COMMUNITY SERVICES DEPARTMENT MANAGER ENVIRONMENTAL HEALTH (PERMANENT) (TASK LEVEL 16 OF A SIZE 2 MUNICIPALITY) JOB PURPOSE: To implement strategies, programmes, and action plans in accordance with the principles of Municipal Health Services (As defined in the National Health Act, 2003) that are in line with the Provincial and National Health Plan, the IDP, Health Business Plan and legislation to ensure an effective municipal health service in the district. KEY PERFORMANCE AREAS: • Specialised knowledge of all relevant Environmental Health legislation (National, Provincial, Local) including interpretation and application thereof. • Full knowledge of all relevant labour law, employment related law and the constitution. • Full knowledge of communicable diseases, including signs, symptoms and how communicable diseases related to Environmental Health are a spread in communities. • Food hygiene control and auditing systems such as HACCAP. • Experienced in interpretation of laboratory results relating to food and water samples. • Development of Environmental Health Policy and by-law legislation •Training, supervision, and administration duties. •Waste management• Vector control. •Food control. •Health surveillance of premises. • Water quality and safety. •Health promotion. •Disaster management. •Environmental pollution management. •Noise management programme. •Disposal of the dead. •Administration. •Community participation. •Development of informal and other settlements. •Personnel management •Financial management. REQUIREMENTS: • A relevant tertiary qualification, preferably a B-Tech degree in Environmental Health. • 3-5 years’ experience • Minimum of 2 years managerial/supervisory experience. • Registration as an Environmental Health Practitioner with the Health Professions Council of South Africa for independent practice; •Peace Officer; • Driver Licence: EB; and • Computer literacy: MS Office. •Good communications Skills. •Good Typing Skills. COMPLIANCE MANAGER (TASK LEVEL 15 OF A SIZE 2 MUNICIPALITY) JOB PURPOSE To provide expertise on compliance related issues. verify reports, financial statements, and IDP & budget process for compliance in line with stipulated rules and regulations for Municipality. KEY RESPONSIBILITIES: • •Development and implementation of the compliance plan to support the Municipality’s strategic objectives. •Manage and coordinate implementation and maintenance of Municipality’s Compliance Policy. •Monitor the adherence to Compliance requirements and processes. •Compile a yearly compliance report and compliance timelines. •Advise the municipality on compliance related matters. •Assist the municipality in addressing compliance backlogs. •Monitor the implementation of the action plan. •Report on compliance issues. • Ensure that the municipality, its employees, and its projects/programmes comply with all relevant regulations and specifications. • Regularly assess the efficiency of internal controls and recommend effective improvement. •Design & monitor control systems to deal with compliance violations. •Train employees on compliance topics. Manage staff in the Office of the Municipal Manager. •Prepare, manage, and monitor the capital and operational budget in the Office of the Municipal Manager. • Ensure adherence to the budget regulation schedule and processes and procedures during the budget compilation. •Coordinate intergovernmental relations functions on behalf of the Municipal Manager. •Advice MPAC on accountability and oversight matters. •Provide administrative support to ensure functionality of MPAC Committee. •assist the chairperson and the committee to run the committee affairs. •Develop the annual MPAC programme in line with the Municipal Cycle. • Source Municipal Council documents and reports that are needed for MPAC in order to perform duties. •Review and investigate all matters referred to the committee by other council committees. •Benchmark Committee activities as well as functionality with other municipalities. •Ensure that MPAC reports are tabled in council and track implementation of MPAC resolution by Council. • Ensure proper management and filling of all MPAC records and files. • Liaise with Internal Audit. •Develop process and procedures for MPAC operations. •Analyse financial and performance reports including SDBIP, Annual Report and Financial Statements. •Provide technical support and manage secretarial services for MPAC. DEPARTMENT: OFFICE OF THE MUNICIPAL MANAGER RE-ADVERT POSITION: DIRECTOR: TECHNICAL SERVICES The appointment of the Director Technical Services will be for 5 years fixed term contract as determined by Section 57 of the Municipal Systems Act, No 32 of 2000 Remuneration: Thabo Mofutsanyana District Municipality is a Category 3 municipality, with Remuneration package of: Minimum: R894 447, Midpoint: R1 022 226 and maximum: R1 133 463 per annum as per Government Gazette No 43122 of 20 March 2020. Requirements: A Bachelor’s degree in Engineering/ B.Tech: Engineering or equivalent from an acceptable institution • OTHER REQUIREMENTS: A Valid driver’s licence, a suitable vehicle for proper performance of his or her functions, willingness to work irregular hours with extensive travelling and be Computer literate. ADDED ADVANTAGE: A Certificate of competency as required in terms of the General Machinery Regulations, 1988; or registration with a recognised relevant engineering professional body• A Certificate in Municipal Financial Management Programme/ Programme in Management and Development for Municipal Finance (MFMP/ CPMD) as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 will be an added advantage EXPERIENCE: A minimum of 5 years’ experience at Middle Management level, or as programme or project manager. THABO MOFUTSANYANA DISTRICT MUNICIPALITY- KGOSATSANA MANAPO MOPELI LABORATORY IN KESTELL. 1.PRINCIPAL SCIENTIST SALARY (TASK LEVEL 16 OF A SIZE 2 MUNICIPALITY) Requirements: A BSc/BSc Honours/MSc degree in Microbiology/ Biotechnology /Chemistry. Code EB driver’s license. 10 years’ laboratory experience. 3 years’ experience in a specialist research area. 2 years’ supervisory experience. Registration with the Professional Body. Computer literacy. Good communications Skills KEY PERFORMANCE AREAS •Develop and manage the implementation of the laboratory/scientific services business plan.• Design and drive the laboratory business development program to create revenue for the scientific services unit.• Develop and maintain appropriate controls and quality assurance procedures.• Determine policies, practices and working procedures that will result in Thabo Mofutsanyana District Municipality acquiring an accredited laboratory.• Provide leadership in the continual study, analysis, and identification of chemical and biological hazards in the water service/catchments within Thabo Mofutsanyana District Municipal area.• Maintain standards of skills and knowledge of latest best practices within the laboratory technology environment. •Provide technical scientific expertise to all internal and external stakeholders. • Ensure adherence to various water and wastewater quality standards by the operations department. • Contribute and provide advice /inputs towards water resource management within the catchments. • Ensure continuous professional development of the Lab personnel. Supervise the Scientific Services Personnel, ensuring that the section achieves its purpose. •Manage all financial and administration aspects of the Scientific Services Section. •Participate in and perform miscellaneous functions on behalf of Scientific Services and Technical Support Departments.
