FINANCE MANAGER: LEVIES AND GRANTS
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ Finance Manager: Levies and Grants, who will report directly to the Chief Financial Officer (CFO) and be based at the Head Office situated in Centurion, Pretoria.
Key Performance Areas: Including but not limited to the following: • Overall financial management of levies, mandatory and discretionary grant functions of the SETA. • Oversee the accurate monthly levy upload process • Provide project financial management support and expertise to departmental managers and project owners, working very closely with the Contracts Manager and Projects Manager • Prepare monthly financial project and contract reports-monthly and annual contract commitment reports • Be responsible for project and contract cash flow forecasts and projections • Setup of projects chart of accounts on the AX system • Ensure project implementation on time and on budget • Design and enhance levies and grants process and procedures • Have a clear understanding of all the fundamental financial prescripts in a public entity and the application thereof. • Understand the Supply Chain Management processes. • Ensure efficient financial support to strategic projects of the organization. Implement financial systems and controls. • Initiate & maintain relationships with key stakeholders such as Internal & External Auditors, National Treasury; Department of Higher Education and Training etc.
• Assist in the development and implement financial strategy to ensure long term sustainability of the organization. • Guide and advice on the development & management of project budgets. • Ensure the efficient use of resources. • Provide guidance and support to regional offices. • Provide strategic support to the CFO. • Produce monthly and quarterly statutory reports. • Preparation and submission of all regulatory returns - ENE, MTEF, etc. • Provide strategic guidance, leadership and support to the finance team • Ensure continuous and improved staff performance and development.
Minimum Requirements: • B-Com Accounting or B-Compt (CA qualifications will be an advantage). • 5 to 8 years managerial experience in finance • Completed articles will be an advantage. • SETA experience and/or public entity experience will be an added advantage. • Sound knowledge of all the accounting prescripts including GRAP. • Effective management, leadership & people development. • Ability to work in a team environment, work under pressure and meet deadlines. • Strong analytical skills. • Good interpersonal and communication skills. • Strong values and impeccable ethical standards. • Must be prepared to work extended hours from time to time to meet statutory reporting deadlines.
