DIRECTORATE: BUDGET AND TREASURY

TERM OF APPOINTMENT: This is a five (05) year fixed term performance based contract in terms of Section 56 of the Local Government: Municipal Systems Act of 2000 as amended. The incumbent reports directly to the Municipal Manager.
PLACE TO BE STATIONED: Delmas, Mpumalanga MP311.
ANNUAL TOTAL REMUNERATION PACKAGE: Min: R894 447 / Mid: R1 022 226 / Max: R1 133 463 p.a. (Including benefits) plus a performance bonus. Payment/ remuneration is in terms of the remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Managers –As per Government Gazette 43122 Notice 351 of 20 March 2020.
(a) REQUIREMENTS/ HIGHER EDUCATION QUALIFICATION
Bachelor of Commerce Degree in Accounting, Financial Management, Economics or any relevant Finance Related NQF Level 7
(b) WORK RELATED EXPERIENCE AND KNOWLEDGE
Experience
At least 5 Years’ experience at senior management level (Finance); and
Have proven successful institutional transformation within public or private sector.
Valid unendorsed Drivers’ License.

Advanced knowledge and understanding of relevant local government and fiscal policies and legislation applicable to Local Government;
Advanced knowledge and understanding of institutional governance systems and performance management;
Advanced understanding of local municipalities operations, legislated authority and obligations as well as delegation of powers of the Chief Financial Officer.
Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).

KPA’s –
As head of the Budget & Treasury Office and as delegated by the Municipal Manager the incumbent will be expected to:
Developing and implementing the directorate's performance management System;
Managing the directorate in accordance with the constitution of the Republic, Local Government, Municipal Finance management Act, Municipal system Act, and other relevant legislation applicable to the municipality;
Assist the Municipal Manager (as delegated) in managing the provision of services to local communities in the affairs of the municipality; developing and maintaining systems to access community satisfaction with Municipal services; Managing and maintaining staff discipline within the directorate; Ensuring effecting and efficient utilization of the municipality's resources; Promoting sound Labour Relations and compliance by the municipality with applicable Labour Legislation; Administering and overseeing the implementation of directorate’s policies, by -laws and other relevant provincial and national legislation; Ensuring sound management of all assets, income and expenditure of the directorate; Discharging liabilities of the directorate in an efficient and effective manner; Implementing the strategic goals for the directorate through co-operative and innovative teamwork; as well as overseeing the management of all equipment and capital resources within the directorate to ensure accountability by the department.
Reporting to all committees of council as per the delegations of powers.
The incumbent upon appointment will be expected to sign a 5 Year Fixed Term Employment Contract, and a performance agreement as well as disclose of any financial interest on annual basis.
Credibility assessment and verification; Competency assessment will be conducted as part of the recruitment process, and applicants will be required to sign the indemnity and letter of consent. REQUIREMENTS: Bachelors’ Degree in Public Administration/ Political Science/ Social Sciences/ Law or equivalent. Five (05) years relevant experience at a senior management level and have proven successful institutional transformation within public or private sector. A valid code B drivers’ license.
COMPETENCY AND GENERAL REQUIREMENTS: As prescribed in section 8 and 9 of the Local Government: Regulations on the Appointment and Conditions of Employment of Senior Managers promulgated in the Government Gazette No. 37245 on the 17 January 2014 or registered to obtain the said CPMD/MFMP or equal certificate within the 18 months of employment. {NB - In line with the National Treasury Government Gazette No. 40593 published and effective as on the 03 February 2017 – the Local Government: Municipal Finance Management Act 2003 (act No. 56 of 2003) Exemption from the Regulations 15 and 18 of Municipal regulations on minimum competency levels, 2007. Any applicable not meeting the minimum competency levels in the unit standards for each competency as required in terms of the regulations should acquire the said minimum competencies within 18 months from appointment date and MUST sign an agreement to that effect}.
KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation. Good knowledge and understanding of institutional governance systems and performance management. MUST have extensive knowledge of the public office environment. MUST be able to formulate the engineering master plan, project management and implementation.
CORE FUNCTIONS:
• Act as Head of the municipality and as the Accounting Officer, guide and be responsible for all employees and budget of the municipality.
• Develop and implement the municipality’s performance management system.
• Manage the municipality and its administration in accordance with the constitution of the republic, local government – municipal finance management act, local government – systems act, and other relevant legislation applicable to the municipal environment.
• Managing the provisions of services to local communities in the affairs of the municipality.
• Managing, appointing and managing staff discipline.
• Ensuring effective and efficient utilization of the municipality’s resources.
• Promoting sound labour relations and compliance by the municipality with applicable labour legislation.
• Advising officer bearers with regards to the legal implications of the Council decisions, managing communication between office bearers and personnel.
• Administering and overseeing the implementation of municipal policies, by – laws and other relevant provincial and national legislation.
• Ensuring sound management of all assets, income and expenditure of the municipality.
• Discharge liabilities of the municipality in an efficient and effective manner.
• Implementing the strategic goals for the municipality through co – operative and innovative teamwork.
• Oversee the management of all equipment and capital resources to ensure accountability by all departments including but not limited to - infrastructure and roads, electricity and water services.
OTHER REQUIREMENTS: The successful candidate will be required to –
• Sign an employment contract, a performance agreement and to disclose any financial interests; and
• Undergo security vetting {the outcome of which may nullify the appointment} and competency assessment.

Act as Head of the Social Services Directorate, guide and be responsible for all employees and budget of the Social Services Directorate.
Maximize social services related service delivery issues to all communities.
Provisioning, Management and Maintenance of Municipal Infrastructure in the fields of Municipal Parks, Libraries, Cemeteries, etc.
Perform functions related to Municipal IDP Performance Management Plan, Service Delivery Budget Implementation Plan (SDBIP) for the Social Services Directorate.
Develop and implement key strategic goals of the social services plans including business plans including Waste Management Disposal & Management Plan; Disaster Management Plan; Transport Plan; Traffic & Licensing Plan & Environmental Plan; etc.
