledge of leadership and management principles 
  • Knowledge of computerized HR and ICT systems. 
  • Knowledge of contracting, negotiating, and change management 
  • Knowledge of changes and/or developments in governmental accounting laws, and company policies and procedures.

WORK EXPERIENCE 
  • Minimum 10 years’ experience in corporate services of which at least 5 years must have been at senior management level. in the Private Sector Corporate Services or Public Service or similar environment 
  • Sound practical experience in corporate governance. 
  • Experience in strategic planning and execution
