The Roads Agency Limpopo SOC Limited was established under the Limpopo Roads Agency and Proprietary Limited and Provincial Roads Act 7 of 1998 as amended. RAL is mandated to plan, design, construct and maintain the Limpopo Provincial Road Infrastructure. Roads Agency Limpopo invite applications from suitable, innovative, and credible candidates for the filling of the following vacancy: PAYROLL PRACTITIONER (Assistant Manager: Financial Reporting) MARKET-RELATED COST TO COMPANY (PATTERSON C5) This vacancy is based at the RAL offices in Polokwane. REQUIREMENTS • BCom Accounting degree or BTech in Accounting (NQF level 7). • 3 years’ experience in financial reporting and payroll. • Professional qualification will be an added advantage CA(SA), ACCA, CIMA. KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO) • Prepare monthly, quarterly, and annual financial statements (for both audit and submission to Treasury) and other relevant reports. • Perform financial reporting functions, including the accounts payables, accounts receivables, revenue, cashbook, payroll, bank reconciliation, general ledgers, fixed assets, and reconciliations. • Plan and manage the annual accounts closure within agreed timeframes. • Coordinate RAL’s annual audit with the independent auditors. • Prepare and submit annual audit file. • Preparing and managing RAL’s tax matters. • Ensure the preparation and review of financial reconciliation. • Review of the General ledger and the Trial balance. • Ensure payments are made as per the RAL policy. • Manage capital and administration commitments. • Preparation of the Assets register. • Implement financial management policies and procedures to ensure internal control and sound financial practices. • Maintain and strengthen internal controls over financial reporting. • Analyse changes to accounting standards and legislations to investigate the impact on the organisation and implement changes affecting RAL if required. • Prepare GRAP compliant financial statements. • To ensure compliance with PFMA and treasury regulations • Perform payroll tax year-end reconciliations to ensure timely submission to SARS. • Assist with the structuring of all management and employees’ salary packages in line with adjustments as and when required. • Ensure that all salary adjustments are accurately implemented. • Provide payroll-related information to the relevant stakeholders e.g., for reporting and budgeting purposes. • Prepare payroll journals and ensure that these are captured in the general ledger. • Assist the Manager Finance with any duties related to payroll as required. • Lead and direct staff under supervision so that they are able to meet the objectives set for them. • Ensure effective and compliant implementation of the performance management system. • Lead and direct staff under supervision so that they are able to meet the objectives set for them. • Ensure effective and compliant implementation of the performance management system.
