The Roads Agency Limpopo SOC was established under the Northern Province Roads Agency and Proprietary Act of 1998 (NPRA Act). RAL is mandated for the planning, design, construction and maintenance of the Limpopo Provincial Network. The Head Office of RAL is in Polokwane.

Senior Project Manager: Operations
Market related cost to company negotiable salary
The incumbent will be responsible for programme management of road construction projects under Operations within the Engineering Unit of RAL, ensuring that RAL’s adhere to Government directives.
Requirements:• M+ Appropriate Degree or BTech Civil/ Transport Engineering or BSc Eng. (Civil) • Professional registration with ECSA, Pr CPM, SACPCMP • 10 years’ relevant (Contract Management, Project Management, Construction Management) experience coupled with managerial experience • Competencies: • Ability to interpret and apply roads-related legislation, policies and regulations • Competent in formulating and writing reports • Good communications and stakeholder liaison skills • Sound ability to interpret statutes • Computer literacy and exceptional writing skills for concept documents, reports, memos, agreements, contracts, policies, letters and presentations • Analytical thinking • Ability to work under extreme pressure as well as sound interpersonal relations • Excellent negotiation, dispute resolution and conflict management skills • A Valid driver’s licence.
Key Performance Areas: • Manage day-to-day work on projects in construction phases • Coordinate and make recommendations regarding status of work • Attend and actively participate in partnering sessions with contractors, agencies, and organizations to obtain feedback on Agency performance and effectiveness; represent Agency needs; and develop strong working relationships throughout the industry • Assist in the development of project procurement documents for various delivery methods, including Design /Bid /Build, Design and other innovative project delivery methodologies • Represent the Agency in reviewing contractor requests through formal or informal processes, and provide prompt responses to keep projects on schedule • Provide regular detailed reporting/metrics on existing projects, resources allocation, project status completion statistics, any variances to plan and forecasting of future needs • Review and monitor project work to ensure that progress is within expected guidelines and is completed on time and within budget • Review and provide recommendations on potential Change Orders on projects and process per contractual requirements, providing detailed analysis of impacts to the Agency budget and schedule • Regularly review project schedules, analyse and monitor construction progress to determine impacts to schedule and provide feedback to GM Operations and Executive Manager Engineering • Regularly attend and/or lead detailed project meetings with contractors, GM Operations, consultants and outside agencies to ensure Agency goals are achieved • Work with GM Operations to define the roles of project team members, project reporting structures and frequency of interaction • Monitor and communicate project-related issues, scope changes, variances and contingencies that may arise during the construction of projects to the GM, Operations • Meet with and effectively communicate with project partners, project stakeholders and public • Resolve conflicts between the contractors, and engineering consultants. Assumes a lead role in any dispute resolution activities occurring on assigned projects • Monitor consultant and contractor progress and performance, review and approves invoices, and resolve payment and project disputes • Work with General Advise (internal and external) on project management, contract provision, terminologies and disputes issues • Coordinate construction activities associated with project implementation with GM Operations • Participate in contractor evaluation, bid analysis reviews, and award recommendation • Provide project management support and input associated with projects to Communications and the Stakeholder Relations Departments • Occasionally prepare and lead presentations to the public, RAL Board, and outside agencies and organizations • Complete any other job-related duties as assigned.
Project Manager: Operations x3

Requirements:• M+ Appropriate Diploma /B Degree in Civil Engineering or equivalent • Registration with ECSA as a professional engineer or technologist will be an advantage • Registration with SACPCMP, Pr CPM will be an advantage • Relevant experience in roads and related structures for a minimum of 5 years’ post qualifications • Must have Construction Management, Contract Management and Project Management skills • Competencies: • Strong analytical, innovative and reasoning skills • Conflict Resolution • Report writing • Extensive experience in Microsoft Office, especially Microsoft Project, Word, PowerPoint and Excel • Ability to work independently and as a team player • Task oriented and focused • Ability to travel extensively • A Valid driver’s licence.
Key Performance Areas: • Manage projects according to sound engineering principles • Manage quality and ensure compliance with standard specification • Monitor progress against time, quality and cost • Liaise wit contractors, consultants and stakeholders on project related issues • Control of project expenditure against the approved budget • Check and certify the validity of payment certificates for approval • Develop and maintain project data • Compile progress reports as required by management • Attend to all correspondence related to projects and liaise with stakeholders from time to time.
Finance Manager: Management Reporting

Requirements:• M+ Appropriate Degree (Bcom/Btech) in Accounting or equivalent qualification • CA (SA), CIMA or ACCA • 7 years’ in finance environment; and • 4 years’ management accounting experience in private or public sector • Competencies: • Strong IT skills • Computer literacy – Advanced Excel • Understanding of modern management information systems • Problem solving • Analytical thinking and attention to detail • Self-management • Organisational awareness • Ability to communicate with both financial and non-financial management.
Key Performance Areas: •Financial management of all daily, monthly and annual financial functions to ensure integrity of RAL financials: • Produce monthly, quarterly and annual management accounting reports, including budgets, cash flows forecast, monthly management accounts, variance analysis and commentaries • Prepare, consolidate and review the annual budgets for the units • Maintain cash flow forecasts and management procedures to optimise cash flow and enable forward planning • Managing monthly cost variations and obtaining justifications with no outstanding inputs • Preparing monthly and annual reports to Board of Directors, Treasury, Management and other external Stakeholders • Providing reports that are timeous, accurate and contain information to enable effective management decision making and • Develop relevant financial strategic objectives (incorporating medium to long term objectives) and business plans for finance department in line with RAL’s overall objectives • Financial risk management to mitigate threats to the financial integrity of RAL: • Develop management plans for the identification of financial risks and action plans to mitigate threats that minimise the probability of identified significant risks occurring; and • Implement effective system for performance measurement (including benchmarking) for risk management • Compliance with policies and procedures, and system improvement: • Implementing cost control and budget procedures • Compile and implement financial management policies and procedures to ensure internal control and sound financial practices • Revising policies and SOP’s as operational needs dictates • Optimise use of IT systems (such as Sage 300 system) to improve efficiency in transaction processing; and • Monitoring and evaluating financial information systems and make recommendations for improvements • People managed to achieve operational objectives: • Conduct performance management and monitor performance on on-going basis through mentoring, coaching, and reviews according to agreed timeframes and take appropriate steps to correct problems and • Rack & drive individual development plans for the subordinates by identifying training and staff development needs.
Finance Manager: Financial Reporting

Requirements:• M+ BCom Accounting degree • Post graduate qualification will be an added advantage • CA (SA) • 7 years’ in finance environment and • 4 years’ financial reporting experience in private or public sector • Competencies: • IFRS/ GRAP • Computer literacy - Advanced Excel • Problem solving • Analytical thinking and attention to detail • Self-management • Ethical behaviour • Assertiveness • Organisational awareness.
Key Performance Areas: •Provision of financial information for both internal decisions making and external use: • Prepare monthly, quarterly and annual financial statements (for both audit and submission to Treasury) and other relevant reports • Managing the whole financial reporting function, including the project expenditure, payables, receivables, revenue, cashbook, payroll, bank reconciliation, general ledgers, fixed assets and reconciliations • Plan and manage the annual accounts closure within agreed timeframes to facilitate the audit process by preparing the annual financial • Coordinate the RAL’s annual audit with the independent auditors • Prepare and submit annual audit file • Provide inputs on the management reports and • Preparing and managing RAL’s tax matters and all other statutory returns in accordance with relevant legislation • Compliance with policies and procedures, and system improvement: • Compile and implement financial management policies and procedures to ensure internal control and sound financial practices • Maintain and strengthen internal controls over financial reporting • Monitor organisation’s financial compliance with statutory and accounting best practice by: • Ensuring Standard Operating procedures (SOP’s) observed by all line department staff • Monitoring internal controls • Co-ordinating annual audit process to achieve unqualified audit reports with no reporting issues • Analyse changes to accounting standards and legislations to investigate the impact on the organisation and implement changes affecting RAL if required and • Revising policies and SOP’s as operational needs dictate • Financial risk management to mitigate threats to the financial integrity of RAL: • Develop management plans for the identification of financial risks and action plans to mitigate threats that minimise the probability of identified significant risks occurring and • Implement effective system for performance measurement (including benchmarking) for risk management • People managed to achieve operational objectives: • Conduct performance management and monitor performance on on-going basis through mentoring, coaching, and reviews according to agreed timeframes and take appropriate steps to correct problems; and • Track & drive individual development plans for the subordinates by identifying training and staff development needs.
IT Specialist: Support And Security

Requirements:• M+ Relevant IT Qualifications like Ndip/Btech in IT plus A+, N+, MTA (MCSA) • 3 to 5 years’ management, supervisory and technical problem solving skills experience • Experience in IT project management, SDLC and business process analysis and telecommunication management will be an advantage • Competencies:• Extensive knowledge of information technology systems and process • Program certifications from Cisco, Microsoft, Firewall or others • Ability to coordinate at multiple levels and provide great customer service • Taking ownership of all IT related issues • Analytical skills, along with familiarity with different operating systems, such as Windows, Vmware, Hyper V, Firewalls, Proxy or Linux, and proficiency in one or more programming languages • Good communication skills • Ability to work together to achieve team goals.
Key Performance Areas: • Ensuring the implementation of information communication technology systems, monitoring, and maintenance of IT systems • Network analysis, system administration, security and information quality assurance • IT Governance, IT audits, database administration, and web administration • Assist communications with updating of all RAL social media platforms • Maintain Microsoft Active Directory Domain Services, SQL servers and Group Policy • Oversee the daily performance of computer and network systems • Provide full support to all internal staff members • Ensuring Networks and User Machines application software are fully operational and up to date. (Patch Management) • Administer & Monitor emails and web access for all users • Ensuring the necessary data security protection procedures are implemented • Managing Track-IT helpdesk System timely and effective response to escalated queries • Management of connectivity to network shared printers, internet and VOIP telephone network • Implementing and maintain the IT operational risk register • Read technical manuals, confer with users, and conduct computer diagnostics to investigate systems problems and to provide technical assistance and support • Research on new products or services writing proposals for users and management to establish requirements for new application systems or modifications in line with IT Strategy improvement plan • Develop training materials and procedures, and/or train users in the proper use of hardware and software.
