RE-ADVERTISEMENT
GENERAL MANAGER: COMMUNITY SERVICES
(5 YEAR FIXED TERM CONTRACT)
Appointment to this position is a 5 year fixed term employment contract and subject to the signing of a performance agreement.
Remuneration package: An All-inclusive Remuneration package from R 972 648 (minimum) /R 1 108 275 (midpoint) and R1 275 894 (maximum per annum) as per Upper Limit of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to the Municipal Manager, Government Gazette No.43122 dated 20 March 2020 subject to the signing of an employment contract, a performance agreement and disclosure form for benefits and financial interests.

Requirements: *Grade 12 Certificate.*An appropriate Bachelor’s Degree in Social Sciences /Public Administration /Law or equivalent.
 
Experience: *5 years’ experience at middle management and have proved successful institutional transformation within public or private sector.
 
Added Advantage: Certificate Programme in Municipal Development (CPMD) or Municipal Finance Management Programme (MFMP) (Minimum Competencies) or Executive Leadership Municipal Development Programme (ELMDP) or equivalent – If the appointee has not yet attained the Minimum Competency Qualification in terms of Government Gazette Number 29967 dated 16 June 2007, as amended in October 2018, he/she will be required as a condition of appointment to complete this training within a specific period of time. *Computer literate *valid driver’s license* Registration with the South African Council of Social Services Professionals (SACSSP) or similar recognised relevant professional body.
 
Knowledge: Good knowledge and understanding of relevant policy and legislation, good knowledge and understanding of institutional governance system and Performance Management, Understanding of Council Operations and delegation of powers.
 
Key Competencies: Must have capacity to provide strategic direction and leadership, people management, programme and project management, financial management, change and governance leadership, moral competence, planning, organizing, analysis and innovation, knowledge of information management, good communication skills, results and quality focus.
 
Key performance areas: *Responsible to manage the Fire and Rescue Services, Disaster Management, Environmental Health Services, Sport, Arts and Culture within the District *Implement the Integrated Development Plan (IDP) as well as the strategic goals of the Department *Provides support and advise the Municipal Manager and Council.*Implement the Departmental Service Delivery and Budget Implementation Plan (SDBIP). *Develop and implement Key Strategic / Business plans.
