Requirements: • National Diploma in Public Administration • Advanced report writing skills • Code C1 driver's license • Excellent Communications skills at all levels • 2 - 3 years' experience in Local government.
 
Key Performance Areas: • Drafting and typing of agenda for Council and Committee Meetings • Recording of minutes of both Council and Council Committees • Safe keeping of Council and Committee agendas and Minutes • Safe keeping of Councillor’s personal files and all relevant records • Safe keeping of declaration forms for Councillor’s. Notifying relevant Stakeholders about meetings and sending reminders to invited stakeholders before meetings • Organise venues and catering for meetings • Assist councillors in their administrative duties • Attend to any other relevant matters delegated as and when need arises • Maintain Council resolutions register.

Key Performance Areas: • Vacuuming carpeted floor areas, dusting and tidying desktops and shelves • Sweeping floors • Cleaning windows • Replacing water in jugs with fresh water using the water cooler machine • Cleaning ablution facilities, mopping floors and wiping ceramic surfaces, replacing toilet rolls, towels etc and checking and reporting defective items to the immediate superior for attention • Mixing and using chemical detergents to remove stains/ dirt from painted/ polished or carpeted surfaces.

Manager Engineering Services

Requirements: • B Degree/National Diploma in Electrical/ Mechanical/Civil • Registration with a Professional body will be an added advantage • Project Management Skills • Code C1 driver's license • 3-4 years relevant experience
 
Key Performance Areas: • Plan and direct the installation, testing, operation, maintenance, and repair of water infrastructure, municipal buildings and equipment • Check quality of engineering activities rendered by in-house team and also outsourced services • Able to respond to emergencies in a timely manner • Provide supervision and leadership to the team within area of responsibilities • Manage the coordination of Engineering Services activities in area of responsibilities • Drafting specifications and schedule of quantities for procurement of services & materials •
Ensure compliance in terms of Occupational Health and Safety Act and other related legislations • Prepare reports, maintain inventories, and keep accurate records • Budget planning and control of the section • Assign duties and work direction to sectional personnel • Ability to work under pressure.

Key Performance Areas: • Manage the effective implementation of EPWP • Manage and facilitate the district Institutional and Social Development (ISD) through providing community capacity building on water and sanitation • Manage the registration of all projects on the EPWP reporting system • Manage the recording of the data at the project level as determined by DPW • Preparation and consolidate Monthly Reports from (Social sector), (Infrastructure Sector) and (Environment and Culture Sector) and report to DPW • Facilitate the recruitment of EPWP leanerships on capital projects implemented by the municipality and other stakeholders • Facilitate community discussions and negotiations regarding the implementation of operations (water and sanitation) and development of projects.

Requirements: • National Diploma in Safety Management • Certificate in SAMTRAC (Construction or General) • Code B Driver's License • 2 years' experience in Occupational Health and Safety.
 
Key Performance Areas: •
Implement provision of OHS policies, procedures, guidelines and operational plans
• Facilitate inspections of all municipal workstations aid assess findings with health & safety standards to identity if there are contraventions of the Occupational Health & Safety Act (OHS Act) • Monitor internal incident investigations in consultation with health & safety representatives and line management to identify the root cause and to mitigate future occurrences • Monitor construction projects across Vhembe District Municipality in respect of OHS compliance • Facilitate on-site health & safety training to educate employees on hazardous conditions.

Key Performance Areas: • Removing and washing off debris from tools and equipment • Cleaning spilled waste, sweeping, gathering and inserting into refuse bins • Cleaning the Yard • Removing debris/ rubble in worksites • Dig trenches • Cleans worksites, stores equipment and tools and loads materials prior to departure from work site • Preparing requisite quantities of materials (e.g. concrete, mortar, etc.) and proceeds with mixing sequences • Excavating and backfilling trenches to defined levels using hand held tools • Remove cob webs from walls and ceilings by dusting.
