WHOLESALE AND RETAIL SETA (W&RSETA)
Senior Manager: Strategic Planning - Ref : 001 /07 / 2021
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Senior Manager: Strategic Planning, who will report directly to the Strategic Planning, Performance and Evaluation Executive and be based at the Head Office in Centurion.
Grading: (Role Band: D5)
Key Scale: R 1 339 439
The role of this position is:
To direct, manage and efficiently and effectively coordinate all aspects of the W&RSETA’s strategic planning processes ensuring optimal alignment with the needs of the Wholesale and Retail Sector and requirements and government key strategic priorities in the short to long term period
To implement control mechanisms for guiding the successful implementation of the W&RSETA strategy.
Key Performance Areas will include but not limited to the following:
• To direct, manage and efficiently coordinate the W&RSETA’s strategic planning ensuring the required inputs, intelligence, quality assurance to deliver on the NSDP, DHET and stakeholder needs and requirements in line with the applicable legislation
• Manage and coordinate the efficient compilation of the 5-year Strategic Plan (SP) and Annual Performance Plan (APP) of the SETA incorporating inputs from all stakeholders to ensure delivery on the needs and requirements of the Wholesale and Retail Sector.
• Drive, manage and coordinate the development of the SETA’s APP and Provincial Operational Plans to ensure delivery on sector needs and requirements and the NSDP, whilst ensuring compliance with legislation
• Manage the efficient development, implementation and monitoring of the Strategic Management policies, programmes, procedures and guidelines
• Ensure the development of national strategies on Small, Medium and Micro Enterprises informal traders, disability, rural development, bursary and graduate placement; internship and career guidance with the related frameworks, policies and procedures.
Key Performance Areas will include but not limited to the following:

• Ensure optimal integration of all strategic planning functions across all provincial operational plans
• Ensure efficient, effective, timeous and professional monthly and quarterly consolidated reporting on SMME, Disability, Career Guidance, Bursary & Placements, Rural Development & Graduate Placement for organisational reporting
• Oversee incorporation of required intelligence from Research and Innovation reports and activities into the strategic planning process
• Ensure alignment between projects and the Strategic Plan to optimise delivery on the SETA’s objectives and mandate and ensure programmes and projects, sustain meaningful impacts in the sector
• Provide strategic integration and strategic management of all the SETA’s strategic requirements, plans and processes
• Ensure the W&RSETA meets all the requirements of the Assessment Quality Partner and Development Qualifications delegations by the Qualifications Council for Trade and Occupations
• Lead, manage, develop, coach, motivate, performance and inspire the Strategic Planning team to achieve set individual targets
• Detailed analysis of the Wholesale and Retail Sector to accurately forecast the SETA’s needs and requirements in the future and translation of these into viable solutions
• Ensure knowledge-sharing, documentation of information and a team that is informed and up-to-date with developments in the sector
• Ensure that W&RSETA comply with its own quality management services standard
• Ensure a close working relationship between the different divisions to ensure the continuous delivery on the SETA’s performance targets
• Utilise synergy between different divisions to continuously support the SETA’s performance and delivery against set objectives
• Build, maintain and enhance strategic relationships with Department of Higher Education and Training and other national agencies
• Manage, control and ensure the cost-effective utilisation of the Strategic Planning budget
• Ensure adherence to the W&RSETA policies, procedures and relevant legislation
• Professional representation of the SETA in line with the SETA’s values
• Provide proactive advice and identify opportunities to enhance the SETA’s performance
• Maintain professional and technical knowledge ensuring benchmarking against state-of-the-art practices and a team that is informed of new developments and initiatives
• Investigate different initiatives and conduct impact analysis, to determine the viability of different initiatives

Minimum Qualifications and Experience
• Bachelor’s Degree in Social /Management/ Economic Sciences/Administration/Monitoring & Evaluation
• An Honours Degree (as indicated above) will be an added advantage
• 7 years’ experience in a senior management position with exposure to strategic planning
• Sound knowledge and understanding of Strategic Planning Framework and Government-Wide Monitoring and Evaluation Framework
• Experience in analysing and interpreting data in a variety of complex processes using standardised methods
• Proven track record in the efficient development of organisational strategies and plans
• In depth knowledge and understanding of the Skills Development Act, Skills Development Levies Act and the National Skills Development Plan
• Experience on a full range of business functions and systems
