SENIOR MANAGER: LIQUOR LICENSING ADMINISTRATION 
Component: Liquor Licensing Administration 
Department: Western Cape Liquor Authority (Bellville)

Requirements:
  • Bachelor’s Degree (NQF 7) 
  • At least 5-7 year’s relevant experience (2-years’ experience in a management capacity) 
 
Experience and competencies which will be considered to be advantageous: 
  • Administrative experience relating to a compliance and quasi-judicial environment. 
  • Projects linked to the automation and digitization of systems and processes. 
 
Key performance areas: 
 
Management of Component: 
  • Introduce, maintain and implement LLA policies and procedures to administer applications in terms of the WCLA Act. 
  • Participate in and contribute to the strategic decision-making processes of the WCLA. 
  • Prepare and manage budget for Component. 
  • Proactively manage, report and account for the component’s performance. 
  • Develop, introduce and monitor SOP’s (internal controls) for the component. 
  • Ensure good governance within the unit in line with the corporate governance guidelines and related legislation. 
  • Ensure effective identification and management of business risks, resources and continuous improvement within the unit. 
  • Ensure compliance of the component with all audit requirements emanating from audit processes within the component. 
 
Liquor License Application Management: 
  • Oversee and manage the processing of all liquor licence applications as provided for in the Western Cape Liquor Act. 
  • Oversee and manage the implementation and maintenance of the Licence Management and Tracking System (LMATS). 
 
Renewals Management: 
  • Oversee and manage the processing of liquor licence renewals (automatic and non-automatic) of all valid licenses as provided for in the Western Cape Liquor Act. 
  • Oversee and manage the administrative processes related to the non-automatic renewal of all valid licenses. 
 
Client Services Management: 
  • Oversee and manage the walk-in centre (in-person, email, and telephonic client services). 
  • Drive process simplification, digitization and automation. 
  • Oversee and manage the implementation and maintenance of the eLicence Portal (online application platform). 
 
Resource and People Management: 
  • Establish and maintain appropriate systems (analytical tools, information systems, projections of cost) and policies to ensure effective and efficient management of resources. 
  • Perform accurate forecasting, budgeting and allocation of resources within the unit. 
  • Manage capacity within the unit to ensure sustained service delivery. 
  • Build and foster a culture of good governance, customer service, honesty and integrity and world class delivery in the component. 
 
Knowledge:
  • Working knowledge of relevant Public Sector legislation, e.g., PFMA, National and Provincial Treasury Regulations, Administrative Law. 
  • High level of working knowledge of relevant industry legislation and regulations, e.g., National Liquor Act, Provincial Liquor Act, POPI, PAJA, PAIA. 
  • Working knowledge of Risk Management and Project Management. 
 
Skills:
  • High level of report writing skills 
  • Exceptional interpersonal, communication, writing, reporting and presentation skills 
  • Ability to function independently and within a team 
  • Ability to prioritize and adapt, managing multiple projects and tight deadlines 
  • Computer literacy plus advanced proficiency in MS Office

HR BUSINESS PARTNER 
Component: Corporate Services 
Department: Western Cape Liquor Authority (Bellville)

Requirements:
  • Bachelor’s Degree (NQF 7) in HR or Industrial Psychology 
  • At least 4-6 year’s relevant experience as a HRBP or HR Generalist 
 
Experience and competencies which will be considered to be advantageous: 
  • Two (2) years supervisory experience. 
  • Registration with a recognized professional body. 
  • SAGE 300 People HR and Payroll system. 
 
Key performance areas: 
  1. Talent Attraction and Selection: 
  2. Facilitate the implementation of the talent attraction and selection strategy. 
  3. Identify business unit skills and workforce needs. 
  4. Maintain a comprehensive recruitment report and submit it to Line Manager for approval. 
  5. Provide reporting/statistical analysis to the HR Manager on a quarterly/annual basis. 
  6. Talent Management: 
  • Facilitate the implementation of talent retention strategies. 
  • Facilitate talent forum meetings. 
  • Monitor the development of the identified talent for readiness into the positions they are identified for. 
  • Provide reporting/statistical analysis to the HR Manager on a quarterly basis. 
 
Learning and Development:
  • Coordinate Learning and Development. 
  • Provide support to learning and development programmes. 
  • Facilitate identification and development of Competency Development Programmes and Customised Interventions. 
  • Train line management to conduct performance management, coach and mentor staff. 
  • Manage a training resource database. 
  • Provide reporting/statistical analysis to the HR Manager on a quarterly basis. 
 
Performance Management: 
  • Facilitate the implementation of performance management strategies. 
  • Facilitate the moderation process. 
  • Manage performance management in accordance with policies, procedures and legal requirements 
  • Provide reporting/statistical analysis to the HR Manager on a quarterly basis. 
 
Industrial Relations: 
  • Advise and support Line Managers in effecting appropriate industrial relations processes. 
  • Proactively manage employee relations matters before they escalate into grievances. 
  • Manage and maintain employee relations information and documentation. 
  • Provide reporting/statistical analysis to the HR Manager on a quarterly basis. 
 
Employee Wellness: 
  • Coordinate the employee wellness function of WCLA. 
  • Liaise with Employee Wellness Service Providers. 
  • Produce and present Employee Wellness reports, as required. 
  • Provide reporting/statistical analysis to the HR Manager on a quarterly basis. 
 
Knowledge and skills: 
  • A sound knowledge and functioning of government systems and applicable legislations and regulations 
  • Good communication skills, project management skills, presentation skills, report writing skills, planning, and organizing, problem solving and analysis skills. 
  • Working knowledge of relevant HR legislation, e.g. BCEA, LRA, EEA, SDA, etc.
