Senior Practitioner: HRD (SL8)
 
 
Minimum requirements:
1. Recognised National Diploma in Human Resource Management/Development (NQF level 6) or equivalent with 3-5 years’ relevant experience or,
2. Grade 12 certificate of equivalent with 6-10 years’ relevant experience.
Salary:  R316 791 – R373 167 plus benefits.
 
Duties:
1. Oversee the implementation of the Performance Management, Development System (PMDS) and Integrated Quality Management System (IQMS):
• Ensure and monitor correct application of PMDS and IQMS policies
• Ensure that all relevant PMDS documents are submitted on time as per the policies
• Ensure that all relevant PMDS information is captured on PERSAL
• Provide technical advice on PMDS and IQMS
• Provide reports, statistics and feedback on the application of the Performance Management and Development System.  
• Conduct PMDS and IQMS workshops
 
 
2. Oversee the implementation of bursary programme in line with the Departmental and College bursary Policies:
• Call for invitation on bursary applications
• Convene bursary committee meetings to adjudicate, award bursaries and report on the bursary scheme
• Develop and manage the database of all bursary holders
• Develop progress reports to monitor the implementation of bursary programmes, submit to management and PSETA
• Conduct bursary audits
 
3. Develop and submit WSP and ATR to ETDP-SETA according to the needs analysis and Personal Development Plans (PDP).
• Identify appropriate skills development and training needs
• Develop and monitor the implementation of the workplace skills plan (WSP)
• Compile, submit the WSP and annual training report to the ETDP-SETA and PSETA
 
4. Oversee the implementation of Skills Development and Training interventions.
• Ensure that effective skills development and training of staff is administered 
• Develop training schedule and implement in line with skills development requirements
• Request quotation and comparable schedule from Supply Chain Management
• Liaise with the approved service provider
• Send invites to delegates to attend training and workshop
• Collect signed attendance register
• Collect record and distribute certificates
 
5. Conduct induction and orientation programme.
• Conduct internal induction and orientation programme to staff
• Coordinate the implementation of the Compulsory Induction Programme (CIP)
• Collect record and distribute certificates.
 
6. Develop and submit NSDS III quarterly, annual and expenditure reports to P-SETA.
 
7. Coordinate and facilitate Organizational Development, services
• Coordinate the design, review and implementation of the college organizational structure
• Facilitate the development of Job Descriptions
• Coordinate the Job Evaluation of posts/jobs and submit to Head Office
• Conduct work-study and business process re-engineering 
• Facilitate change management and organizational transformation services
 
8. Develop, review and monitor the implementation of all HRD policies.
 
9. The management of all human, financial and other resources of the unit.
