ROADS AGENCY LIMPOPO (RAL) The Roads Agency Limpopo SOC was established under the Limpopo Province Roads Agency Proprietary Limited and Provincial Roads Act 07 of 1998, as amended (RAL Act). RAL is mandated for the planning, design, construction, and maintenance of the Limpopo Provincial road infrastructure. The Head Offifce of RAL is in Polokwane, 26 Rabie Street. Roads Agency Limpopo invite applications from suitable, innovative, and credible candidates for the filling of the following vacancies: EXECUTIVE MANAGER: CORPORATE SERVICES 5 YEAR PERFORMANCE BASED FIXED-TERM CONTRACT MARKERT RELATED COST TO COMPANY NEGOTIABLE SALARY Reporting to the Chief Executive Officer (CEO), the candidate will be responsible for developing and managing corporate business planning activities and overall management of the entire corporate support portfolio in the organisation. The incumbent will sign a 5-year employment contract and performance contract with the CEO. REQUIREMENTS:• Masters in Business Administration (MBA) or appropriate postgraduate degree in Public Administration, recognised by SAQA • 7 years’ experience in senior management in a corporate environment • Proven track record as a Programme Head/Business Head • Experience in Financial Services, especially Employee Benefits, Pension Fund and Retirement Benefits Administration will be an added advantage. RESPONSIBILITIES: • Formulate and oversee the implementation of strategic plans: • Oversee the development of an effective short, medium, and long-term operating strategy for the Corporate Services programme • Oversee the development, delivery, and achievement of the business plans and budget for the Corporate Services programme • Oversee the effectiveness of development management and develop and manage the leadership strategy • Align plans to meet business needs and achieving stipulated objectives • Oversee the development, implementation, and maintenance of relevant policies, standard operating procedures, guidelines and processes, and ensure the achievement of compliance in line with relevant legislation • Develop sound strategic relationships with relevant stakeholders to serve the interests of the business unit • Oversee the provision of accurate, current advice regarding benefits administration to all stakeholders • Oversee the application of principles of good governance and legislative compliance to the operations of the Corporate Services programme • Oversee the analyses of service delivery gaps and challenges, define service delivery operational measures and targets, and implement remedial action strategies • Oversee quality of service provided to internal and external stakeholders and organised groups to improve the overall performance of the Corporate Services programme • Represent RAL at all relevant committees and forums • Oversee the identification of risks and mitigation thereof • Oversee the analysis of trends and forecasting • Oversee the management of Human Capital Management services by: - Driving the provision of effective human capital practices and administration services - Driving the development and maintenance of HR strategies - Overseeing and facilitating a human capital strategy, organisational effectiveness and wellness initiatives for the organisation - Driving the provision of integrated human capital development initiatives aimed at enhancing individual and organisational performance - Overseeing and facilitating the provision of labour relations services - Overseeing property services, fleet and travel management • Oversee the provision of office support and maintenance services • Oversee fleet, travel and accommodation requirements of the GPAA • Monitor the provision of security management services • Oversee the development and implementation of risk strategies, anti-fraud and case management services: • Oversee the establishment, maintenance of appropriate risk management service within the organisation • Oversee fraud prevention and case management initiatives for the organisation. EXECUTIVE MANAGER: ENGINEERING 5 YEAR PERFORMANCE BASED FIXED-TERM CONTRACT MARKET RELATED COST TO COMPANY NEGOTIABLE SALARY Reporting to the Chief Executive Officer (CEO), the candidate will be responsible for managing the planning and implementation of road infrastructure projects. The incumbent will sign a 5-year employment contract and performance contract with the CEO. REQUIREMENTS: • BSc Degree/BScEng Degree/BEng Degree or BTech Degree in Civil Engineering, and a Master’s Degree and experience in Civil Engineering / Built environment • Professional registration with ECSA) or Pr.CPM (SACPCMP) • At least 8-10 years’ experience within the Civil Engineering/Built environment of infrastructure projects of which 5 years must have been at senior managerial level in project management • Experience in contract management and supervision of contracts and relevant conditions of contracts • Experience in roads, bridges or infrastructure will be an added advantage • Valid driver’s licence, willingness to travel and ability to work independently • Knowledge and understanding of legislation pertaining to engineering, roads and infrastructure management i.e. COLTO. KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO): • Developing strategic plans for roads and provincial economic growth and development • Coordinating, presenting, and motivating the Agency’s business plans and budget prioritisation • Developing and accessing new standards and methodologies relating to engineering design and construction • In accordance with business plan and yearly budget, develop organisational objectives which satisfy the occupational health, safety, risk management criteria and guidelines • Overseeing and reporting on the Project Financial Administration function, including cost control and financial reporting across projects • Ensuring that all projects are being executed as per the contractual/commercial requirements • Actively participating in annual business plan and budgeting (targets, expenditure, i.e., administrative and functional, and allocation of markets) • Conducting the annual business review and planning forecast targets for the organisation’s core business • Developing project plans according to sound project management and engineering principles, suppliers and resource availability to ensure efficient project management • Ensuring efficient and effective staff capacity in terms of planning and implementation to meet the objectives of the Agency in a cost-effective and professional manner • Ensuring • Ensuring healthy environment and safety compliance • Ensuring management of risk with reference to designs and tender documents • Lead the engineering division (Planning & Design and Operations).
