MINIMUM REQUIREMENTS:   
  • A Bachelor Degree or Diploma qualification in Administration (M+3) (e.g Office Management, Bachelor of Administration, Public Administration etc.)
  • 3 years’ work experience in the Higher Education Sector as an Administrator
  • Excellent knowledge of ITS, MS Word, MS Excel and PowerPoint.
Added advantages:
  • Honours degree in Administration
  • Project Management, budgeting, finance, reporting, monitoring and evaluation skills.
  • Advanced ICT end-user skills.
 
 KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
  • Provide comprehensive student Administration Function.
  • Ensure an efficient, organized and coordinated student admission and registration service.
  • Provide a support system to academic staff to ensure the smooth running of academic activities relating to the LLB Extended Programme in the Faculty.
  • Provide overall administrative and organisational support to the Faculty of Law.
  • Guarantee the smooth running of the Faculty Office amongst other to provide support to both Faculty and student matters.
  • Be able to write minutes and handle all the office filing.
  • Assist with the logistical planning including bookings accommodation, transport, and meeting venues.
  • Respond to enquiries from academic staff, support staff and students.

Main purpose / objective 
The Financial Control and Operations Office (encompassing the Projects Office/external funds) seeks to appoint a Finance Officer DHET Grants Management Office to work with the Manager: Finance DHET Grants Management Office spearhead the turnaround of the DHET projects reporting activities. The successful candidate will report to the Manager: Finance DHET Grants Management Office and will primarily support by keeping source documentation audit trail to enable control, reporting and auditing thereof. Also, key is providing day-to-day financial, administrative, and computer-based record-keeping, and organisational support to the Senior Manager, Manager and Project Managers/coordinators and related departmental processes.

Minimum Requirements:
  • Finance related qualification at NQF Level 7, BCom Honours or equivalent qualification will be an added advantage.
  • At least 3 years financial/ administrative experience in a University or service context.
  • Strong knowledge of bookkeeping.
  • Knowledge of ITS and I-enabler systems.
 
Added Responsibilities:
  • Excellent writing and communication skills (ability to draft accurate minutes and reports), strong time management and organisational skills.
  • Demonstrable ability to maintain strict confidentiality, work under pressure and readiness to take on additional tasks and responsibilities when required.
  • Sound knowledge of MS Word, MS Excel, PowerPoint, and MS Teams.
  • Good organisational skills, strong analytical skills, and detail oriented.
  • Excellent time management skills.
 
Key job functions
 
Financial:
  • Ensure contracts are stored or filed so that the University record keeping and funder requirements are met.
  • Updating and processing of the financial records/reports/statements or spreadsheets or on the core ERP systems.
  • Creating, sending, and following up on invoices.
  • Collecting and reviewing data for reports.
  • Preparing payments documentation for project funded employees.
  • Supporting the procurement process by working with SCM for the sourcing of quotations, preparing requisition forms and providing procurement support in line with the project operational plan.
  • Serving as a point of contact between the Project Managers and DHET Grants Finance Management Office.
  • Assists in the management of the project budget by budget formulation, controlling allocations, monitoring expenditures, and preparing revisions according to the needs of the project.
  • Enters into a corporate financial system annual budget of projects based on approved annual workplans, makes budget revisions based on requests and justification letters from projects, and monitors project budgetary commitments,
  • Checks and examines various project financial reports for accuracy and consistency against approved budgets,
  • Drafts routine correspondence related to financial and administrative matters for the signatures of Managers.
  • Ensures the effective recording and reporting system, internal control and audit follow-up and processes administrative and financial transactions in an accurate and timely way.
    
 Administrative:
  • Drafting agendas and record minutes of all meetings for approval and then circulate to all relevant stakeholders.
  • Preparing, arranging, and distributing documents, arranging meeting venues and setting up virtual meetings.
  • Ensures that all official documents are prepared and kept in the project files for retrieval and archiving,
  • Coordinating logistical support, collecting reference documents, and maintaining records,
  • Prepares necessary documentation, minutes of meetings and notes to file for relevant transactions (e.g. grant agreements, services contracts etc.),
  • Ensures facilitation of knowledge-sharing between finance and operations clusters,
  • Drafts routine project related correspondence

Main purpose / objective
The Financial Control and Operations Office (encompassing the Projects Office/external funds) seeks to appoint a Senior Manager: Finance DHET Grants Office to spearhead the reporting and auditing thereof for earmarked grants and other sponsored grants/projects. The Senior Manager: Finance DHET Grants Office is expected to provide our project team with technical accounting support. As a Senior Manager Finance DHET Grants Office, you will be required to report to the Director: Financial Control & Operations on all project revenues, expenses, assets, and liabilities. The duties will also include reviewing budgets and preparing financial reports to funders/sponsors.

Key job functions
  • Earmarked and other government grants and sponsored funds reporting
  • Extracting, summarising, balancing, reconciling DHET project data from Enterprise Reporting Planning (ERP) on projects and updating the data on the DHET spreadsheet templates.
  • Responding to the DHET on queries arising from the audits of these earmarked grants.
  • Ensure management of earmarked grants in line with the set budgets/allocations.
  • Overseeing project records and contracts to ensure terms are adhered to.
 
Capital expenditure (capex) reporting
  • Work with Projects Finance and Properties and Services teams to maintain accurate Capital Expenditure Reporting for grant funded capex.
  • Work with accounting department to ensure proper general ledger and financial statement of capital items.
  • Prepare capital expenditure reconciliations for grant funded projects.
  • Review and maintain project capex documentation e.g. capital expenditure requests forms.
  • Responsible for the preparation of monthly reporting and quarterly reporting to management and oversight committees.
 
Deferred income/liabilities reporting.
  • Prepare deferred income/liabilities reports for Projects in line with the International Financial Reporting Standards (IFRS).
  • Ensure Project income revenue recognition in line with the IFRS15 requirements.
  • Prepare supporting documentation in preparation of the year end external audit processes.
  • Maintaining project financial reports in line with the funder requirements and the University accounting manuals.
  • Analysing project income and expenses and providing commentary.
 
 Treasury Management of DHET Projects
  • Maintenance & review of DHET Projects bank account.
  • Review of the monthly reconciliation of the DHET Projects bank account.
 
Other reporting requirements
  • Overseeing project records and contracts to ensure terms are adhered to.
  • Identify the team training needs to enable a culture of learning and improvement.
  • Business partnering with non-finance managers to develop processes and the understanding of financial requirements.
  • Developing financial systems along with IT support to make processes more user friendly.
  • Budgeting for restricted funds/activities and enable a reporting framework for accurate restricted activities reporting.
  • Report on project profitability to senior management.
  • Drive continuous improvement in Policies, standard operating procedures and business processes of the unit including finance department.
