PERSONNEL VACANCY: UMSOBOMVU MUNICIPALITY 
 
Umsobomvu Municipality, with its seat in Colesberg, covering the area of Noupoort, Colesberg, Norvalspont and all commercial farming areas, seeks applications from suitable qualified candidates for appointment in the under-mentioned post. The Municipality subscribes to the principles of employment opportunities and affirmative action. 
 
ADMINISTRATION OFFICER 
Remuneration: T Grade Level 11: plus, normal fringe benefits applicable to local government. 
 
Requirements: Qualifications and Experience:  Grade 12; Bachelor’s degree in Business Administration/Public Management Administration. Proven 2-3 years’ experience working in an office in any sphere of government and Valid Driver’s License will be advantageous. Solid Knowledge of office procedures. Strong organization skills with a problem-solving attitude. Excellent written and verbal communication skills and attention to detail. Proficiency in all Microsoft Office applications. Working knowledge of business management and the reporting cycle in local government. Ability to read, write and communicate in at least two of the local languages. 
 
Job Purpose: Act as the point of contact for all employees, providing administrative support and managing their queries. Preparing regular reports and execute administration procedures and processes. 
 
Key Functions: 
• Prepare regular reports on expenses and office budget 
• Maintain and update municipality database 
• Organize a filling system for important and confidential company documents 
• Answer queries by employees and clients 
• Update office policies as needed 
• Maintain the municipal calendar and schedule appointments for the Manager 
• Maintain and update the municipal contract’s Register 
• Writing minutes of the Council meetings and of the management 
• Schedule in-house and external events. 
• Draft memo’s, adverts and strategic documents

ROADWORTHY ASSISTANT – GENERAL LABOURER 
Remuneration: T Grade Level 5: plus, normal fringe benefits applicable to local government. 
 
Requirements: Qualifications and Experience: Grade 10; Code B driver’s License will be an advantage and 1-year experience. Good interpersonal skills. Ability to read write and communicate in at least two of the local languages. 
 
Job Purpose: To render the general cleaning services and keep the pit are well as to prepare the garden and the yard at large, clean and safe. Assist the Traffic Officers to do road worthy tests and be useful for reparations too. Ability to read write and communicate in at least two of the local languages. 
 
Key Functions: 
Cleaning of the yard and working instruments; keeping operational areas, make sure that the pit is clear from any objects. Sweep, mop, scrub and polish floors of operations. Remove obstructions in and around the area of operations. Empty and clean waste containers. Receive schedules of meetings daily. Prepare and clean the pit before and after testing. Clean around the office to ensure that the facilities are hygienic and safe for use. Maintain the equipment and material in good working condition 
At all times. Maintain the gardening area clean at all times and remove weed. Cleaning of traffic section vehicle fleet. Assistant functions; Take a stock list of the tasks you will be doing on weekly basis. Assist the traffic officer to execute his/her task of road worthy test on vehicles. Receiving and applying. 
 
Reparation tasks; reconciles cash received against receipts issued to customers, by repair and/ or replace traffic signs. Attending to preparatory, in process and completion activities during maintenance or repair works. Support specialist personnel during the maintenance.

Umsobomvu Municipality, with its seat in Colesberg, covering the area of Noupoort, Colesberg, Norvalspont and all commercial farming areas, seeks to appoint properly qualified individuals in the following position: 
Post Section - Head Community Development 
Remuneration: T Grade Level 14: plus normal fringe benefits applicable to local government. 
 
Requirements: Qualifications and Experience: Grade 12, Ability to communicate in two or more of the local official languages efficiently with all levels of community; B Degree in Social Development, Bachelor in Social Sciences, or a Bachelor in Public Administration. Equivalent or Experience in Local Government and Valid driver’s license. Be in a position of 3-5 years of experience in senior or middle management level. Analytical techniques, and Decision-making skills. Self-starter, innovative, High ethnical, and Professional value, excellent leadership qualities and team building ability. 
 
Job Purpose: 
To manage the section: community development in line with applicable legislation, Council policy and Provincial /National Directives and to monitor all towns planning work with regard to all aspects of development and land use management in terms of applicable legislation property (land) in order to facilitate sustainable urban and rural development. 
 
Key Functions: 
Management and planning for the unit: Manage the development and review the IDP, Provide inputs for the Senior Manager to compile operational and capital budget, Provide inputs on the development of KPI’s for the Community Development Section to compile the section’s SDBIP, and Prepare business plans for the external funding for proposed projects to be undertaken by the section. Local Economic Development: Identify LED projects needs, Identify and establish potential projects teams and consultants, prepare business plans for the external funding LED projects, facilitate community involvement in the preparation of review of LED policy, Facilitate community involvement in LED projects and Report progress on departmental SDBIP of section. Key supervision on: Land use management, IDP, Library and Museum, Traffic Control, Housing and Services, Disaster management and firefighting, and Stakeholder relations. 
 
Administration Functions: Performs administrative duties, reporting and recording. Updating and processing system information. Draft revise and implement policies. Submit quarterly, mid- year and annual reports to the superior and implementation of all applicable legislation requirements.
