ROADS AGENCY LIMPOPO (RAL) The Roads Agency Limpopo SOC was established under the Limpopo Province Roads Agency Proprietary Limited and Provincial Roads Act 07 of 1998, as amended (RAL Act). RAL is mandated for the planning, design, construction, and maintenance of the Limpopo Provincial Road infrastructure. The Head Office of RAL is in Polokwane, 26 Rabe Street. Roads Agency Limpopo invites applications from suitable, innovative, and credible candidates for the filling of the following vacancy: EXECUTIVE MANAGER: MONITORING AND EVALUATION 5 YEAR PERFORMANCE BASED FIXED-TERM CONTRACT MARKERT RELATED COST TO COMPANY NEGOTIABLE SALARY Reporting to the Chief Executive Officer (CEO), the candidate will be responsible for developing and managing business planning activities and overall management of the entire monitoring and evaluation portfolio in the organisation. The incumbent will sign a 5-year employment contract and performance contract with the CEO.
REQUIREMENTS: • BSc Degree in Civil Engineering, and 15 years’ experience in the Civil Engineering industry • Master’s Degree will be an added advantage. • Professional registration with ECSA or Pr.CPM (SACPCMP). • At least 6-8 years’ experience within the environment of infrastructure projects of which 5 years must have been at senior managerial level in project management. • Experience in contract management and supervision of contracts and relevant conditions of contracts • Experience in roads, bridges or infrastructure will be an added advantage. • Valid driver’s licence, willingness to travel and ability to work independently. • Knowledge and understanding of legislation pertaining to Engineering, roads and infrastructure management i.e. COLTO. RESPONSIBILITIES: • Develop and implement reporting, monitoring and evaluation strategy for road infrastructure construction projects. • Ensure that road construction projects are planned and implemented with the set time frames and budget. • Advise and ensure that best practices are adhered to in project management and road construction. • Analyse the company strategy and roadmap to determine the future trends, strategic direction and implications pertaining to the company and the specific group as aligned for Monitoring and Evaluation • Interpret the strategy and roadmap to determine the direction of Monitoring and Evaluation and to determine the output deliverables. • Monitor and evaluate the performance for monitoring and evaluation. • Monitor strategic projects such as long-term sustainability of RAL. • Ensure that information is collated into a workable document for use in the development of a monitoring and evaluation strategy and roadmap. • Develop and implement strategy and business planning process. • Analyse the company strategy and roadmap to determine the future trends, strategic direction and implications pertaining to company and the specific group. • Interpret the strategy and roadmap to determine direction and to determine the output deliverables. • Align unit strategy to business strategy. • Monitor and evaluate performance for RAL. • Ensure that information is collated into a workable document for use in the development of a strategy and roadmap. • Discuss the implementation of the approved strategy and roadmap with the relevant role players to enable planning of the implementation. • Obtain and secure the associated resources to enable implementation of the strategy. • Implement the strategy and roadmap in accordance with policies, procedures and legal requirements and within set timeframes. • Participate in organisational strategic and operational planning processes linked with performance monitoring. • Provide performance-monitoring support to various business units in the organisation. • Manage the performance information management system. • Oversee the overall management of the strategy management process. • Facilitate strategy development. • Oversee the overall management of the strategy management process. • Facilitate strategy development and deployment process. • Develop and maintain appropriate governance to support the strategy. • Monitor and evaluate the implementation of the strategy analysis and interpretation of the information concerned with strategy for the organisation and present such information to enable information decision making. • Ensure that the organisation complies with relevant legislative frameworks and statutory requirements monitor and report on policy and legislation compliance. • Monitor organisational progress and compliance in the implementation of strategic and operational plans.
